REGULAR MEETING.NOVEMHER 1ST, 1938. -
The City Council of the City of Lynwood met in a regular
8:ession, at the City Hall, 11331 Plaza Street, on above date, at
7:30 P. M., in the Council Chamber of said City Hall.
Mayor Nation in the chair.
Councilmen Bolter, Lake, Meyer, Snyder and Nation answered
the roll call.
It was moved by Councilman Snyder and seconded by Council-
man Meyer that the minutes of the previous regular meeting of October
18th, 1938, be approved as written. All members of the Council
voting aye, the Mayor declared the motion duly carried and it was so
ordered.
~~ WRITTEN COMMUNICATIONS;
A communication was received from the Harbor District
Chamber of Commerce submitting a copy of Resolution that their Hon-
orable Body adopted at their meeting held on September 10th, 1938,
regarding the extension of Century Boulevard west of Alameda Street,
requesting that the Council adopt a similar Resolution and forward
to the Honorable Board of Supervisors of L. A. County and the City
of Los Angeles, supporting the Chamber of Commerce in their action.
Thereupon RESOLUTION N0. 116i, entitled; ~'A RESOLUTION OF THE CITY
OF LYNWOOD, CALIFORNIA, IN RESPECT TO EXTENSION OF CENTURY BOULEVARD
AND THE DEVELOPMENT OF A NORTHERLY AND SOUTHERLY BOULEVARD FOR SOUTH-
EAST LOS ANGELES COUNTY, was read.
It was moved by Councilman Bolter and seconded by Council-
man Lake that said Resolution No. 1161 be adopted.

Noes: None.
A communication was received from Chief of Police Miller
to the effect that after a thorough check .they found that the City
might become liable for damages or,in,juries received as a result of
a collision with the pedestrian zone stop signs in use upon Atlantic
Boulevard at Imperial Highway and Sanborn Avenue and further that
the Highway Commission of the State of California prohibits the use
of such signs unless a Five Thousand Dollar bond is posted with the
° proper State authority for each and every sign used upon a state
designated highway; therefore, during the later part of October, 1938
these signs were removed because of the reasons set forth.
After due consideration of the matter, it was duly moved by
Councilman Boater and seconded by Councilman Meyer that the City At-
torney be instructed to ascertain the cost of posting such a bond,
and what regulations the State has, if any,' regarding W.P.A. crossing
guards at said location for accomodation of pedestrians. All members
of the Council present voting aye, the Mayor declared the motion duly
carried and it was so ordered.
A communication was received from the Board of Supervisors
of L. A. County with certified copy of Resolution adopted by their
Honorable Body on October 25th, 1938, wherein they appropriate
X6,799.59 for Street improvement work in the City of Lynwood. There
being no objection the Communication was ordered filed and the City
Clerk was directed to acknowledge receipt of money when received with
thanks.
A communication was received from Ray L. Chesebro, member
of the California Committee of the Council on State Defense, urging
the Council to adopt a resolution on the subject of Federal Taxation
of Municipal Securities and Salaries, submitting a draft of one
adopted by the League of California Municipalities on the matter.
Thereupon said Resolution of Federal Taxation of Municipal
Securities and Salaries, was read. It was moved by Councilman Lake
and seconded by Councilman Meyer that said Resolution be adopted and
that a certified copy of said Resolution be sent to the elected
Congressman and Senator after November 8th, 1938.

A communication was received Prom the Shoreline Planning
Association requesting the council to oppose Proposition No. 18.
No action was tkken thereon, and the communication was ordered filed.
An Agreement was received from the Pacific Electric Rail-
way Co. in connection with installation of certain culverts under
their right of way at Santa Fe Avenue, Long Beach Blvd., Caress St.
and Third Avenue which had been previously signed by the P.~Iayor and
City Clerk.

Thereupon it was moved by Councilman Snyder and seconded
by Councilman Meyer that the Mayor's and City Clerk's action in sign-
ing said document be ratified.

An Easement in connection with right of way where said
culverts are to be installed containing a metes and bound descrip-
tion thereof, was presented, executed by the President and Secretary
of said Pacific Electric Railway Company. Thereupon it was moved by
Councilman Bolter and seconded by Councilman Lake that said Easement
be accepted and that the P~tayor and City Clerk be authorized to exe-
cute same for and on behalf of the City of Lynwood, after which the
City Clerk be directed to have same recorded with the Recorder of
Los Angeles County.

The health reports for weeks ending October 15th and 22nd
were received, and were ordered filed.
UNFINISHED BUSINESS:
The matter of request for a stop sign at Imperial Highway
on Long Beach Blvd. was brought up for further consideration and in-
asmuch as a detailed account of the cost thereof was not submitted,
no further action was taken in conneet~on therewith; however, the com-
mittee appointed at the last meeting stated that they would be sure
to have definite information for the next meeting of the Council..
City Attorney Ruby reported on the matter of opening bf
Minnesota Avenue through to Long Beach Blvd. to the effect that the
Attorney of John Lancaster, the owner states that the parcel of land
that extends into said Minnesota Ave. could be purchased for X1.00
per square foot, or 393.55. No action was taken in connection
therewith and the communication was ordered filed.
On the League of California Municipalities propositions,
the Council took no official action thereon, however, expressed
themselves in favor of the propositions that they favor and disfavor.
NEW BUSINESS:
The City Clerk announced that a fire insurance policy
covering building and contents for X8,750.00 expires on November 7th,
1938, stating that Mr. Zeiler was the former agent. Thereupon it was
moved by Councilman Bolter and seconded by Councilman Snyder that said
policy be renewed with Mr. Zeiler and that commissions in connection
therewith be divided equally between the following agents: Messrs.
Claude Reber, H. E. Zeiler, G. W. Rehfeld, A. L. Young, George R.
Wood, Floyd B. Rowlee, F. B. Roberts and Edmund S. Cavanaugh.

The matter of clearing A. & i. Districts Nos. 4 and 7 and
where to deposit moneys to be collectedin advance, was discussed.
It was moved by Councilman Buster and seconded by Councilman Meyer
that the Mayor be authorized to check into the matter further and to
provide for adequate bond for person collecting same in the event
it is handled through any City Department. All members of the Coun-
cil voting aye, the Mayor declared the motion duly carried arid. it
was so ordered.

It was moved by Councilman Boster and .seconded by Councilman
Meyer that the demands be allowed and warrants be drawn on the City
Treasurer for said various amounts.

It was moved by Councilman Lake and seconded by Councilman
Boster that the meeting adjourn to November 15.th, 1938, at ?:30 P. M.

duly carried and it~was so ordered.
