The City Council of the City of Lynwood met in a regular
session, at the City Hall, 11331 Plaza. Street, on above date, at
7.30 P. M., in the Council Chamber of said City Hall.
Mayor Nation in the chair.
Councilmen Snyder and Bolter were absent.
Councilmen Lake, Meyer and Nation answered the roll call.
It was moved by Councilman Meyer and seconded by Council-
man Lake that the minutes of the previous regular meeting of Nov-
ember 1st, 1938 be approved as written. All members of the Coun-
cil present voting aye, the Mayor declared the motion duly car-
ried and it was so ordered.
WRITTEN COMMUNICATIONS:
communication was received from the L. A. County Division
of the League of California Munic~.palities announcing their meet-
ing to be held on November 17th, 1938, at 6:30 P. M., at the new
Civil Auditorium, principal speakersto be Leo Smith, President of
the State League and Dr. John M. Pfiffner, Professor of Public Ad-
ministration, School of Government of the University of Southern
California. All those who possible can, were urged to attend.
A ®mmuniaation was received from L. A. Harter making ap-
plication to remodel and enlarge his dairy barn at 4837 Imperial
Highway, from a 6 cow shed to a 14 cow shed. There being no ob-
~ection, the matter was referred to Building Inspector Evens and
Councilman Boater to investigate and with power to act.
A communication was received from the office of Mayor of
the City of Los Angeles acknowledging receipt of Resolution No.
1161 in connection with the opening of Century Boulevard west of
Alameda Blvd. There being no ob~eetion, the Mayor ordered the
communication filed.
A communication was received from L. H. Stewart, stating
that the hearing in connection with the hearing before the Rail-
road Commission for reduction of street lighting rates has been
postponed from November 9th to December 7th. There being no ob-
~jection, the communication was ordered filed.
A communication was received from Mrs. I. W. Corning,
Se cretary of the Civil Service Board stating that at the last ex-
amination there were several appl~oa.nts who failed to tape the
examination and have made application for return of the 1.00 de-
posited in connection therewith, giving a list of the names
thereof, stating that after the return of same, if so desired
by the Counci 1 there would be a balance on hand of X19.00, which
she would like authority to turn over to the City Treasurer.
Thereupon it was moved by Councilman Lake and seconded
by Councilman Meyer that the Civil Service Board be authorized to
return the application fee to those who failed to take the examin-
ation because they were not notified of the postponed examination,
and that the balance of the money be turned over to the City
Treasurer.

A communication was received from the Civil Service Board
giving result of Civil Service Examination for an eligible list
for the Fire Department, setting forth the rating of each parti-
cipant, showing that Oliver E. Loy received the highest rating.
A communication was received from the Civil Service Board
giving result of Civil Service Examination for an eligible list
for the Police Department, setting forth the rating of each con-
testant, showing Willis W. Fuller as having received the highest
rating.
A eommuni cation was also received Prom the Civi 1 Servioe
Board giving result of examination for promoti on to Sargeant in
the Police Depa mnent, showing R. Y. O'Shaughnessy as having re-
ceived the highest rating for said position.
A communication was received from Chief of folic a Miller
recommending that Willis Wayne Fuller who received the highest
grade as a Police Officer, be employed as a Patrolman of the
Police Department. Thereupon it was moved by Councilman Lake
and seconded by Councilman Meyer that Willis Wayne Fuller be
employed as Patrolman of the Police Department at a salary of
X130.00 per month, his service to commence whenever he can ar-
range with hie present employer to be released.

A communication was received from the County of Los ~~~
Angeles acknowledging receipt of Resolution No. 1146 in connec-
tion with rip-rapping the L. A. river banks along the west --
side, opposite the ~Znction of the Rio Hondo levee, stating that
arrangements have been made to raise the west levee three feet
for a distance of 450 feet opposite the function of the Rio
Hondo, and to place 16,000 tons of additional rook at Pour loca-
tions downstream from Imperial Highway. There being no ob3ea-
tion, said communisation was ordered filed.
Requests for refurd of weed assessments alleged to
have been erroneously charged by the City, were received from
J. Oakes, Frank D~. Fish back, and C. W. Keeler. There being
no ob~eetion, said applications were referred to the Street
Superintendent for checking and report.
A communication was received Promthe Morrison Bond Co.
to the effect that in connection with the issu once of refunding
bonds in A. & I. Diets. Nos. 8, 11 and 25, they. agreed to pay a
portion of the cost oP extra help in writing the bowls, which
aggregates X226.50, which is satisfactory to them, offff±~ing to
trade ~2i9.26 face value of bonds and X7.24 cash to settle the
account giving a list oP bonds, which correspond with the other
issue of bonds on the same property that the legal counsel re-
fused to give an approving opinion on which are novr retained
by the City. After due consideration oP the matter, then offer
was turned down and the City Clerk was instructed to notify said
firm informing them that the City prefer a cash settlement.
An application for employment was received Prom Pearl
Cloud, and the health report was received. There being no ob-
~ection, said appli nation and report were ordered filed.
ORAL COMMUNICATIONS:
r. Reinhardt addressed the Council onthe matter of a
proposed playground probe ct.stating that he had advised Council-
man Snyder that he would be glad to furnish supervision through
the W. P. A. Por same if the City Council wishes such supervi-
sion. The City Council informed Mr. Reinhardt throu~-h the Mayor
that it would be agreeable with them for him to give whatever as-
sistan ce along that line that.he can.
UNFINISHED BUSINESS:
communication was received Prvmthe PaciPls Electric
Railway Company refusing to pay for the installation and main-
tenance of a light at the intersection of Fernwood Ave. and
L. B. Blvd. at the P. E. station on the ground that the cross-
ing is more than ~ dir~arily Pree of obstruction and by the ex-
ercise of ordinary care in driving, the crossing should be
free Prom hazard of accidents, and if a light is needed during
foggy weather, they do not think that they should be called on
to pay Por same. There being.no objection, the communication
was ordered filed.
City Attorney Ruby reported in writing on the matter of
pedestrian crossing signs on Atlantis Avenue to the effect that
the State has exclusive control of traffic thereon and that said
highway is within a 45 mile zone, and on account of said rate oP
speed the collision of a vehicle with such sign would become a
considerable traffic hazard, xhereP ore recommending that no signs
be laced in the center of Atlantic Ave.; also stating that a bond
of 5,000 that would be required by the state and would have a
yearly premium charge of $50.00, would indes~ify the state only;
also advising that the crossing guards that are stationed there
are not dty ernployees and that the city has no control over
them, and that any ln~ury to said crossing guards would not be
likely to involve the City. There being no ob~ecti on, the com-
munisation was ordered filed.
Di: suasion was had in connection with the matter of
opening of Minnesota Ave., through to Long Beach Blvd. other
than Councilman Meyer was instructed to check with Mr. Bateman,
Engineer, to ascertain whether or not something can be worked out
with south Gate in connection with paying Por same.
The City Attorney was instructed to sheak up on insur-
ance coverage incases where Police Officers chases traffic vio-
lators when they are stopped outside the City limits.
A sommuni cation was re ceived from Roscoe R. Hess offer-
ing his services in connection with drafting suitable franchise
ordinances to provide for additional revenue on a percentage basis.
There being no ob~ectian, the communisation was ordered filed.

Thereupon an Ordinance, entitled: "An Ordinance requir-
ing proper,applicationa to be made-and fran chisea authorized under
Act No. 2728 of the Laws of the State of California; and requiring
applications for all other franchises as authorized by Act No.
2720 of the State of California; and repealing all Ordinances or
parts of Ordinances inconsistent herewith", was introduced and
read for the first time. It was moved b Councilman Meyer and
seconded by Councilman Lake that said ~rdinance be accepted as
read the f1~t time and pass to the second reading.

Councilman Lake addressed the Council regarding the pro-
poaed stop and go Signal to be installed at the intersection of
Imperial and L. B. B1 vd. to the effect that he has found that one
Les Snyder will build one that will not exceed 750.00 for labor
and materials, and inasmuch as much of the work is to be done by ,,,~
the City, it should not require a cash outlay of over X500.00 re-
commending that Mr. Snyder be employed to proceed with the work.
Thereupon it was moved by Councilman Meyer a,nd aeeon-
ded by Councilman Lake that the City employ Mr. Les Snyder for
the purpose of installing a signal at said intersection, and that
Councilmen Lake and Meyer Act as a committee to carry the work
through to it8 final conclusion.

Lake that said demands be allowed and warrants be drawn on the City
Treasurer f'or said various amounts. ~

It waa moved by Councilman Meyer and seconded by Councilman
Lake that the City Treasurer be authorized to make payment to Brown-
Crummer Company of ~4A0.00 that said Company advanced in connection
with clearing A. & I. District No. 15, and to be paid for from the
Special Assessment and Tax Relief Fund.

The audit report as compiled by the Auditor W. R. Wright was
presented covering period beginning July 1st and ending Oct. 31st,
