Pdtayor Nation in the chair. Councilmen Lake, Meyer, Snyder and Nation answeredthe roll ca7_l. Councilman Buster was absent: It was moved by Councilman Lake and seconded by Council- man rt~eyer that the minutes of previous regular meeting of November 15th, 1 338, be approved as written. All members of the Council present voting aye, the iVIayor declared the motion duly carried. WRITTEN COMIVTUNI CATIONS A communication was-received from the Lynwood Jun~r~ High School P.T.A. requesting adequate bridges be provided fmr Streets leading to the Junior High School. A communication was received from the Woodrow Wilson Parent Teachers Association requesting additional bridges for Streets leading to the Woodrow Wilson School. There being no objection, the lUTayor referred said matter to Street Commissioner Meyer for investigation. A communication was received from the Lynwood Junior High School P.T.A., Woodrow Wilson School F.T.A., The George Washington P.T.P.., Roosevelt School F.T.A. and Lindbergh School F.T.A., to the effect that a survey in our schools shows that '700 of the children in Lynv~rood have defective teeth and that under uresent circumstances dental work is financially impossible for the larger number of the children, and a movement has been started to establish a dental clinic in Lyna~Tood with a fee low enough to enable every child in the community to receive necessary dental care, stating that details of the plan are still to be worked out, but from investigations that have been made it is estimated that an initial cost of about ~500.OC would secure the needed equipment for a portable clinic, and that thereafter, the clinic would be la.rgel~T self-supporting. Mrs. Gold, Mrs. MacDonald and Mrs. Budlong were present together with other representatives of said P.T.A's and addressed the Council on the matter, stating that the plan is to secure the services of local dentists at •`,10.00 per da.y and each child would be requested to contribute 50¢ for treatment, and after the equip- ment was secured it is contemplated that the project would be self- supporting; however, appealing to the Council for funds to help defray the first cost, or suggest ways and means to accomplish their g©al. A general discussion was had on the matter and a_rnong other things discussed, waS the possibilityof loaning the equipment of the County Health Center at Compton for such purpose. Mr. A. J. Wiggins addressed the Council to the effect that the Exchange Club had taken the ratter up at their meeting and had endorsed the plan offering to work with any committee that may be appointed to further the cause. The Mayor announced on behalf of the City Council that it v;ill be impossible for them to help in a financial way on the pro- ject inasmuch as they have no funds provided in their budget for such purpose, however that they believe that the cause is a very worthy one and that they will be glad to help in any other way possible. D2ayor Nation appointed Councilman Snyder as a committee of one to work with the P.T.A. group on thismatter and to contact the County Health department of Compton a.nd see if some of their facili- ties ca.n be obtained for such purpose. A communication was received from the Civil Service Board giving a corrected list of grades of participants in recent Civil Service Examin~.tions for the Fire and Police Department. There be- ing no objection, the communications were ordered filed. A communication vaas received from M. E. Oswald offering to purchase all bonds issued in connection wit? the refunding of Lyn- wood Acquisition a.nd Improvement District No. 15 against property lying northerly of Tweedy Boulevard for the flat price of seventy cents on each one dollar par value of bonds issued, and agree to deposit the cash therefor with the City Treasurer of the City of Lyn- wood within ten days after aceepta_nce cf the offer. City Treasurer Reed addressed the Council to the effect that Ga.tzert Co. have offered 92~~ for X2,000.00 and accrued interest for certain bonds of said District; also that Iti~orrison Bond Co. are 333 willing to buy a minimum of 5,000.00 of the bonds to be selected by them at 92~o and accrued interest. NIr. Oswald also addressed the Council regarding his bid. After due consideration of said.matter, it was maved by Councilman Snyder and seconded by Councilman N~eyer that the bids be rejected and that new bids be secured for the next regular meeting of the City Council. A discussion was had on the matter of waiving of penalty on matured coupons levied on properties where the bondholder is both the bondholder and owner of the property and as to whether or not the City has the power to waive the 2'-`~o interest charge when presented after maturity date. City Treasurer Reed was instructed to take the matter up with0'Nielveny, Tuller & Payers and secure an apinion on the matter. It was moved by Councilman Arieyer and seconded by Councilman Snyder that the City Treasurer be authorized to accept payment of t t et thereon in Ac uisition and Im rovement w t o in ere i~ 1 i h u rinc a P q r P _ District No. 15 until such time as some disposition is made of the bonds. Rozelle demand- ing that something be done about eliminating some bees harbored at the corner of Palm and Oak Street alleging that same cause grave and imminent peril to petitioner and his family and that their healt~^. and safety is ,jeopardized thereby and especially the health and safety of his two infant children under the age of two years. Inas- much as all that can }possibly be done about the matter has been done whichwill no doubt result in their removal, no action was taken thereon, and the communication was ordered filed. A communication was received from the Lynwood Planning Commission giving copy of minutes of their meeting held on November 7, 1938 and proposals considered. The Commission had appointed a committee of three to work with the CSty Council to ascertain what property could be acquired on which to build a civic auditorium; also recommending to the Council that they contact the Board of Fire Underwriters relative to an ad,justr~nt of fire rates for Lyn- wood; also requesting the Council tc~ put up s_gn within the City limits pointing to Lynwood as ma.y be needed. A communication was s.lso received from the L;Tnwood Plan- ning Commission giving minutes of the business held at their meeting held on December 5th, 1938, wherein they are to hold a hearing in connection vrit'r_~ extension of Zone C3 on Imperial Highway, west of P.tlantic Boulevard; also regarding various warehouses maintained in Zone RI and the expansion thereof; also regarding rezoning hat 69 Tract 7572 from R.I to C3. There-being na ab,jection, said communications were ordered filed. Pfr. Bob P+Toffitt addressed the Council on the matter of funds to decimate Long Beach Blvd to the effect that the committee has raised X230.00, requesting that the Council make an appropria- tion therefor. A communication was redeived from the League of California ~2unicipalities requesting information as to whether or not the City of Lynvroad would be agreeable to accept a voluntary increase in dues from ~125.fl0 per year beginning 1939 to X200.00 giving a summary of antieipa.ted revenue and expenditures and added services to be rendered in the event that the Cities tivill respond favorably to such a plan. After due cansicleration of the matter, the Council ex- pressed themselves agreeable to such a. plan, and instructed the Clerk to so notify the League. ~~ , Requests for refund of weed assessment alleged erroneous- ly charC;ed. against certain property for 1938 mo~ating and burning were received from the following : Lorenzo F. 147i11er, owner of Lot 3, Block 15, Tvlod,jeska Park; Frank L. UNFINISHED BUSINESS: The Ordinance in connection uTith making proper application for franchises ~nras held over until the next meeting of the Council. The City Attorney reported in variting on the matter of open- ing of I~.~iinnesota Ave. to the effect that the City of South Gate had advised that they tixlould assume the cost of improvement of the Street in the event the property was acruired by the City of Lynwood, said improvement to be not more than ~50C.00. After due consideration of the matter, City .Attorney Ruby wa.s instructed to offer theowner of the portion of the -ot that ex- tends into~;iinnesota Ave at L. B. Blvd. ~250.0~ for said portion of said. lot. A ccmrnunication was received from the City Engineer Bate- man reporting; on the matter of reduest for v~aeed refunds to the ef- fect that while it is hard to determine the status of the work done on the Lots by the City at this time, hov,=ever, inasmuch as the ag- gregate is small, being X16.55, he recommends that refunds be made a.s requested. City Attorney Ruby reported on the matter of insurance coverage nn City employees when outside the City limits, to the ef- fect that he has written the insurance carrier at San Francisco and expect a reply at an early date. An easement was received from the Pacific Electric Railway Company, a California Corporation, covering Lot A, Tract 2551, being the spur tract of said Company running across Fernwood Avenue, at Chester Street. It was moved by Councilman Lake and seconded by Councilman P~ieyer that said easement be accepted and that the City Clerk be in- structed to record said instrument with the County Recorder of Los Angeles County, California: Roll Call: Ayes: Councilmen Lake, Meyer, Snyder and Nation. Noes: None. Absent: Councilman Boste^. In connection with the burning of the hedge,by the T~"geed crew, owned by P~Zrs.
