HomeMy Public PortalAboutM 1939-01-03 - CCSPECIAL MEETING DECEMBER 27TH, 1938. 3 The City Council of the City of Lynwood met in a Special session at the City Hall, 11331 Plaza Street, on above date, be- ginning at 2:00 P. M., in the Council Chamber of said City Hall. Mayor Nation in the chair. Councilmen Boster, Meyer and Nation answered the roll call. Councilmen Snyder and Lake were absent. . The Mayor directed the City Clerk to read the call for this meeting, which said Clerk proceeded to do and which said call was inthe following words and figzres, to-wit: "December 23rd, 1938 Mr. Chas. Mr. Ralph W. Lake, Councilman, 12012 Mullis Road, Lynwood, California. . Mr. V A. Nation, Councilman and Pdayor, 3234 Mulford Ave„ Lynwood, California. Dear Councilmen: Yau are hereby notified to attend a Special meeting of the City Council of the City of Lynwood to be held on December, 27th, 1938, at 2 o'clock P. M., for the purpose of taking action in connection with acceptance of bid of Hall-Marquardt & Co. for bonds issued and offered for sale in Refunding the indebtedness of Acquisition and Improvement District No. 15; and to authorize the City Treasurer to assign said bonds to the said Hall-Marquadt & Co. Yours very truly, (Signed) V. A. NATION, MAYOR, CITY OF LYNWOOD." The City C~s°k thereupontestified that the foregoing Notice has been served uponthe Mayor and upon each member of the City Coun- cil at least three hours prior to the time set for the said meeting as stated in said notice, and that he had the written receipt of each member of the City Council so acknowledging receipt thereof. The Mayor thereupon declared that due and legal notice of this meeting had been properly given as provided by law and that the meeting was now in order to proceed with the transaction of the busi- ness for which it had been called and as stated in the Notice cal- ling the same. The PJiayor thereupon reported that the Committee appointed by him on December 20, 1938, pursuant to resolution of the City Council adopted on said date, has met to consider the three bids received by said City for the purchase of.bond.s of Acquisition and Improvement District No. 15, and has determined that the bid of Hall, Marquardt & Co. is the best bic~ received, and therefore the Committee has de- t~rmined that said bid should be accepted, and has accepted the same and so notified the purchaser, but that the bond attorneys have in- formed him that it is necessary that the action of the committee in accepting the bid be confirmed by. the City Council. Thereupon "RESOLUTION N0. 1163, entitl,ed~ "RESOLUTION PRO- VIDING FOR SALE OF CERTAIN REFUNDING BONDS OF ACQUISITION AND IM- PROVEMENT DISTRICT N0. I5 OF THE CITY OF LYNWOOD OWNED BY SAID CITY", was read. Thereupon it was moved by Councilman Boster and seconded by Councilman Meyer that said Resolution No. 1163 be adopted. Roll Call: Ayes: Councilmen Boster, Meyer and Nation. Noes: None. Absent: Councilmen Lake and Snyder. It was moved by Councilman Boster and seconded by Councilman Meyer that the meeting ad,~ourn to January 3rd, 1938. The City Council of the City of Lynwood met in a regular session, at the City Mall, 11331 Flaza Street, in the Council Cham- ber of said City Hall, onabove date, at 7:30 P. M. Mayor Nation in the chair. Councilmen Boster, Lake, Meyer, Snyder and Nation answered the roll call. It was moved bt,~ Councilman Sny~.er and seconded by Council- man Lake that the minutes of the previous regular meeting of ®ec- ember 20, 1938 and of the Special meeting held on December 27, 1938, be approved as written. There being no objection, said com- • munieation was ordered tabled. A communication was received from the State Commission for Protection of Children and Animals submitting contract for col- lecting dog license for the Cit;r for calendar year 1939 on a per- centage basis of 800. A communication was also received from George Herman, Pound- master of South Gate, making application to perform the duties of poundmaster for the sum of 65j~o of license fees collected and all im- pounding fees. There being no ob-,jection, this matter .was referred to a committee of Councilmen Snyder and Boster to investigate and re- port back at the next meeting of the City-Council. An application was received from Miss June Ann Schulke and one from Claude Lawson T~Zaheney, for employement. Report of City Court for mont'-~ of December was received. The health report for week ending December 24th, 1938 was also received. There being no ob~jeetion, said ap?~lieations and reports wire ordered filed. ' Aocommunic~tion was received from City Attorney Ruby in connection with the water charge after water tap has been ordered by applicant, stating that the Accountant has been ill so that he ' has been unable to contact him regarding the procedure, hovclever, that the dater Glerk has worked out a plan which may be followed until further assistance can be secured from the Accountant. Zeiser addressed the Council regarding a storage yard that is maintained in the residential area on Magnolia Ave., requesting information as to what action the Council have taken in connection therewith. The Mayor inf ormed Mr. Zeiser on behalf of the City Coun- cil that the Council are considering a new nuisance ordinance, which they expect to be broad enough to take care of any nuisance of such nature. Mr. Floyd B. Rowlee also addressed the Council on the matter of papers that are allowed to blow at will without being enclosed in an incinerator, which is true of the house at the cor- ner of Sanborn and Long Beach Blvd., suggesting that this matter should also be corrected b said. ro osed Ordinance if Y p A there is none on the statutes to take care of same. Council Boster was requested to check into the specific case mentioned and see if same cannot be remedied, and the City Attorney was directed to check into the Ordinance to ascertain if there is any provision covering said matter. NEW BUSINESS: he ity lerk stated that last meeting the Council allowed a warrant for first installment payment onbond~issued to clear A. w I. Dist. No. 24, and that the City Treasurer has received an of- ` fer from the Bondholder, P~iorrison Bond Co., to sell samF~ at 90~ flat, reducing same from X167.78 to 151.00, stating that the Treasurer recommends that same be purchased out of the Special As- sessment and Tax Relief Fund. Thereupon it was moved by Councilman Boster-.and seconded by Councilman Snyder that said bond issued against Lot 149, Tract 8716 owned by the City of Lynwood be purchased at 90¢ flat, _and that the City Treasurer be authorized to issue check for $151.00 covering said bond and to be issued against the Special Assessment and Tax Relief Fund. The City ClerY stated that the City Treasurer also recom- mends that she Council authorize the purchase oP Bond No. 394 for clearing A. & I. Dist. No. 9, at X34.67, same to be paid from the Special Assessment and Tax Relief Fund, which becomes necessary as the City sold a bond. to a person covering the wrong property. Thereupon it was moved by Councilman Pdeyer and seconded by Councilman Boster that the City Treasurer be authorized to pur- chase said bond for said amount and to pay for same out of the Special Assessment and Tax Relief Fund.
