The ^vity Council of the City of L~rn~vood met in a regular session, at the City Hall, 11331 Plaza Street, on above date, at 7 : 30 ~'. ~~. , in the Council Chamber . l~l:.ayor Nation in the chair. Councilmen b~eyer, Snyder and Nation ans«rered the roll call. Councilmen Foster and Lake were absent. It was moved by Councilman Snyder and seconded by Council- man rw2eyer that the minutes of the previous regular meeting of Jan- uary 3,.1939 be approved as written. All members of the Council present ~.pting aye, the r~i~?yor declared the motion duly carried. City Treasurer Reed addressed the Council on his recent trip to San Francisco and Sacramento, stating that he eontaetAd the holders of the bonds of A. R~ I . Dints. N^c . 13 a,nd 20, and that he was assured by their representative, ivTr. Herron, that the Pacific States Saving and Loan Corporation, would be agreeable to a settlement, however, that they are still considering a settle- ment on a par basis; also dtating that he would be doevn within a week or two ti~Th.en the matter will. be discussed further,' n.2r. Reed stating that he is sure that a compromise settlement can be had. ~~r. Reed also reported tria.t tre State Legislature are considering a bill which ~rould reduce the penalty for non-payment of reassessments (refunding bonds) from 501 to 2~~0, and one which Uri 1l permit the division of the refunding bonds where one Lot is subdivided into more than one parcel. 1~4r. Reed also stated that there has been a bill introduced in connection with allo~,~ring pay- ment of taxes on the ten year payment plan, hoti~~ever, he does not believe that same will be adapted, or tr^e one extending the mora- torium on the sale of property on account of non-payment of taxes, ho~~,~ever, that the County of Los Angeles have introduced a bill SrrhiCh he believes will be adopted calling for payment of delinquent taxes ~~~ithout penalty provided they are paid in full, which vrould be ire effect until September 30th, 1Q39 only, and t~Tould pravide for an interest charge of 7jro from July 1st, 1939. City Treasurer Reed addressed the Council regal ng need of 'an Addressograph in connection with his work insending out notices of bonds and interest payments com_ng due, which machine could also be used in the wr-.,ter d_epartment,and that ~Tr. Bateman has agreed that the Water Dex;artment could assume two-thirds of the cost and trat the City Treasurer"s Department would assume one-tr~ird thereof, the cost of the machine being $568 .00.. After due consideration . cf the matter, it was determined not to purchase same as itwas four. that there was no money provided for such a purchase in the 1933-39 bud- get. WRITTEN COb'~:ZUNICATICNS A o7mmunication was received .from the Chief of Police to the effect that after a thorough investigation he is convinced that a four way stop is needed at the intarsecticn of State St. and Tweedy Blvd., and to that end he has eonta cted the City of South Gate and they are agreeable to assures one-half of the cost, which would be a total of X100.00, or 50.00 for each municipality calling for stops on Tweedy Blvd. at State St., th.e other two be- ing already installed. At this time Councilman Boster arrived and took his seat at the Council table. Thereupon it was moved b;~r Councilman P~geyer and seconded by Councilman Boster thr_t the recommendations of the Chief of Police be accepted and that the stop signs be installed and the amity Of South Gate be requested to snare in the expense, and also that the City Attorney. be instructed to check into the Ordinances on stop signs and draft an amendment thereto to provide for a stop on Tweed.~r B1 vd . at Sta,t e St . A communication was received from John Leo Harris submitt- ing claim for damages on behalf of one Alice E. Price in the amount of X52,500.00 occasioned by an alleged accident in which the appli- cant was injured, which .she claims teas due to the street being im- properly constructed and maintained and improperly lied and posted. There being no ob,jeetion, the matter was turned over to the City Attorney for checking and report at the next meeting of the Council. ~. A communication was received fro:: the L. A. Co?znty League of " ~~lifornia T~~unicipalities invit~n the Council to attend the next meet- ing to be held at P~lontebello on January 1Qth , at 6:30 P . ,~?. , at the Pam Grove Cafe at 10th St, and ',`Whittier B1~=~., Louis H. There being no objection the communication •,~ra.s ordered filed wit'-. the request that as many as possibly can attend. A communication was also received from the P,Zunici pal Fic cal Officers of Southern Cali"ornia announcing their meeting to be held at Compton or. January 27th, 1939, at the Pathfinder's Club House, when the principal speaker will be Dr. Pfiffner from U. S. C. There being no objection, the communication was ordered filed and all who possibly can were requested to attend. A communication was received from Richfield Oil Corporation giving quotation on gasoline for City requirements. There being no objection, same was ordered turned over to the Cit;a Engineer for checking and report. Rep at of health Department of L. A. County was receive d_ and ,,,~ ordered filed. ORAL C OPJINIUN I CAT I ON S A representative from the Addressograph Company was present and addressed the Council on the purchase of a machine, stating that a X25.00 better allowance would be given for the old machine if pur- ~ chase was made this month. No action was taken in connection there- with. UNFINISHED BUSINESS: Engineer Bateman report on several requests for refund of r~~eed assessment on account of alleged erroneous charges having been made by the City, recommending that refunds be made aggregating 15.36 covering same, however, that in the future no refunds should be al- lowed, if the property otfrner cleans his own Lot, unless he notifies the Street Department that he has done so so that the Street.Depart- ment can check-the work, and if properly done remove the Lot from the assessment rolls prior to th.e filing of same for collects on. Thereupon it was moved by Councilman Snyder and seconded by Councilman Meyer that the recommendations of the City Engineer be adopted, and that refunds be made to the following for erroneous weed charges on the 1938-39 assessment rolls, when it is determined that taxes have been paid. in full. The matter of application of the Crafts 20 Big Shows to con- duct their 20 b1g shows in the City for a period of ten days commenc- ing l~2arch 30th and ending April 9, 1939, was brought up. There being no ob,je coon, the Pd2ayor appointed a committee cor_sisting of Council- men Boster and Snyder to cheek into the matter and be ready to bring in their reco~!mendation at t'r_e next .meetinQ• of the Council. The matter of the dog contra et was again brought up for con- sideration arr. •Councilman Boster reported -or the committee of Coun- cilman Snyder and himself, recommending that the contract be let to the S~a•~e Commission Por Protection of Children and Animals for a term of two years, wit~i an amendment to the contra.ct~'so that same will be re- vocable for cause at any time, they to furnish tags and receipt books. Thereupon it was moved by Councilman Snyder and seconded by Councilman rvSeyer that the City enter into a'contract with the 'State Com- missionfor the protection of Chiidrer. and Anirr~als as reC©mmended by the committee on a basis of their receiving 800 of the fees collected, and that the City Attorney. draft a new contract to provide as stated. Evans were instructed to studay same . to ascertain if will fulfill the needs of the City of Lyn~,vood. ~_ Two grant deeds .were presented signed by John B. Iv'orton ar~d Elizabeth Norton covering an alley between~Pendelton and Tureedy and Abbott Road, and covering some strips of land along Tweedy and Abbott Road and Atlantic Boulevard. .~~~~ Thereupon, it was moved by Councilman Boster and seconded by Councilman Snyder that said deeds be accepted and that the City Clerk be instructed to have same recorded with the County Recorder of Los Angeles County. PL~of- fitt suggesting that O'Melveney, Tuner & TuTeyers be retained for the purpose of commencing refunding proe~~dings for A. ~: I. Dints. Nos. 4, 7 and 26, as it may be necessary/commence proceedings at an early date. Thereupon it was moved by Councilman Snyder and sec- onded by Gouncilman P~Zeyer that O'Melveney-Tuller & Meyers be re- tained as Special Counsel in connection with refunding the indebted- ness of A. & I, Dists. Edington was present and requested the Council to have the Citr Engineer check into possible cost to provide for sewer facilities in the Century Square Tract, as there are a number of property owners in said district who are wishing such service. Thereupon Idayor Nation appointed Councilmen Boster and Meyer as a comrlittee to waits on Engineer Bateman and request that heprepare an estimate of cost of the total project and the possible cost to each property owner. Gouncilman Boster announced that the Planning Cor2mission at their last meetinv had agreed to rezone Fernwood Avenue for pur- pose of use as Court sites, hall, etc., to extend from Bul- lis Road to Imp==rial Hir~hway requesting the Council's reaction there- to. Thereupon it was moved by Councilman Boster and seconded by Councilman Meyer that the City Council endorse such action of the Lynwood Planning Com:~ission and suggest that they proceed with the hearing that they have decided on. roll Gall: Ayes: Councilmen Boster, P:Zeyer, Snyder and Nation. Carl Willard had requested the use of the City Hall verball;= to him. for a meeting to be held on Februar~T 6, 1939. Thereupon it was moved bar Councilman Snyder and seconded by Councilman T~T~>yer that the City;- Council hermit the use of the City-Hall to the Technocrats on Februar~T 6, 1939.
