REGULAR MEETING FEBRUARY 21, 1939
The City Council of the City of Lynwood met in a regular
session, in the Council Chamber of the City Hall, 11331 Plaza
Street, on above date, at 7:30 P. M.
Mayor Nation in the chair.
Councilmen Christensen, Lake, Meyer, Boater and Nation
' answered the roll call.
Councilman Snyder was absent.
It was moved by Councilman Lake and seconded by Council-
man Meyer that the minutes of the previous regular meeting of
February 7, 1939 be approved as written. All members of the
Counoil present noting aye, the Mayor declared the motion duly
earrisd and it was so ordered.
WRITTEN COMMUNICATIONS:
Alcom`munication was received from the Chamber of Com-
merce of Santa Ana,. stating that on Wednesday, April 5th, at
i0 A. M., in the Railway Commission's Courtroom, State Build-
ing, Los Angeles, the hearing will be held in which the Santa
Ana line of the Pacific Electric will be considered. There be-
ing no objection, said matter was referred to the City Attorney.
A communication was received from the California Road-
side Council, requesting that the Gity Council pass a resolution
endorsing Senate Bill 1011 and to oppose Senate Bill ~3 and As-
sembly Bill 1390 in connection with outdoor advertising. There
being no objection said matter, was referred to the City Attorney
for study and report.
A communication was received from Engineer Bateman to
the effect that the Water Department has work involving the lay-
ing of a 12" water main on Josephine St., east of Long Beach
Blvd., opening shortly for wYiiah the services of a new truck
will be needed, recommending that the City Council instruct the
Clark to advertise for bids for a trunk with 5 ton capacity,
hydralic hoist, etc., to replace the 1927 Chevrolet flat bed;
also recommending that bids be taken for a truck with 5 ton cap-
acity, hydralic hoist, et e., to replace the 192? Chevrolet flat
bed; also recommending that bids be taken for a motorized pick-
up street sweeper for use by the Street Department.
Thereupon it was moved by Councilman Meyer and seconded
by Councilman Christensen that the City C7srk be ins trusted to a-
dvertise for bids for a 5 ton capacity, hydralic hoist, and a
motorized pickup etPeet sweeper to be opened on March ?, 1939,
at 8 P. M. All members present voting aye, the Mayor declared
the motion duly carried and it was so ordered.

seat at the Council table. '
A communication was received from the Building Cantras-
tor's Association suggesting that the Building Inspector require
evidence by Contractor or owner that they car~-y workmen's com-
pensation insurance as required by state law, at the time a
building permit is issued.
There being no objection, said matter was referred to
Building Inspector Evans for his con8ideration and report his
reaommendati one at the next meeting of the Council.
A communication was received from the City of South
(}ate with copy of their resolutionwherein they oppose Sanita-
tion District Bills Nos. 529 'and 530 which relates to withdrawal
of incorporated territory from County Sanitation Districts, r®-
questing the Council of Lynwood to adopt similar resolution.
There being no o~~eetion, the Mayor referred said matter to
` Councilman Lake fvr study and make his recommendations at the
next meeting of the Council.
A communisation vas received, from Mayor Baumgardner of
the City of South Gate with a resolution attached in connection
with urging the County of L. A. to include in their 1939-40 bud-
get money with which to commenC@ drainage system No. 1 of the
Campton Creek. There being no ob~estion, said matter was re-
ferred to Engineer Bateman for checking and make such recommen-
dations in connection therewith as he may deem advisable.
An application for employment was received Prom Paul
Brodhagen; also health reports. There being no ob~estion, said
application and health report were ordered filed.
ORAL COMMUNICATIONS:
Mr. Adams addressed the Council regarding the pro-
posed nuisaneeā¢Ordinan ce and if the committee had presented their
findings.

Mr. Adams was informed that the report of the Committee has
beenturned in to the City Attorney, but that same has not been dra-
fted into an ordinance as yet, but will be at an early date.
Mr. A. W. Sohaeffer, addressed the Council on the proposed
ordinance to regulate nuisance, to the dfeet that he had been in-
formed that they were proposing to eliminate chickens on the east
side of Lynwood and to allow same on the west side oP Long Beach Blvd.
Mayor Nation inftatmed Mr. Schaeffer that such is not the
oase, but that it will be uniform throughout the whole City.
Mr. West addressed the Council onbehalP of the Committee to
the effect that they have contacted most oP the poultry and rabbit
raiser, the health department and other interested persons for and
against such raising, in making their recommendations, and that he
feel that it will not work any hardship on any small producer, and
that they tried to be as fair as possible to everybody concerned.
City Attorney Ruby stated that the recommendations as made
by the Committee seem to be very Pair and no doubt will be acceptable
to the Honorable City Council.
Mayor Nation thanked Mr. West and his committee very muoh on
behalf oP the City Council for the services that they have rendered
in this matter, stating that the Council appreciated their recommenda-
tions and that no doubt that they will abide thereb~a, if found to be
in keeping with the needs of the citizens of Lynwood.
UNFINISHED BUSINESS:
A communication was received from Engineer Bateman regarding
the proposed opening of California Ave. accompanied by a letter from
the owner, or her representative, F. E Perry, offering to sell her
Lot 504, Tract 2551 Por use for said street for the sum of 2,500.00.
The City Engineer stated that a fair price for the Lot including sev-
erance damage would be X500.'00 to X600.00 at the most. Mr. Bateman
reported Further that Lot 492, Tract 2551 no doubt could be purchased
For the taxes and the refunding bonds of X228.75.
There being no oboe etion, said communications were ordered
Filed and the matter of bond purchase as against Lot 492, Tract 2551
was referredto the City treasurer.
In connection with the recommendation of Chiet Lewis that
funds be tranaferredto the Capital Account for the purchase of equip-
ment of the Fire's Department,
It`was duly moved by Councilman Snyder and seconded by Coun-
cilman Meyer that we transfer X2000.00 from the General Fund to the
Fire Department capital outlay and public improvement Fund as set
up by Ordinance No. 291.

NEW BUSINESS:
communication was received Prom the Lynwood Poultry and
Livestock Association requesting the use of the Council Chamber for
a meeting to be held by this Association, Monday, March 6th, at
?s~Q P. M. After due consideration of the matter, the request was
denied inasmuch as the Council Chamber is in use on said date Por
a meeting of the Lynwood Planning Commission.
A eommunica,tion was received from Chief Miller recommending
that, the time limit on parking now in effect between Beechwood Ave.
and Fernwood Ave., be extended to Century Boulevard by amending Or-
dinance No. 2?9 oP the City of Lynwood.
Thereupon it was moved by Councilman Meyer and seconded by
Councilman Snyder that the recommendations of Chief Miller be aceep-
tted and that the City Attorney be inttrusted to draft an amendment
to the parking ordinan ce to provide Por such time limit as recommen-
ded. All members of the Council noting aye, the Mayor declared the
motion duly carried and it was so ordered.
A communication was received from Ralph W. Lake submitting
his resignation as a member oP the Lynwood Planning Commission, stat-
ing that it has been a privilege to serve on the Commission, however,
that he thinks That the honor should be passed around so that each
Councilman may become Familiar with the problems encounteredby the
Planning Commission.
Thereupon it was moved by Councilman Snyder and seconded by
Councilman Meyer that the resignation of Counoilman Lake as a member
oP the Planning Commission be accepted and that he be given a vote
of thanks for his services as a member of the Planning Commission.
All members of the Council noting aye, the Mayor declared the motion
duly carried and it was so ordered.

It was moved by Councilman Snyder and seconded by Councilman Meyer
that the demands be allowed and warrants be drawn on the City Treas-
urer for said various amounts.

Mayor Nation stated that he has seen fit to appoint Ray Tuca-
ker to fill the vacan cry created by the resignation of Councilman
Lake as a member of the Lynwood Planning Commission, requesting

The Gity Clerk submitted the budget showing condition there-
of at the close of business as of January 31st, 1939. There being
no ob3e etion, said statement was ordered filed.
It was moved by Councilman Meyer and seconded by Councilman
Snyder that the meeting adjourn to February 23rd, 1939, at 1:30 P.
Dd. All members of the Council present voting aye, the Mayor de-
clared the motion duly earrisd and it was so ordered.
