The City Council of the City oP Lynwood met in the Council Chamber of the City Hall, 11331 Plaza Street, on above date, at ?:30 P. M., in a regular session. Mayor Nation in the chair. Councilmen Christensen, Lake, Meyer, Snyder and Nation a- neswered the roll call. It was moved by Councilman Lake and seconded by Councilman Meyer that the minutes of the previous regular meeting of February 21, 1939 and of the adjourned regular meeting of February 23, 1939 be approved as written. All members of the Council voting aye, the J~ayor declared the motion duly carried and it was so ordered. NRITTEN COMMUNICATIONS: A communication was received Prom the,George ~lashington P. T. A. calling attention to the need of a pedestrian sign at the in- tersection of Sanborn Avenue and Atlantic Blvd., as a large percen- tage of the children attending said school come from the east aide of Atlantis Blvd. There being no oboe etion, said matter was refer- red to the Chief of Poli ce with the request that, he explain, why it is impossible to provide pedestrian signals on Atlantic Blvd. A communication was received from Mra. J. C. kewieh complain- ing about from two to five trucks parking all day at the corner of ©akwood Ave. and Long Beach Blvd., vdllch makes it a very difficult propomtion to get out on to Long Beach Blvd. and causing a traffic hazard. There being no objection, said communication was ordered filed and the Clerk was requested to notify Mrs. Kewish about the proposed Ordinance which will help to eliminate the hazardous traf- Pi c condition. A eommunica.tion was received from Nellie Molidor, 3713 Fernwood Ave., complaining about the Mater Department not returning her water deposit inasmuch as there was back water bills against the property in ex cress of the amount of the deposit, which was con- tracted by her tenant. There being"objection, said matter was re- ferred to Councilman Lake to Look into and make whatever adjustment that he may deem advisable. A communisation was received from Ray Tucker decling to serve as a member of the Lynwood Planning Commission because of other pressing duties, however, thanking the Council for the con- sideration in appointment him. There being no objection, said com- munication was ordered filed. A aommunication was received fromthe Lynwood Electric Co. with contract attached in connection with purchase of mazda lamps. There being no ob3ection, said matter was referred to City Engineer Bateman for checking and recommendations at the next regular meeting of the City Council. A communication was received from Engineer Bateman recommend- ing that the sum of X18?.48 be transferred from the General Fund to the City Treasurer for the purpose of correctly ad~uating the re- funding assessment on the westerly 40 feet of Lot 1241 of Tract No. 3335, as same was overcharged on the District No,. 24 assessment roll. Thereupon it was moved by Gouncilman Lake and seconded by Councilman Christensen that the recommendations of the City Engineer be accepted and that transfer be made from the General Fund to the Bond Redemption fund to take care of said matter. doll Call: Aysa: Councilmen Christensen, Lake, Meyer, Snyder and Nation. Councilman Christensen addressed the Council to the effect that the Lynwot~d Planning Commission discussed the possibility of securing deeds For the set back on Long Beach Blvd., in order that the sidewalks could be widened uniformly. There being no objection, Mayor Nation appointed Councilmen Meyer and Christensen a committee to check with Engineer Bateman regarding said matter and see what the possibilities are. UNFINISHED BUSINESS: commun cation was received from Engineer Bateman reporting on the resolution that was re ceived at the last meeting of the Coun- cil from the City of South Gate wherein they request the City to pass a similar.one, reporting that he believes that the resolution is in error as the Engineers of the District, together with County .Officials, agreed that the best plan would be to construct the main trunk line of Unit No. 1 first, and not to complete same in its en- tirety as suggested by South Gate's resolution. There being no ob- jeetion, said aommunication wa8 ordered filed and no further action was taken. City Attorney Ruby reported that he believes that it is beat not to take gay action in connection with Sene.t°~ Bills 883 and 1390 as referred to him at the last meeting of the Council as no doubt there are other bills dealing with the same sub~eet matter, and possibly the League of California Municipalities will take care of such matters to the best interests of all Municipal- ities. Councilman Lake stated that he dust received copies oP Sani- tation District Bills Nos. 529 and 530, and while he can see no objection thereto he has not conferred with South Gate regarding the matter, but he can do so and see what their ob~eation is to same. Mayor Nation stated that he will attend the meeting of the Sanitation District of L. A. County tomorrow and will be glad to take the matter up and see what action they might suggest with respect to said bills. ORDINANCE N0. 303, entitled: "AN ORDINANCE OF THE CITY OF LYNWOOD, CALIFORNIA, REGULATING VEHICULAR TRAFFIC ON THE STREETS OF SAID CITY; AND REGULATING THE PARKING OF MOTOR VEHICLES; A11D ESTABLISHING A 2-HOUR PARKING ZONE UPON LONG BEACH BOULEVARD FROM ,,,,,~ JOSEPHINE STREET NORTH TO CENTURY BOULEVARD; AND REPEALING ORDIN- ANCE N0. 15 AND N0. 177 AND ALL OTHER ORDINANCES OR PARTS OF OR- DINANCES INCONSISTENT WITH THE PROVISIONS OF THIS ORDINANCE; AND FIXING THE PFjAIALT~ FOR VIOLATION HEREOF", was read for the second time. It was moved by Councilman Sider and seconded by .Counoilman Ohristensen that said Ordinance No. 303 be adopted as read the se- cond time, finally pass and be published as required by law. NEW BUSINESS: r. eorge est addressed the Council on behalf of the Com- mittee appointed to cheek the nuisance ordinance as pr©posed, to the effect that he believes that the proposed ordinance as now drafted by the City meets the needs of the majority of the member8 of the committee. . Thereupon the sections dealing with fowls, rabbits and goats were read. Thereupon an Ordinance, entitled: "An Ordinance of the City of Lynwood, California, defining nuisances and prohibiting their maintenanee;and providing for theira~atement; and fixing a penalty for violation of this ordinance; and repealing Ordinance No. 1?0 and Ordinance No. 264 of the City of Lynwood, California", was in- i tr~d:uced and read by caption. Thereupon it was moved by Councilman Snyder and seconded by Councilman Lake that thefurther reading of said Ordinance be waived. All members of the Council voting aye, the Mayor declared the motion duly carried and it was so ordered. Thereupon it was moved by Councilman Meyer and seconded by Councilman Snyder that said Ordinance be accepted as read the first time and pass to the second reading. Thereupon it was moved by Councilman Snyder and secon- ded by Councilman Lake that the further reading of said Ordinance be waived. Whereupon it was moved by Councilman Lake and seconded by councilman Snyder that said Ordinance be accepted as introduced and read the first time and pass to the second reading. NAMING PLUMA STREET, CALIFORNIA STREET, AND STATE STREET AND 111TH PLACE", was read. It was moved by Councilman Smyder and seconded by Councilman Christensen that said Resolution No. 1167 be adopted. A communication was received from the Kennedy Company re~5 questing permission to move a portable real estate office tempor- arily on Morton Road and Bullis Road on Lot 119, Tract 10503 in connection with selling real estate on Morton Road. There being no objection, the Building Inspector was authorized to issue a temporary permit.as requested.. The hour of8 P. M. having arrived, :said hour being the time fixed for receiving bids for a 1~ ton truck and hydralic hoist; also for a street sweeper to be used by the Street Depart- ment. Thereupon it was moved by Councilman Snyder and seconded by Councilman Meyer that the bids be.publicly opened and declared. Mayor Nation requested Chief. of Poli oe Miller to come for- w~rd. l~hereupon he commended the services rendered by the Police Department in connection with matters not in line with their regu- lar duties, such as deliverying messages, eta.. to the citizens of Lynwood and the courteous treatement.acaorded those who are aon- taated during time of bereavement by .his Department. Chief Miller thanked the Counoil on behalf of the .Police Department for their recognition in this matter stating that he was sure that the men oi'~is department will appreciate the ~jesture made thereby. II~~ Thereupon~Ms.yor Nation requ®ated Fire Chief Lewis to some forward, when Fire Commissioner Snyder commended the Fire Depart- ment for their work in connection with offering special service in aonneation with inhalator cases, commenting on the_number of lives that ha.,ve been saved by their efforts.; also stating that the Fire- men have always bean willing to work .on cases whether or not they were on regular duty when necessary, .which the. Counoil appreciates very muah,as well as the citizens of .Lynwood. Thereupon it was moved by Councilman Lake and seconded by Councilman Meyer that said map be approved and the road, avenues and public utility easements shown thereon be accepted, subject to the filing of a X500.00 bond in form satisfactory to the City Attor- ney for improvement of Platt Avenue. A communication was received from the Secruity-First Nation- al Bank of Los Angeles requesting that the Council waive certain li- quor restrictions as affecting certain lots that they now ownjon Long Beach Blvd., also other data regarding set back line on eai Boule- vard. This matter was referred to City Attrorney Ruby for checking and report at the next meeting of the Council. Councilman Christensen called the Council's attention to the _ need of about X40.00 to buy equipment for the City Mechanic Depart- meet. Councilman Christensen was authorized to purahaseequipment up to 50.00 for use by said Department, by the City Council.
