Mayor Lake in the chair. Councilmen Nation, Christensen, Meyer, Snyder and Lake answered. the roll call. It was moved by Councilman Snyder and seconded by Coun- cilman TJleyer that the minutes of the previous adjourned regular meeting of April 27, 1939 be approved as written. All members of the Council voting aye, the Mayor declared the motion duly carried and it was so ordered. WRITTEN COMR4UNICATIONS: communication was received from the Finance Committee of the Lynwood Children's Dental Clinic requesting an appropria- tion from the City Council to help in connection with a dental clinic in Lynwood. There being no objection, the PJlayor referred the matter to the Finance Committee for investigation and recom- mendations. . A communication was received from T~~Irs. Rhoda Horn, Chair- man of Poppy Day, requesting permission to sell red paper po~apies on the streets of the City of Lynwood on PJIay 26 and 2'7, 1939. Thereupon it was moved by Councilman Nation and seconded by Coun- -Gilman Christensen that permission be granted to said organiza- tion to sell .paper poppies on said dates. All members of the Coun- cil voting aye, the T.~Iayor declared the motion duly carried and it was so ordered. A communication was received from the American Legion Auxiliary to the effect that they received a petition to be endors- ed by them to prohibit the sale and use of firecrackers before and on July 4th, but inasmuch as the Lynwood Post has heretofore participated in the sale of fireworks and has already contracted for the purchase of their yearly supply we do not feel that we shou]d endorse the petition. There being no objection, said communication was ordered filed. . A communication was received from Lynwood Post No. 85 of the American Legion, by Otto J. Christensen, Commander, requesting that any action with reference to an ordinance prohibiting the sale and use of fire works in the City of Lynwood be held in abeyance until' after the 4th of July and until the State Legislature has acted upon proposal now before them, stating that the combined mem- bers of the Post and its Auxiliary exceeds 300. There being no objection, the Mayor ordered said communication filed. A communication was received from the Lynwood Coordinating Council advising that there were present at the April 25 meeting petitions from thirteen. local groups asking for an Ordinance reg- ulating the sale and use of firecrackers and explosives, and also a communication from the American Legion stating that they are unable at this time to sign the petition, therefore at a regular meeting of the Coordinating Council held on April 26, the matter was discussed further, and it was moved that a letter be sent you urging that you pass such an Ordinance now, to be effective as of July 6, 1939; also enclosing an additional petition endorsing the eliminating of fireworks by Ordinance from the Lynwood Junior High P. T. A. There being no objection, said communication and petition were ordered filed. A communication .was received from the Abraham Lincoln P. T. A. regarding street crossings at and in the vicinity of said school, asking that the matter of .pedestrian crossings be inves- tigated and see how very badly the children need pedestrian cross- ings to warn drivers of automobiles that they are approaching a .school zone. There being no ob,jeetion, said matter was referred to Chief of Police Miller to investigate and give a report of his findings. Legislative Bulletins regarding legislation pending in the State Legislature was received from the League of California "Iunicipalities, requesting support on certain measure and opposi- tion to others. Thereupon it was moved by Councilman Snyder and seconded by Councilman Christensen that the City Clerk be instructed to communicate with our Assemblyman and Senator voicing the Council's ~~ ~ ;~; objection to Assembly Bill No. 2383 regarding hours that firemen may ~~!ork during any ~rreek. All members voting aye, the P.4ayor de- clared the motion duly carried and it was so ordered. The health report for week ending April 22nd, 1939, u~as received and ordered filed. A communication was received.. from Roscoe R. Hess, Attor- ney at La~rr, suggesting that letters be .sent to the Cities of Bell, Culver City, HatFrthorne, iti~7onterey. Park, ~~~Iaywood, San Nla,rino, South Gate, Signal Hill and_ Torrance requesting them to ,join with the City of Lynwood in actions against the ~°as,and electric utilities in franchise matters. Thereupon it was moved by Councilman elation and second- ed by Councilman .Meyer that the City Clerk be instructed to com- municate with said Cities requesting them to ,join with the City of Lynwood in an action against the ,gas and electric utilities in the matter of franchises. Otto Christensen, Commander of Post No. 85, American Legion, upon request from ~~7ayor Lake what their reaction would be to the adoption of an ordinance prohibiting the sale and discharge of firecrackers after the 4th of July of this year, addressed the Gity Council to the effect that he cannot speak for the Post, but that he will be glad to take it up a_t their next meeting to ascer- tain what the reaction ~R~ould_ be to suer. an Ordinance. I~~Ir. George Kennedy also addressed the Council on the mat- ter, suggesting that no action be taken by the City Council until after it is determined what the State Legislature will do with the proposals on the sub,;ect matter now pending before them vrrich if enacted would prohibit the sale and use of firev~rorks and firecrack- ers, excepting under certain conditions. No action was taken in connection therewith. Mr. George Kenney addressed tre Council regarding alleg- ed errors in Refunding the indebtedness of Acquisition and Improve- ment Districts Nos. 8 and 25 as affecting Lot 995, Tract 3025, stating that on the work sheets it is correct, but in transferring it onto the Assessment roll book, they made a mistake of approxi- mately X230.00 as affecting the Vlesterly 50 feet of said Lot, ~xrhich is the improved portion and on which the taxes had been kept paid, stating that he did not object at t'r.e time of hearinr~ as he had inspected_ tr.e ~rork sheets and was satisfied as it waU set up there. A~1r. Kennedy stated that tr.e bond holders are threatening fore- closure. proceedings on the ~'Yest half of said Lot on which pay;nent rias not been made on account of the error that existed, requesting that something be d;^ne about correcting the apparent error. iv2ayor Lake informed T~?r. The hour of 8 P. ~:q. having arrived, said time being the hour fixed for receiving, bids for the drilling of a water well in accordance with Specifications h~o. 397 and in compliance with the lTotice Inviting Bids as published ir, the Lyn~rrood Press on April 21st and 28th, 1939. Thereupon it was moved by Councilman Snyder and seconded by Councilman ^Zeyer that the bids be publicly opened and declared. I~2. having arrived, said hour being the time fixed for receiving objections ar protests to the abatement of dry and drying weeds on the lots in the .City of Lynwood as spe- cified by Resolution I.~o. 1172 of the City of Lynwood, and as per notices posted in front of said lots as required by law. • The P:4ayor inquired of the City Clerk whether or not any written objections had been filed. The Clerk stated that none had been filed. 'Nhereupon Mayor Lake inquired of the audience whether or not there was anyone present who wished to submit a protest in connection with said matter. There was no response. NEW BUSII~TESS An Ordinance entitled: "An Ordinance of the City of Lynwood, California, regulating vehicular traffic on the Streets, -Avenues, Boulevards, Roads, and alleys of said City; and regulat- ing the parking of Motor Vehicles thereon; and Establishing time parking zones; and providing for diagonal parking upon part of Long Beach Boulevard and part of Imperial Highway; and providing for parallel parking upon all other streets, boulevards, avenues, roads, highways, and alleys in said City of~Lynwood; and repeal- ing Ordinance No. 303 and all other Ordinances or parts of Ordin- ances in conflict with the provisions of this Ordinance; and. fixing the penalty far violation thereof", was introduced and read for the first time. Thereupon it was rnoved_ by Councilman i~Tation and seconded by Councilman ;~Zeyer that said Release Deed be accepted and the City Clerk be instructed to cause same to be recorded in the office of the Recorder of Los Angeles County, California. Grant Deeds covering Lots 437 and 438, Tract 2551, ex- ecuted by 'Nilliam Tosh and Jean Tosh and dated September 21st, 1937, and covering Lot 439, Tract 2551, executed by Rosannah J~.aae Smith, dated August 26th, 193?, were received. Thereupon it was moved by Councilman Nation and seconded by Councilman Meyer that same be accepted and that the City Clerk be instructed to cause same to be recorded in the office of the Recorder of Los Angeles County, California. Moffitt reported on his recent trip to San Francis- ... co to testify for the Building and Loan Commission of the State of California, in connection with the hearing now held in connec- tion with said firm taking over the assets of the Pacific States Building and Loan Co. It was moved by Councilman Nation and seconded by Coun- cilman T~Teyer that the City Attorney and Building Inspector be instructed to start proceedings to abate the nuisance in connee- tion with the dilapidated building located at 11179 Long Beach Boulevard belonging to Thomas Leblanc, and the residence that was commenced at 11082 Linden Ave. All members of the Council voting aye, the Mayor declar- ed the motion duly carried and it was so ordered. ^.Tayor Lake announced that he had decided to appoint George W. Thorpe to fill the vacancy created by the resignation of himself as a member of the Lynwood Planning Commission, re- questing that such action be ratified by the City Council. Larry VVindle addressed the Council. on behalf of the American Legion thankin~~ for their consideration and decision in conr.ecticn ti~-ith the matter of firewor~.s, assuring the Legion's support on civic matters. T~Rayor Lake stated that t~rii s is boy's week and that the Lynwood Junior High School was hol~~i~n`~ an election to elect boys to fill the va_r_ous offices of the City government for one day, and that at the RotarTr Clu'a meeting next Thursday, each official including the City Council will be as'red to give a tt~~o minutes talk about their duties, requestin~ the Council to be present. 3~5 P~iayor Lake appointed Councilman T,~Ieyer to have charge of the Water Department ?nd Councilmen Snyder to be Commissioner of the Fire and Police Department, and that the rest of the Committee are to remain the same, Councilma.,n Naticn to have chard°e of the Finance and Building Department, and George Christensen of the Street and Park Departments.
