HomeMy Public PortalAbout20030203 premeetingCOUNCIL WORK SESSION FEBRUARY 3, 2003 CALL TO ORDER The Council Work Session of February 3, 2003, was convened at 5:45 p.m. by Mayor Tom Rackers. ATTENDANCE The following Council Members were present: Present: Angle, Ferguson, Klindt, Olsen, Smith, Viessman, Vincent, and Vogel, and Weber Absent: Groner DISCUSSION OF AGENDA ITEMS The following categories had items were brought up for discussion: Consent Agenda: Councilman Clyde Angle noted that the January 21 minutes contained typographical error by showing "Nay" votes for Councilman Bob Weber in roll -call votes when he was absent. City Clerk noted that the minutes will be corrected. Councilman Kenneth Ferguson requested that Lincoln University agreement be placed on the February 17 agenda, and that the city schedule a meeting with LU to discuss the issue before that meeting. Announcements: Mayor Tom Rackers stated he will address annexation by making a prepared statement, and that he would give the opportunity to each Council Member to make any comments they wish to as well. Bills Introduced: 2002 -140 — Councilman Dan Klindt stated he will be making comments in opposition to this bill after discussing the issue with many of his constituents. Bills Pending: COUNCIL WORK SESSION FEBRUARY 3, 2003 2002 -131 — Councilman Larry Vincent stated that he plans to make a motion to amend Rule #18 by leaving the first paragraph intact as presented in the latest version and deleting the remainder of that rule (pertaining to the re- hearing process). Councilman Clyde Angle stated that a citizen who had made a presentation on this issue has not had a chance to give his input on the bill. He requested that Councilman Vincent leave the bill on the Informal Calendar so the citizen's input can be considered. Councilman Vincent stated he does not plan to leave the bill on the Informal Calendar, to which Councilman Angle replied that if that is the case, he will be voting against it. 2002 -134 — Councilman Dan Klindt stated he will be abstaining on this bill because he is currently building a house, and he would be directly affected by this bill as a result. Informal Calendar: 2002 -117: Councilman Larry Vincent stated that Bill 2002 -141 is being introduced for the purpose of keeping the bill "alive" in case Bill 2002 -117 would die on the Informal Calendar tonight. He stated that he believed, however, the issues had been resolved and that it would be good to go ahead and vote on the issue tonight because of the annexation issue on tomorrow's ballot to show the public that the City and County had reached a consensus on this issue. Councilman Clyde Angle stated that if Councilman Vincent is not sure he is going to allow Bill 2002 -117 to die, that his own name be inserted on Bill 2002 -141 as sponsor so he could introduce it himself. After questions were raised by Councilmen Smith, Olsen and Angle which they indicated they would bring up in the main meeting if Bill 2002- 117 came to a vote, Councilman Vincent stated that he would let the bill die rather than have a discussion during the main Council Meeting which might negatively impact the annexation vote. 2002 -118: Councilman Clyde Angle stated that this will die on the Informal Calendar to allow the Mayor's Committee looking at this issue can complete its work. 2002 -135 — Councilman Larry Vincent stated he intends to let this remain on the Informal Calendar tonight as the form is being fine tuned. No officials actions were taken as this was a work session only. The Work Session ended at 6:00 P.M.
