Monday thru Friday HM/ba 3/20/91 k; . f CITY OF LYNWOOD � RECREATION & PARKS COMMISSION MINUTES OF THE RECREATION & PARKS COMMZSSION MEETING OF FEBRUARY 26, 1991 The meeting was called to order by Chairperson Robert Markovic at 6:05 p.m. The Invocation and the Pledge of Allegiance was presented by Chairperson Markovic. ROLL CALL OF COMMISSIONERS PRESENT: Commissioner Bette Espeseth Commissioner Julio Mendoza Commissioner George Martini Chairperson Robert Markovic SCHEDULED MATTERS Harold Mattoon certified posting of the Agenda by the City Clerk. Chairperson Robert Markovic made a motion to approve the Minutes of the regular meeting of January 22, 1991, with a second by Commissioner Bette Espeseth and all in agreement. PUBLIC ORAL: None CORRESPONDENCE: None INTRODUCTION: by Harold Mattoon Mr. Mattoon introduced Beverly Anderson as the new Minutes Clerk for the Recreation & Parks Commission. MONTHLY STAFF REPORTS: A. Facility Usage for Bateman Hall, Ham Park and Community Center were attached to the agenda. B. News Releases...mailed on a current basis. C. Personnel...None CURRENT PROGRAM REPORT: by Ralph Davis The City of Lynwood Natatorium dedication was held 2/2/91. This re-opening was presented to show the work that was done during the shut down period. Also, the diving board dedication was one of the events that took place at the re-opening. The diving board was purchase by the City Council. Mr. Davis announced that approximately 200 - 300 were in attendance. Refreshments and free swin"�ing was provided for those attending. The Youth Commission and the Reacreation & Parks Department will host the Lynwood Teen Center Anniversary Celebration on 2/27/91 at 6:00 p.m. Invitations were sent to the Commissioners. A special program in planned. Refreshments will be provided. The monthly Anti-Graffiti Program was successful. The clean-up was held 2/23/91 in the Brenton Avenue vicinity by Alpha Beta. There was 50 - 60 participants in- volved in the face lift project. The lunch provided to the participants was donated by Domino's Pizza (hot dogs). PAGE TWO The 2nd Annual Benefit Basketball Game will be 3/2/91 in the Lynwood High School Gymnasium, at 1:00 p.m. The Lynwood Sheriffs will compete against the Lynwood Fire Department. ' The Annual Reacreation & Parks Conference will be attended by Ralph Davis and Eloise Evans. The conference is to take place in Santa Clara from 3/8/91 - 3/10/91. Mr. Davis confirmed that the Commissioners will be advised of the content of the conference. The Recreation & Parks Department will host an Easter Gospel Concert on 3/28/91. It will be held at the Lynwood Seventh-day Adventist Church Auditoruim. The admission will be free. This program will bring together talents of choirs and singers from the Southern California area. This program will show-case the churches of our community. Mr. Davis stated this is the first such event�given by the City of Lynwood. The Annual Easter Egg Hunt is scheduled for 3/30/91 at 10:00 a.m. at Dymally Park. Added to the attractions this year will be the petting zoo which will be supplied by Knott's Berry Farm. The Baseball Grand-Opening Celebration, Picture Day, and Pancake Breakfast will also take place. Mr. Davis passed out the souvenir program booklets to those Commissioners in attendance. He stated this was one of the best Black History Programs that the Recreation Department has had. On 2/15/91 the Recreation and Parks Department and the Lynwood School District presented Youth On Parade. on 2/16/91 the Cultural Extravaganza was rendered. On 2/17/91 there was a Gospel Musical Program to close the festivities. ACTIVITY REPORT: by Harold Hattoon A copy of the report was attached to each agenda given to the Commissioners present to be reviewed. REPORT ON STATUS OF COMMUNITY/TRANSIT CENTER: by Harold Mattoon Mr. Mattoon stated the report was basically the same as last reported. The projected demolition, is targeted for April 1991. There will be a possible one year construction period for completion. A pending claim against the City may hold up the demolition. DISCUSSION ON FEES & CHARGES: Copies of Fees & Charges were given last month for the Commissioners to review with recommendations. The current procedure was explained by Mr. Mattoon. A motion was made by Chairperson Markovic that the staff research the situations, bring back the suggestions onthis item for the Commissioners' approval. There was a second by Commissioner Mendoza with all in agreement. RENAMING OF ROOM II AT BATEMAN HALL: �Chairperson Markovic suggested the room should be named after a resident that has made a favorable impression on the City. The names to be presented to the City Council are: Anne Poortner, E.L. Morris, Jim Rowe, and Kenneth Hahn. Chairperson Markovic made a motion that these names be presented to the City Council for the renaming, with a second by Commissioner Mendoza and all in agreement. (continued) PAGE THREE COMMISSION ATTENDANCE POLICY: by Harold Mattoon City Ordinance N0. 1356 was attached to each agenda and given to the Co�issioners present. Mr. Mattoon stated the way the ordinance read was if 3 consecutive meetings are missed unexcused the Commissioner is automatically removed. Under the new ordinance, with meetings scheduled for once a month, only 3 absences are allowed within a 12 month period, excused or not is grounds for removal. This allows the Commissions to take a more active role. Commissioners are also asked to attend events sponsored by the Recreation Department if however brief. SPECIAL COMMENTS: by Harold Mattoon Mr. Mattoon said the Commissioners can notify the Recreation & Parks Department in advance of items they might wish to be placed on the agenda. He also stated the agenda will be changed at the end to list each of the Commissioners' names and the item to be discussed by that Commissioner. PUBLIC ORAL COMMUNICATIONS: COMMISSION ORAL & WRITTEN COMMUNICATIONS: Commissioner George Martini...was concerned about Dymally Park (land) used by Hosler Jr. High for physical education. He stated the park should have a separated identity. Remark - Ralph Davis...stated that staff will look into the sophistication to be added at the wording of the agreement of the two entities, and the possibility of fees to be added to the agreement, with notations of the fields that both parties are using. Commissioner Bette Espeseth ...concerned about the homeless sleeping in the park after hours. She suspects they may be stealing in the area. Remark - Ralph Davis... suggests the Sheriff should be called in to handle these types of problems.
