CALL TO ORDER
1
The Regular Council Meeting of February 3, 2003, was convened at 6:00 P.M. by Mayor
Tom Rackers.
Prayer was offered by Councilman Roy Viessman, followed by the Pledge of Allegiance.
ROLL CAL
The following Council Members were present for the roll call:
Present: Angle, Ferguson, Klindt, Olsen, Smith, Viessman, Vincent, Vogel, and
Weber
Absent: Groner
A quorum was declared present.
Mayor Tom Rackers welcomed members of Boy Scout Troop #1 from the United Methodist
Church, who are present for the purpose of achieving their Citizenship in the Community
award badge.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Sgt. Mike Dean, Jefferson City Police Department, made a presentation regarding drug
prevention programs used by the city's police in local public and parochial schools. He
stated that in 2001 the police had made 273 narcotic arrests, about 12 or so of which were
in the schools. Sgt. Dean reported on both the DARE, MUSTANG, and Sober Chauffeur
programs. Officer Eric Wilde was also present and spoke as a member of the MUSTANG
task force and the use of "club drugs" among area youth. Both Sgt. Dean and Officer Wilde
stated that discussions about drugs should be targeted to students in the 5th or 6th grade but
that, depending on parental discretion, children as young as five or six are not too young
to begin discussing the issue. A question and answer period followed.

Mr. Tony Hiesberger, 1034 Carousel Drive, distributed handouts and made a presentation
regarding the County of Cole paying its "fair share" of taxes to the city since becoming a
First Class County. He requested that the discussion of the issue be referred to a
committee for more study.
Mr. John Orear, 1728 Green Berry Road, made a presentation regarding an agreement
between the City and County for maintenance of areas that are annexed. He stated that he
feels it is the right thing to do to vote on the issue tonight to send a signal to voters on the
eve of the February 4 election that the two entities can reach a consensus on issues
pertaining to annexation.
Ms. Juanita Donehue, 1707 Englewood Drive, spoke in favor of annexation. She stated
that she felt the area (1) needed zoning to accomplish "smart growth," and, (2) would
experience positive economic benefits to the entire area as a result of annexation.
Mayor Tom Rackers stated that Councilman Clyde Angle has requested that the Council
allow an additional presentation from a citizen who arrived after the meeting began. There
were no objections to the additional presentation.
Dr. Arnold Parks, 1817 Chelle Court, made a presentation regarding a current study of
housing discrimination in Jefferson City being performed by Lincoln University. He stated
that a grant had been received to fund the study, and that they will be interviewing 400
residents in the city about housing discrimination.
CONSENT AGENDA
The following items were presented to the Council for their approval by consent:

Computer, Mini Camera and Transporter, Community Development,

A motion was made by Councilman Larry Vincent for approval of the Consent Agenda as
presented, with typographical corrections to item (a) as discussed in the 5:45 work session,
seconded by Councilman Cliff Olsen, and approved unanimously.

Mayor Tom Rackers announced that the following minutes and reports of City boards and

ANNOUNCEMENTS BY THE MAYOR
Mayor Tom Rackers made a statement outlining what he believes are important reasons
to support the annexation issue on the February 4 ballot. Following Mayor Rackers'
statement, each of the nine Council Members present also made comments regarding
annexation and urging the public to exercise their right to vote in the February 4 election.

A motion was made by Councilman Roy Viessman for approval of the appointments as
presented, seconded by Councilman Larry Vincent and approved unanimously. Ms. Suzie
Aston and Mr. Mark Sullivan were both present to be identified and congratulated upon their
appointments.

Councilman Dan Klindt stated he had spoken to several constituents in his ward, the area
affected by this ordinance, and that all of them were adamently opposed to this bill because
of the cost to reprint stationery, business cards, and confusion for their customers.
Councilman Roy Viessman stated that he would be willing to place Bill 2002 -140 on the
Informal Calendar. Following further discussion, Councilman Dan Klindt made a motion to
pull Bill 2002 -140, seconded by Councilman Edith Vogel. Following further discussion,
Councilman Clyde Angle called for the question, which was approved. Councilman
Viessman stated that rather than vote on Councilman Klindt's motion, he would, as sponsor
of the bill, just withdraw Bill 2002 -140. Bill 2002 -140 withdrawn at sponsor's request.

Councilman Vincent moved to amend Bill 2002 -131, Rule #18, by leaving the first
paragraph in the most current version intact, and eliminating the rest of rule #18 below that
paragraph which pertains to the rehearing process. The motion was seconded by
Councilman Cliff Olsen. Councilman Clyde Angle stated that a citizen who had made a
presentation on this issue has not had a chance to give his input on the bill, and that he
would request the bill be allowed to remain on the Informal Calendar. Councilman Larry
Vincent stated he did not intend to leave it on the Informal Calendar. The motion to amend
was then approved with Councilman Clyde Angle voting "Nay." Bill 2002 -131 was read third

RESOLUTIONS
RS2002 -27 — Dreams to Reality - Neighborhood Assistance Program (Vogel)
Councilman Larry Vincent made a motion to adopt RS2002 -27, seconded by Councilman
Bob Weber, and approved unanimously.
NEW BUSINESS
Mayor Tom Rackers commended Human Resources Director Gail Strope for being selected
to attend a conference in England on an "exchange" program which will be paid for by
International Personnel Management Association (IPMA).
Councilman Roy Viessman commended the city's Convention and Visitor's Bureau
volunteers for the invaluable service they provide to the community. Mayor Tom Rackers
agreed with Councilman Viessman's comments, and also stated that there are hundreds
of other volunteers in the City who should also be commended for the service they provide
to the City.

ED BUSINESS

Councilman Clyde Angle stated that he had several issues which he had planned to bring
up at this time, but that he would wait until another meeting to bring them up.
COUNCIL LIAISON REPORTS
There were no Council liaison reports made at this time.
GO INTO CLOSED SESSION
Mayor Tom Rackers stated that, pursuant to Section 610.021.2 of the Revised Statutes of
Missouri, Chair would entertain a motion to go into Closed Session in the Boone /Bancroft
room to discuss the following: Personnel [Sec. 610.021(3)]. A motion was made by
Councilman Bob Weber to go into Closed Session for the above - stated purpose, seconded
by Councilman Roy Viessman, and approved unanimously by the following roll -call vote at
8:05 PM:
