Through City Council direction Bateman Hall has received the following: i. Installation of new fountains and the repairing of the pools with tile installed. 2. Remodeling of Room l�l with new carpeting, repainting of interior walls and new plants and pictures added. 3. Remodeling of Room i62 with new carpeting, repainting interior walls and new plants and pictures added. 4. Remodeling of the V.I.P. room with new carpeting, new drapes, new lighting, new tables and chairs and new pictures. 5. Repainting of the interior walls of the Auditorium and installation of a new vinyl floor and stage curtains. These changes and repairs were sorely needed and have enhanced the appearance of Bateman tremendously. The Recreation and Parks Administrative staff feels this is the opportune time to provide a marketing plan for the facility. The Department of Recreation & Parks in the City of Lynwood is charged with the obligation of providing wholesome recreational opportunities for the citizens of Lynwood. These recreational opportunities must be provided so as to accommodate a variety of interests, agencies and abilities, and no inequalities or discrimination can exist with regard to race, religion, sex, economic status or place of residence within the City of Lynwood. While prime consideration must be given the activity program conducted by the Recreation & Parks Department, the department shall encourage, assist, supplement and coordinate programs and activities of groups, organizations and associations whose aims and objectives are akin to those of recreation. l. CLASSIFICATION OF PERSONS AND GROUPS FOR ADMINISTR.ATIVE PURPOSES. These rules and fees are applicable to Bateman Hall, Community Center, John D. Ham Park and the Natatorium which are under the jurisdiction of the Lynwood Recreation and Parks Department. A. RECREATION PROGRAM GROUPS: Those activities under immediate jurisdiction of the Lynwood Recreation and Parks Department. B. RESIDENT SPECIFIC GROUP5: Lynwood public and private schools and their officially organized groups. City of Lynwood Girl Scouts, Boy Scouts, Campfire Girls, Cub Scouts, and other non-profit groups representing community-wide participation. RESIDENT CIVIC AND CHURCH GROUPS: Church groups (not for formal church services held at regular intervals) and other service organizations, non-profit clubs and others (as chartered by the State of California) existing within the City of Lynwood. In an effort to make the City of Lynwood Recreation & Parks Department facilities accessible to the widest scope of the community population the following rule will be used pertaining to church groups and other organizations providing for non-secular activities. 1. Churches and/or non secular organizations may use city facili- ties only four (4) days per month. 2. Churches and/or non secular organizations may only use a city facility, or combination of city facilities, the maximum allowable number of days during any month for three (3) consecutive months. 1 C. NON-RESIDENT SPECIFIC GROUPS: All public or private schools, Girl Scouts, Cub Scouts, etc. and other non-profit groups from outside the City of Lynwood. NON-RESIDENT CIVIC AND CHURCH GROJPS: Church groups (not for formal church services held at regular intervals) and other service organizations, non-profit clubs and others (as chartered by the State of California) from outside the City of Lynwood. D. PRIVATE GROUPS WITHIN LYNWOOD: Businesses, profit organizations, individuals, conventions and others. E. PRIVATE GROUPS OUTSIDE LYNWOOD: Businesses, profit organizations, individuals, conventions and others. II. GENERAL RULES: A. The following rules apply TO ALL GROUPS: 1. Al1 applications for permision to use the facilities shall be issued in the Recreation & Parks Department office, 3798 Century Blvd. 2. Applications shall be issued to responsible adults (over 21 years of age) ONLY who shall be in attendance at the function for which application is made. 3. An application is required for ALL GROUPS USING THE FACILITIES. 4. No application shall be issued to groups listed by the United States Government and/or the Attorney General, as SUBVERSIVE. 5. Reservations shall be made in the order of receipt of application by the Recreation & Parks Department and subject to the availability of facilities. 6. The Recreation & Parks Department may accept reservations twelve (12) months in advance. 7. Al1 property, equipment, walls and furnishings must be kept clean and undamaged. Any person or group causing damage will be required to pay for same (based on current cost of replacement). 8. No equipment or furnishings shall be removed from the building without permission of the Recreation & Parks Department. 9. Groups MUST submit decoration plans including pictures and other items to be attached to walls, to the Recreation Department and SECURE APPROVAL BEFORE DECORATIONS ARE INSTALLED. 2 10. Areas must be cleaned upon leaving--furniture replaced in its proper place and temporary decorations removed UNLESS ARRANGEMENTS ARE MADE WITH THE RECREATION & PARKS DEPARTMENT TO LEAVE THEM. 11. Gambling and the use of profane language or loud, boisterous talking or indecent conduct will NOT BE PERMITTED. 12. No advertisement shall be exhibited, no petition shall be circulated, no THE1RECREATION &hP1ARKSeDEPARTMENTthe buildings without PERMIS5ION FROM 13. NO ONE SHALL BE ADMITTED TO THE BUILDING WHO IS UNDER THE INFLUENCE OF LIQUOR OR HAS LI UOR IN HIS POSSESSION. 14. Waste matter must be deposited in receptacles provided for that purpose. . 15. All admission fees and prices charged are subject to the approval of the Recreation & Parks Commission. 16. Reports of funds raised in the building must be submitted to the Recreation & Parks Department Director upon request. 17. All ordinances of the City of Lynwood shall be observed. 18. All costs are predicated on normal usage. ADDITIONAL CHARGES WILL BE MADE WHERE ADDITIONAL EMPLOYEE TIME IS REQUIRED. THESE CHARGES WILL BE BASED ON THE CURRENT HOURLY RATE FOR EMPLOYEES. 19. Additional chairs, tables and other equipment may be furnished by the applicant and the normal set-up fee will be charged. Special equipment may be ordered by the Recreation & Parks Department and applied to the rental charges. 20. Children UNDER 18 YEARS OF AGE will not be permitted to SMOKE IN ANY OF THE FACILITIES. 21. SECURITY GUARDS (two or more) may be assigned for any rental which, in the judgment of the Recreation & Parks Department, might require their presence to enforce department policies. The cost of security guards shall be in ADDITION TO THE BASIC RENTAL FEES. 22. NO PUBLIC DANCES will be permitted other than those sponsored by the Recreation & Parks Department or by the Lynwood Unified School District. 23. Precise hour and time of commencement and termination of activity shall be stated. No activity will be scheduled beyond 12:00 midnight. 3 KITCHEN USE: A. All groups requesting use of Bateman Hall and wishing a catered meal must secure their own caterer. B. The City will assign a Recreation Department employee to be KITCHEN CONSULTANT for kitchen use. The group preparing the meal will be charged the salary of this employee during the time of kitchen use. $6.50 per hour. C. As kitchen rental, and to cover the cost of utilities, equipment depreciation, etc. all groups, regardless of nature will be charged on the following basis: BATEMAN HALL: 1. Kitchen rental will be $13.75 MINIMUM CHARGE. Dishwashing charges are in ADDITION TO RENTAL CHP.RGE. 2. For those groups using the facility at least once each month and who reserve rooms at least three (3) months in advance, no kitchen rental will be charged. Dishwashing charges are in addition to the building rental charge. 3. For private groups serving coffee and/or dessert, a flat charge of $7.50 for the use of the LARGE COFFEE URN will be made. Miscellaneous dishwashing charges are in addition to the building rental charge and the $7.50 coffee urn fee. 4. There will be a fee of $5.00 charged for use of portable coffee urns. D. The City will perform all dishwashing at Bateman Hall. The charge will be made to the renter of the room as determined by the following schedule: NO. User of the kitchen must furnish all items not furnished by the City such as butcher knives, linens, dish soap, etc. F. Al1 billing for rental and dishwashing shall be made by City Hall. Rental deposits and/or payments may be made at the Recreation & Parks Department office as well as City Hall. COMMUNITY CENTER 1. NO KITCHEN RENTAL. G. All loose utensils, dishes, silverware and cooking equipment shall be provided by the group using the facility. H. The clean-up of the kitchen is the responsibility of the user of the facility. HAM PARK KITCHENETTES: l. Al1 groups using the Meeting Room or Craft Room may use the kitchenettes provided, at no additional charge. 2. The primary purpose of the kitchenettes is to provide equipment for the preparation of coffee and/or easily prepared refreshments for groups using the facility. (A group wishing to prepare a full meal may be assigned a Recreation Department employee to be Consultant. The group preparing the meal will be charged the salary of this employee during the period of ineal preparation). 3. Al1 loose utensils, dishes, silverware and cooking equipment shall be provided by the group using the facility. 4. The clean-up of the kitchenettes is the respansibility of the user of the facility. 5 IV. CARNIVALS & BAZAARS: A. C�rnivals and Bazaars may be permitted provided they are of a non- professional nature (any non-profit group paying more than 10o for a Concessionaire would be a professional and private organization). Plans for proposed Carnivals or Bazaars, including booths, concessions, etc. shall be reviewed and approved by the Recreation & Parks Director or his authorized representative. ALL CARNIVALS AND BAZAARS MUST BE HELD IN THE COMMUNITY CENTER OR AT HAM PARK. 1. Only recognized non-profit groups WITHIN the City of Lynwood shall qualify for this type of building use. 2. Proceeds from Carnivals & Bazaars shall be for the betterment of the citizens of Lynwood. 3. Depending on the size of the Carnival or Bazaar, the Director of Recreation & Parks may request an additional fee for extra clean-up. GENERAL INFORMATION A. Rentals are listed for the following hours: 8:00 a.m. to Midnight B. Alteration in these times may be made at the discretion of the Recreation & Parks Director. Additional rental fees may be charged for additional time required. C. TABLE & CHAIR ARRANGEMENTS MUST BE SUBMITTED AT LEAST ONE MONTH PRIOR TO SCHEDULED USE OF ROOM. D. The Lynwood Recreation & Parks Department has a limited number of tables and chairs. Those organizations requiring more than the number of chairs available must make their own arrangements for additional tables and chairs--also pick-up and return of same. E. In the use of tables--seating will be predicated on MAXIMUM USE of each table. Each table will seat a total of SIX (6) PERSONS (for rectangle tables) and a total of EIGHT (8) PER50NS (for round tables) and all meetings will be based on SEVEN (7) TO A TABLE WHEN POSSIBLE. F. Room assignments will be made at the discretion of the Recreation & Parks Department. Use will be based on the activities and number of individuals participating. G. Rental rates begin at initial time of entry to facilities. 6 V. FEES AND CHARGES FOR GROUP A A. All groups under the sponsorship of the Recreation & Parks Department shall be exempt from all normal fees herein established EXCEPT charges for special services as determined by the Recreation & Parks Commission. 7 VI. In the use of baseball diamonds and lighted field areas, Recreation & Parks Department activities and/or other City-sponsored functions will receive priority over other requests. Lynwood groups, clubs, organizations or individuals will receive preference over requests made from groups outside the community. B. FEES AND CHARGES FOR RESIDENT GROUP B Lynwood youth groups sponsored by such organizations as Pop Warner Football, churches, Scouts, etc. may receive a maximum of four (4) hours of lighted athletic field usage per calendar week FREE OF CHARGE. Groups qualifying for this waiver of fee may not reserve lighted fields for more than two (2) hours per day or more than two days per week. C. BASEBALL DIAMOND MAINTENANCE FEES 1. The Recreation & Parks Department does not provide regular maintenance for rental groups using the baseball diamonds. 2. Special requests for maintenance may be granted with the group making the request paying for cost of employee time and material in preparing the field. MINIMUM COST IS $20.00 per field. All fees are due and payable one week rp ior to date of requested use. 3. Ball diamond reservation fee will be a 2 hour maximum per game and $7.50 per field for resident and $10.00 per field for non-resident. D. NATATORIUM RENTAL FEES FOR GROUPS: LYNWOOD GROUPS 0 to 150 $35.00 /HR. Recreation Department Programs. B. Lynwood School District activities which are included in the City- School Joint Recreation Agreement. C. Coordinating Council activities. D. Chamber of Commerce Board meetings. WAIVER OF FEES MAY BE GRANTED BY REQUEST TO THE RECREATION AND PARKS COMMISSION FOR ACTIVITIES THAT MEET THE FOLLOWING CRITERIA: A. The activity must be sponsored and conducted by a local service, civic, school or church organization and must be community-wide in scope and participation, and preferably recreational or educational in nature. B. The activity must NOT be a fund-raising activity. C. The activity must be open to the public. D. The activity must not be of a commercial or business nature. Groups who feel they meet the requirement for waiver of fees must submit a letter of request to the Recreation & Parks Commission PRIOR to desired date of activity. If groups are granted a waiver of fee for recreation facilities, it is understood that this waiver is granted for ROOM RENTAL ONLY. Kitchen supervision, dishwashing, use of coffee urn and other incidental costs will be assessed and the groups will be billed accordingly. RENTAL OF TABLES AND CHAIRS. A. Churches, schools, clubs and civic organizations qualify for rental of department tables and chairs. B. No equipment may be rented to groups for use outside the City of Lynwood. C. No equipment may be rented to INDIVIDUALS OR ORGANIZATIONS FOR USE IN PRIVATE RESIDENCES. D. Rental of equipment SHALL NOT EXCEED TWENTY-FOUR (24) HOURS without approval of the Director of Recreatian & Parks. E. Groups renting equipment are solely responsible for its care. Groups will be assessed the cost of any equipment that is lost or damaged. F. All rentals of equipment will be based on availability and will be subject to the approval of the Director of Recreation & Parks. RENTAL OF TABLES AND CHAIRS...FEES A fee of 60 cents per chair and $1.25 per table with a minimum rental of $25.00 shall be charged groups renting tables and chairs. A$25.00 refundable deposit is required for all chair and table rentals. REFUND POLICY-FACILITIES l. Any cancellation made fourteen (14) days or more prior to the scheduled use shall receive a refund LESS A FIFTEEN ($15.00) CANCELLATION FEE CHARGE. Any cancellation made less than fourteen (14) days PRIOR to the scheduled use shall receive a refund of ONE-HALF the BASE RENTAL FEE. 2. FULL REFUND shall be made for ALL ACTIVITIES, CLASSES, ETC. THAT ARE CANCELLED BY THE RECREATION & PARKS DEPARTMENT. REGISTRATION REFUND POLICY 1. For programs, classes, trips, etc. of a single meeting attendance duration, all requests for refunds must be made to the Recreation & Parks Department at least one (1) working day before the event. 2. For programs or classes of more than one meeting duration, requests for refunds must be made to the Recreation & Parks Department at least one (1) working day prior to the second class meeting. No refunds will be given after this time. 3. A processing charge of five dollars ($5.00) will be deducted from all refund requests. 4. Any expenditures borne by the City will be deducted from the refund requests. 5. Any refund request must be made in person at the Recreation & Parks Department Office, 3798 E. Century Blvd., 8:30 a.m. to 5:00 p.m., Monday through Friday. Individual requesting refund must be the same person whose name appears on the receipt.
