CALL TO ORDER
The Council Work Session of March 3, 2003, was convened at 5:45 p.m. by Mayor Tom
Rackers.
ATTENDANCE
The following Council Members were present:
Present: Angle, Ferguson, Groner, Klindt, Olsen, Smith, Viessman, Vincent,
and Vogel
Absent: Weber *
*Councilman Bob Weber arrived at 5:50 PM while the meeting was in progress.
DISCUSSION OF AGENDA ITEMS
The following categories had items were brought up for discussion:
Consent Agenda:
Item (e): Councilman Richard Groner discussed briefly item (e), and stated he would prefer
that it be removed from consideration until he can get some answers to some of his
questions about how the East High Street improvements project is being done.
Item (d): Councilman David E. Smith had some questions about this item, which staff
answered.
Bills Introduced:
2002 -147: Councilman Richard Groner stated he would have questions about this bill to ask
in the main meeting.
Bills Pending:
2002 -142: Councilman Clyde Angle asked questions about city property ownership which
staff answered.
Informal Calendar:
COUNCIL WORK SESSION MARCH 3, 2003
Councilman Larry Vincent plans to withdraw Bill 2002 -141 and introduce a new bill at the
next meeting. He stated he and Councilmen Smith and Weber have reached an agreement
on changes to the form.
New Business:
City Counselor Allen Garner handed out a motion regarding the Industrial Development
Authority project for an elder care facility. Councilman Richard Groner stated he will oppose
the motion because he believes the people proposing the project will be getting tax -free
bonds to compete with other businesses.
No officials actions were taken as this was a work session only.
