CALL TO ORDER
The Council Work Session of March 17, 2003, was convened at 5:45 p.m. by Mayor Tom
Rackers.
ATTENDANCE
The following Council Members were present:
Present: Ferguson, Groner, Klindt, Olsen, Smith, Viessman, Vincent, Vogel,
and Weber
Absent: Angle
DISCUSSION OF AGENDA ITEMS
The following categories had items brought up for discussion:
Consent Agenda:
Councilman Richard Groner wanted to make a motion that if any Councilman makes an
objection to any item on the Consent Agenda it's automatically pulled off from
consideration. He still has a problem with money bills being on the Consent Agenda. City
Administrator Rich Mays reminded the Council that currently all a Councilman has to do to
pull something off the Consent Agenda for separate consideration or discussion is request
it to be removed before voting on the rest of the items. Councilman Richard Groner said he
wouldn't make any motions about the issue at the present time, but asked the Council think
about it to discuss later.
Bills Pending:
2002 -143: Councilman Cliff Olsen asked Community Development Director Pat Sullivan if
he had notified Burns & McDonnell about the amendments to the bill which will be offered
tonight. Mr. Sullivan stated that they had been notified.
2002 -144: Councilman Larry Vincent has a substitute bill drafted and asked Council
Members to read the changes, and that he plans to put the bill on the Informal Calendar
tonight. Councilman David E. Smith asked that the staff send copies of Councilman
Vincent's bills, the MML bill that Councilman Groner sent out in the packets, to the city
board and commission members that would be affected by the bills.
COUNCIL WORK SESSION MARCH 17, 2003
City Administrator Rich Mays announced a special Council Meeting will be held Thursday
night, March 20, at 5:30 PM immediately followed by the previously - scheduled Public
Works & Planning Committee Meeting. He stated the purpose of the Special Meeting was
to introduce Bill 2002 -156 which will change the zoning code pertaining to the
comprehensive plan because staff feels the way it currently stands, it places an undue
burden on developers.
New Business:
Councilman Richard Groner made comments about current laws regarding road and bridge
tax owed by counties to cities. He wants to submit a plan for projects using county money.
Councilman Larry Vincent stated he had prepared a sample ordinance about military leave
that he wants Council to discuss at the March 24 Finance Committee meeting.
Councilman David E. Smith asked questions about fireworks in the annexation areas which
a fireworks business owner had asked him. The questions pertained to what permit or
licensing requirements would be applicable if annexation passed. City Counselor Allen
Garner answered Councilman Smith's questions, but asked Councilman Smith to give his
phone number to the citizen who made the inquiry so he could answer all their questions
correctly.
There were no official actions taken as this was a Work Session only.
