CALL TO ORDER

The Council Work Session of April 7, 2003, was convened at 5:45 p.m. by Mayor Tom
Rackers.
ATTENDANCE
The following Council Members were present:
Present: Angle, Ferguson, Groner, Klindt, Olsen, Smith, Viessman, Vincent,
Vogel, and Weber
Absent: None
DISCUSSION OF AGENDA ITEMS
The following categories had items brought up for discussion:
Consent Agenda:
Item (f): Transportation Director Marty Brose distributed correct information on Item (f). He
stated the memo in the packet was the wrong memo, although the attached contract was
correct.
Item (g): Councilman Bob Weber stated he would be requesting separate consideration of
Item (g) since he has a conflict of interest with this item.
Bills Introduced:
2002 -163: Councilman Dan Klindt asked City Counselor Allen Garner if he had a conflict
of interest and explained his reason for asking. Following his explanation, Mr. Garner stated
that Mr. Klindt would not have a conflict of interest.
2002 -167: City Counselor Allen Garner stated a substitute bill has been prepared which
only changes the language but the impact is the same.
Resolutions:
RS2002 -33: Councilman Bob Weber if this resolution could be moved up on the agenda.
The Mayor and Council Members agreed that would be a good idea.

Bills Pending:
Councilman Richard Groner asked why there is an exception for the parking division.
Transportation Director Marty Brose answered that the low bidder was indeed the low
bidder, and there is no longer an exception.
Informal Calendar:
2002 -144: Councilman Larry Vincent stated that he plans to leave the bill on the Informal
Calendar.
There were no official actions taken as this was a Work Session only.
