The City Council of the City of Lynwood met in a regular session at the City Hall, 11331 Plaza Street, on above date, at 7:30 P. M. Mayor Roster in the chair. Councilman Lake, Meyer, Snyder and Boster- answered the roll call. Councilman Daetweiler was absent. It was moved by Councilman Snyder and seconded by Councilman Meyer that the minutes of the previous adjourned regular meeting of July 10th, 1934 be approved as written. All members of the Council voting aye; the motion was declared carried by the Mayor. and it was so ordered. V`JR ITTEN C 0:'~]~t1P1I CATI ONS communication was received from Raymond V. Darby, Mayor of ,_. Inglewood, inviting the Council to attend their Centinela-days to be held July 23rd to 28th, entitled t'Romance of Centinela Springs". After taking a canvass of the Council and officials, it was determined th at 5 would attend on the ?.'7th, so the City Clerk was instructed to so natif9 Mayor Hanby. An invitation was received from J. M., dinner 75 d, ne.r rl a.te. Tour of the officials expressed their desire to attend, therefore, the Clerk was instructed to send reservations for same. An application for llance permit for the Ritz Cafe to be located at 111882 Long ,each t~lvd. was received, stating that the cafe will serve and specialize in steak and chicken dinners and serve beer and wine and will be operated as a refined place of business, catering to orderly and refined people. Mayor ~ioster stated that there is a hearing on an Ordin- ance proposed by the Board of Supervisors of Los Angeles County seperat- ing beer parlors and dance halls to be held on July 23rd, 1934, therefore; he would suggest that tl^e matter be laid over until after said date, and there being no objection, it was so ordered. The health report for week ending July 7th was received, and there being no objection, same was ordered filed. A communication was received from Fire Chief Dunlap to the effect that Mr. Earl Gallaher, Engineer of the Fire Department has requested a ,,.., leave from duty for a short period of time to leave the City on private business, which request has been granted by him, and he has appointed Mr.~ Sam Brown to act as Engineer temporarily until Mr. Gallaher returns, req- uesting that the Council concur his action. Thereupon it was moved by Councilman Snyder and seconded by Coun- cilman Mayer that said action by Fire Chief Dunlap be ratified by the Caur cil. Thereupon it was moved 'w "o~~nc~]man Lak? and seconded by Coun- cilman Snyder that the Council ratify said temporary appointment of Mr. Rutter. H11 members of tY~e Council present voting aye, the Mayor dec- lared the motion duly carried and it was so ordered. A communication was received from the Lynwood Electric Company submitting contract for the purchase of ~p300.00 of Mazda Lamps for the City lighting system which would give the City a discount of 23f for standard packages and 13/ for broken packages, calling attention of the Council to the fact that they are the only local electrical store and licensed electricans in Lynwood and maintain this service to the com- ~unity; also pay taxes and a considerable sum for license and permits to the City. Thereupon it was moved by Councilman Lake and seconded by Council- man Snyder that we enter into said contract with the Lynwood Electric to furnish X300.00 of Mazda lamps for the lighting system for one year, and that the Mayor be authorized to execute said contract for and in behalf of the City of Lynwood, Roll Calls Ayess Councilman Lake, Meyer, Snyder and Boster. Berglun a dressed the Council on the matter of transportation facilities for Lynwood, arpealing to the Council to appoint an active committee to check into the possibilities of lower rates, and also the ad- visibility of procuring inter-urban service for Lynwood to transport patrons to and from markets ark the rusiness district, Mr. Berglund stat- ing that he ?^as served on t?~P c^mmittee, but that he wishes to be relieved, su~~;esting that tre Cotanc~l ?~e represented on the committee. ~~~ Mayor Koster stated that he believes this is a very impor- tant matter and that he will appoint a committee of three from the bus- iness men to act on said committee. .Councilman Snyder also sptake on the matter to the effect that he has worked vaith Mr. Berglund in the past on the matter, but that it was found that an inter-urban system would be too costly as &'Ir. Berg- lund had the idea that the City purchase the busses and it was found that it would not be a paying proposition and the City could not stand the expense involved, however, he would be glad to check into the matter of getting the Los Angeles busses covering this territory. REPORTS OF SPECIAL COP,~NITTEES:. b'Vater Superintendent Bateman reported in writing relative to the demolition of the old water tank at Plant No. 1, to the effect that he has investigated .different firms to ascertain what their proposition would be with relation to the tearing dotivn of said tank, stating that the ""-'"" American Pipe & Supply Co., have made the best offer of 25.00 for the old tank, the removal to take place down to but not including the 6" and 10" flanged wheel valves. A communication was received from Engineer Bateman recommend- ing the purchase of a gravely mowing machine to mow parkways, as he finds upon investigation that the Cities that are using same find the equipment entirely satisfactory, and he believes that the machine v~rill return to the city its purchase price each year in service rendered to the community. After discussion, it was decided to lay the matter over for further consid- eration and investigation, as the Council were of the opinion that the price is excessive. Water Superintendent Bateman reported on the cost of enclos- ing the water plans No. 1, 4 and 5 with fence, to the effect that the cost of Material will be 120.00 and labor X70.00. Thereupon it was moved by Councilman Lake and seconded by '"' Councilman Meyer that the '."Dater Superintendent be instructed to fence water plants No. 1, 4 and 5 as outlined in his letter. A communication was received from Engineer Bateman relative to the comparative cost of deliverging the water bills as against mailing same, stating that he will have a complete report in by August lst. J. ;orris to operate a dance hall in connection with his beer establishment was laid over for the outcome of the hearing on the ordinance proposed by the Board of Supervisors on sepera- ting the beer establishments from dance halls. M. having arrived, said hour being the tirne fixed for the receiving of bids for the furnishing of electricle energy to illuminate the lamps on ornamental standards and lamps on center suspensj.on poles and mast arm street lamps, The City Clerk announced that he had received one bid from the Southern California Edison Company. City Attorney Kennedy submitted application for SERA projects as outlined in Resolution No. 912 and the Clerk read the work to be performed and number of men to be employed as outlined in the application. All members of the Counci..l voting aye, the T.ayor declared the motion carried and it eras so ordered. Councilman Lake addressed the Council stating that on account of cutting out lights`on Century t3oulevard, there now is no light at the .intersection of Itr~perial and Century, suggesting that a lighted stop sign be provided or blinker stop sign. There being no objection, the iViayor referred the matter to tre Police Department for investigation and report as to the best for the price. Councilman Lake also stated that the Schools wish to build more tennis courts in connection with their summer playground work and that they have approached him requesting that the Council grant the use of our tractor sith the roller and blade to put the ground in shape, therefore' he would move that 'the Council grant the use of City Street Equipment for said work, which was duly seconded by Councilman NTeyer., and` upon roll call showed the following result: Ayes: Councilmen Lake, Meyer, Snyder and Boster.
