HomeMy Public PortalAboutM 1936-08-11 - CC ADJOURNED REGULAR IviEETICJG AUGUST 11th, 1936 The City Council of the City of Lymwood met in an adjourned regular session, at the City Hall, 11331 Plaza Street, on above date, at 7:30 P.M. Mayor Bolter in the chair. Councilmen Lake, Dreyer and°Bolter answered the roll call. Councilmen Snyder and Nation were absent. It was moped by Councilman Lake and seconded by Councilman Meyer that the minutes of the previous regular meeting of August 4th, 1936 be approved as written. All members of the Council present voting aye, the Mayor declared the motion duly carried. ?~lRITTEN COMMUNICATIONS: communication was received 'from Mr. J. D. Sullivan stating that when the men burned vacant lot .next door to 3343 Tecumseh they borrowed his water hose, and burned it to s~aoh an extent that it can- not be used, requesting the rounci.l to tair~ care of the matter. There being no objection, the r?a~*or _referred tre matter to rite Engineer Bateman to j_nvestiga.te and make a satisfactorv ad~lastment. A common cation was received from Mrs. Ann Jensen, rP,(7?lest- ing the Council to instruct the City Clerk to write-each person inter- ested in deeding property for continuation of Palm Ave. through west of Alpine as to what kind o.f street is contemplated and what improve- ments the City is going to make thereon. There being no objection, the Mayor instructed the City clerk to communicate with the interested property owners regarding same, he to contact ttie city Engineer on an y information desired. A communication was received from Ivan G. Adams making appli- cation for a license to conduct the business of clairvoyance in the City of Lynwood, giving certain references in connection therewith; also copy of license issued him in year 1935 at Florida for like busi- ness. Thereupon it was moved by Councilman Meyer and seconded by Councilman Lake that the application be approved and that the License Collector be authorized to issue license°therefor. All members of the Council present voting aye, the Mayor declared the motion duly carried. A communication was received from the Honorable ~3oard of Supervisors of Los Angeles County enclosing copy of Resolution relin- quishing jurisdiction over portions of Elizabeth Avenue and other streets within the City of Lynwood, as the Streets have now been impro- ved. There being no objection, the Mayor ordered the communication filed. A communication was received from Los Angeles County Tax Collector, demanding the City Council to provide funds for the payment of all delinquent assessments for cer.t~in improvement district under the Improvement Bond Aet of 1Q15 show'Ln~? ~elinn„encY for fiscal year 1935-36 in the amount of ~8,'~72.2,1. A commhnica.ti.on-was .received from the Honorable ~?nqr~ of Supervisors of Los Angeles County with copy of resolution attac~ed, re- questing the Council to support the National Air races to be held in Los Angeles September 4th to 7th inclusive. There being no objection, the Mayor ordered the communication filed and the Council expressed themselves as willing to cooperate. A communication was received from the League of California lJtunieipalities announcing about the convention to be held at Santa Monica on September 6th to 12th inclusive. `.Phere being no objection, the communication was ordered filed. The health. report was received and ordered filed. UNFINISHED BUSINESS: It was moved by Councilman Lake and seconded by Councilman Meyer that the Honorable Roard of Supervisors of Los Angeles County, California, and the Special Assessment Committee appointed by their honorable body, be and they are hereby requested to aid the City of Lynwood in every way possible in effecting a readjustment of the debt burden created through the opening and improving of Imperial Highway in Lynwood, which district is known as Lynwood A & I District No. 19. Roll Call: Ayes: Councilmen Lake, Meyer and Bolter. Noes: None. Absent: Councilmen Nation and Snyder. The matter of complaint of rR.r. r. n. Hrewster regarding the burning of his hedge by the weed burning CrP,~~r was brought up for fur- ther consideration and Councilman R"e~rP,r Bt~tP.''~ that be had contacted Mr. Bateman about the matter, ~^ut rad not reac~^ed anv definite conclu- ~~ sions. Thereupon it was moved.by Mayor Boster and seconded by Council- man Lake that the settling of said matter be left up to Street Commis- sioner Meyer and Water Superintendent Bateman. All members of the Council present voting aye, the Mayor declared the motion duly carried. NEt~T BUSINESS : ` ~e rbudget covering the fiscal ,year beginning July Ist, 1936 and ending June 30th, 1937 was presented setting forth estimated revenue at 115,489.20 and expenditures of ~115~484.00. Thereupon it was moved by Councilman Lake. and seconded by Councilman Meyer that the budget covering said period,be,approved and adopted. Roll Call: Ayes: Councilmen Meyer, Lake and Boster. Noes: None. Absent: Councilmen Nation and Snyder. It was moved .by Caunc3.lman bake and seconded by Councilman Meyer that the following increases i_n salary be made to take effect as of August 16th, 1A36: Cq_t~r r~ec~^anic Bert nyer, from X105.00 per month to 110.00 per month; street Foreman Bert McIntyre from 622~G per hour to ~I30.00 tier month; Fn~;ineer Bateman '~e allowed X10.00 for rental of office and slarveving equipment and X20.00 car a.7.7_o~~rance tier month in add~.tion to his regular salary; Fire ?~enartment: Contain in Charge Evan ~d. Lewis, from 145.00 per month to ;150.00 per month; captain Warren Daetweiler from 135.00 to 140.00 per month; Engineer Earl Gallaher from X120.00 to X127.50 per month; and Fireman Chas. Lorton from X120.00 per month to X125.00 per rrionth. Roll Call: Ayes: Councilmen Meyer, Lake and t~oster. Noes: None. Absent: Councilmen Nation and Snyder. A communication was received from Captain in Charge E. W. Lewis recommending that Evar Coddington be appointed as a regular Fireman on full time as he has served his probationary period and is No. 1 on the eligible,list; also having attached to said letter medical certificate executed by Hugh R. McMeekin, M.D. showing him in good physical condition; also recommending the tempara.ry appointment of Harold Harryman as night Callman as he is.second high on the examination list and has been thus certified by the Civil Service Board. Thereupon it was moved by Councilman Lake and seconded by Councilman Meyer that we accept the recommendations of Captain Lewis and that Mr. Evar Coddington be hired as a full time fireman in lieu of night callmen at a salary of X120.00 per month, he to commence on his new duty on August 16th, 1936; also that Mr. Harold Harryman be em- ployed as night callman to f3.11 the vacancy created by the advancement of Pdr. It was .moved by Councilman Lake and seconded by Councilman N:eyer that X2,000.00 be transferred from the Water Fund to the Cleneral Fund and that said amount be re-transferred from the General Fund to the Bond Redemption Fund to be credited to the following districts: District "rvi" y~250., District "u~" y~250., and X1,500.00 to the Special Assessment Tax itelief r'und, and that warrants be drawn on the City Treasurer for said various amounts. Roll Call: Ayes: Councilmen Lake, Meyer and Boster. Noes: None. Absent: Councilmen Nation and Snyder. Mayor Boster stated that some time ago the Planning Commission had recommended the appointment of three members from each of the A & I Districts wherein the County are interested to work with the City Council and the Special Assessment Committee of Los Angeles County for a readjustment of the debt, stating that City Treasurer Reed and him- self have appointed the following to serve in such capacity, requesting the Council to confirm such appointments: A & I DISTRICT N0. 15: Dr. J.
