II list with � new recruitment � V i ORAL COMMi7NICATIONS I I � VI I ADJOURNMENT � I i I • � ,� REGULAR MEETING OF THE PERSONNEL BOARD CITY OF LYNWOOD NOVEMBER 21, 1991 The regular meeting of the.Personnel Board of the City of Lynwood, California was held on Thursday, November 21, 1991 at 5:00 p.m. in the Auman Resources Conference Room of the Lynwood City Hall, 11330 Bullis Road, Lynwood California. The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER The meeting was called to order by Chairman Lewis at 5:08 p.m.. Roll call was taken by Janice Thomas, Administrative Aide. All Commissioners were in attendance. PLEDGE OF ALLEGIANCE Led by Commissioner Litke APROVAL OF MINUTES The motion was made by Commissioner Swift and seconded by Commissioner Gilpen to approve the minutes of the October 17, 1991 meeting as presented. All in favor. Motion carried. STUDIES & REPORTS The board was requested to certify the eliqibility list for the position of Water Service Lead Worker, Senior Water Service Worker and Senior Street Maintenance Worker. A motion was made by Commissioner Litke and seconded by Commissioner Gilpen to approve certification of the Water Service Lead Worker eligibility list. All in favor. Motion carried. ' A motion was made by Commissioner Bell and seconded by Commissioner Swift to approve certification of the Senior Water Service Worker eligibility list. All in favor. Motion carried. A motion was made by Commissioner Gilpen and seconded by Commissioner Swift to approve certification of the Senior Street ,_ Maintenance Worker eligibility list. All in favor. Motion . i carried. � � � � � ORAL COMMUNICATIONS Ms. Thomas informed the Commissioners of the Christmas Dinner scheduled for December 18, 1991 at 6:30. All commissioners will receive an invitation and they must RSVP to the City Manager's office no later than December 2. Commissioner Litke led a discussion that the board recommend to the City Council the raising of the passing score from 60� to 70$ in order to get a better selection of qualified applicants. After much discussion, Commissioner Litke tabled this item until the next meeting. Commissioner Gilpen discussed telephone calls received by herself - and Commissioner Bell. Ms. Thomas stated that Ms. Gail Black, Interim Director of Human Resources would handle the issue. The Commissioners asked to be given a list of their home phone numbers at the next meeting. Everyone in attendance congratulated Commissioner Swift on being elected to serve on the Board of Directors at Compton College. ADJOURNMENT There being no further business to conduct, the motion was made by • Commissioner Swift and seconded by Commissioner Gilpen to adjourn at 5:26 p.m.. All in favor. Motion carried. Black, Interim Dir. of Human Resources �f�" SUBJECT: REVIEW OF TESTING/ELIGIBILITY LISTS PURPOSE To discuss with the Board the current practice of a 60� overall passing score on City examinations. FACTS 1) At the January 16, 1986 Board meeting the Personnel Board authorized the Human Resources Department to utilize a 60$ minimum passing point tempered by the distribution of scores for each phase of an examination process (see attachment). 2) Since that time, the City has utilized the 60� minimum pass point for the overall examination process. Eligibility lists submitted to the Board have contained only those names whose overall score (including written and oral exam) is at least 60$. 3) Since the approval by the Board of this policy in 1986 the necessity of requesting the abolishment of an eligibility list due'to inadequately qualifying candidates' remaining on the Iist has been reduced. In the period between 1986 and the present, less than 10 eligibility lists have been abolished. 4) The 60� pass point established by the Board has worked well for all departments in selecting qualified candidates and providing an adequate candidate pooling for clerical and labor jobs where vacancies occur frequently. At a ' zecent meeting it vae determined that ataff would review the eituation and prepare recommendatione for Pereonnel Board review. FACtB AND ANALYSIS Varioua typee of examinatione and combination of examinationa have been available and adminiatered to meet the objective and competitive require- ments of the civil service eystem. Generally, practice has been to pass , a epecified n�ber an a written examination which is as many applicanta ae poeaible and reasonable. Thie hae been for affirmative action purpoaea and to provide a good eized pool of applicanta participating in eubsequent phasee of the examination process. Aowever, this practice could result in some or all unqualified to poorly qualified candidates unlesa a minimwn acore or the diatribution of ecores is considered. Participanta in oral evaluatione have been automatically failed only if all members of the panel have given them an inadequate mark on one of the ecale itema. Thie practice can also reault in very marginal candidates. . � DISCUSSION AND CONCLDSIONS Whan a list containa obviously poor or unqualified candidates the Personnel Board has been requested to decline certification of the liet or at a later : time has been aeked to abolieh the list. Thia eometimea caueea an unnecessary delay ia recruitment, testing and ulti- mately hiring. This could be avoided by establiehing a minimum passing per- cent which ie also temperad by coneideration of the diatributian. RECOMMENDATION Pereonnel Board auYhorize Pereonnel Department to utilize a 60� minimum passing point tempered by the dietribution of acores for each phasa of an examination process. FACTS 1) Personnel Rules and Regulations, Rule VIII, Section 2. Duration of Emolovment Lists provides for the Personnel Board's approval to merge a current eligibility list when there are . , less than three applicants available for appointment. The remaining candidates' score are integrated with those obtained � from a newer and comparable testing process for the same clas- sification. Upon certification of the merged eligibility list . the previous eligibility list for that classification is abolished. 2) The Office Assistant II eligibility list (attached) has two remaining candidate's names. 3) our City has more than one current opening in which to fill. Recommendation .
