Pursuant to Agenda posted on May 15, 1987, the regular meeting of the Parks and Recreation Commission was called to order by Acting Chairman Crump at 7:30 p.m. on Wednesday, May 20, 1987, in the Council Chamber of the Civic Center, 5938 North Kauffman Avenue, Temple City. 2. PLEDGE OF ALLEGIANCE Acting Chairman Crump led the Pledge of Allegiance to the Flag. 3. ROLL CALL PRESENT: ABSENT: Commissioners Burlingame, Crump and Shaw Commissioners Adams and Caswell It was moved by Commissioner Shaw, seconded by Commissioner Burlingame and unanimously carried that Commissioners Adams and Caswell be excused for cause. 4. APPROVAL OF MINUTES Commissioner Shaw moved to approve the minutes of the Regular Meeting of April 15, 1987. The motion was seconded by Commissioner Burlingame and was unanimously carried. OLD BUSINESS 5. REQUEST RECEIVED FROM TEMPLE CITY YOUTH FOOTBALL FOR RESERVED USE OF THE PATIO AT LIVE OAK PARK ON AUGUST 2, 1987 FOR "MEET THE COACHES" NIGHT. The Commission review the request received from Temple City Youth Football. Commissioner Burlingame stated that she was in favor of the request pursuant to the required insurance. Director Kobett stated that the request was an acceptable use of the Park. He also stated that since the use was for a Sunday after regular Park hours, there would be a personnel cost of $14.00 to keep the Park open. It was moved by Commissioner Burlingame that the request of Temple City Youth Football for use of the patio on August 2, 1987 for "Meet the Coaches" night be approved pursuant to the required insurance and the standard fee of $14.00 for personnel costs. Commissioner Shaw seconded the motion and it was unanimously carried. 6. REQUEST RECEIVED FROM TEMPLE CITY AMERICAN LITTLE LEAGUE FOR RESERVED USE OF THE BALLFIELDS AT LIVE OAK PARK FOR A SOFTBALL LEAGUE MAY 31 -JULY 26, 1987, A BASEBALL TOURNAMENT JULY 19 -22, 1987, AND A SOFTBALL TOURNAMENT JULY 23 -25, 1987. Director Kobett informed the Commission that this item was before the Commission because it is for reserved use on Sundays as it is for older age girls who work during the week and on Saturdays. He also stated that the use pre- sented no conflict with Department activities and that the requests had been granted in the past. Commissioner Burlingame moved that the Commission grant the request for the use of the fields for a softball league May 31 -July 26, 1987 subject to the required Certificate of Insurance. Commissioner Shaw seconded the motion and it was unanimously carried. Parks and Recreation Commission Page 2 Regular Meeting - May 20, 1987 Regarding the request to conduct a baseball tournament July 19 -22, 1987 on two fields and for lights to be kept on past 10:00 p.m., Director Kobett informed the Commission that in granting the request the Commission would need to consider the subject of personnel costs to keep the Park staffed after the normal closing time. In the discussion that followed, Commissioner Shaw ques- tioned the use of lights on a Sunday and stated that this was not in keeping with City policy. He stated that the League should be notified that the lights would not be made available. Commissioner Crump stated that staff should advise the League that they can begin earlier on that Sunday. Commissioner Shaw moved that the Commission approve the use as requested and for the extension of the time for the lights, except for on Sunday July 19, and subject to the required Certificate of Insurance and standard personnel costs. Commissioner Burlingame seconded the motion and it was unanimously carried. Regarding the request for the use of the south diamond on July 23, 24 & 25, 1987 to conduct a softball tournament and for use of the lights until 11:00 p.m., Commissioner Burlingame asked why the games would go until 11:00. Director Kobett stated that the League doesn't want to go past 10:00 and that they will do everything possible not to exceed the 10:00 closing time. However, he stated that past experience has shown that the tournament could go as late as 11:00. Commissioner Shaw stated that, for future reference, he would request that staff report back how late games last and whether or not any complaints are received from neighbors with regard to the Park being open that late. Commissioner Burlingame moved that the Commission grant the request subject to the proper insurance requirements and personnel costs. Commissioner Shaw seconded the motion and it was unanimously carried. 7. REQUEST RECEIVED FROM TEMPLE CITY AMERICAN YOUTH SOCCER ASSOCIATION FOR RESERVED USE OF CERTAIN TURFED AREAS AND THE SNACK BAR AT LIVE OAK PARK FROM SEPTEMBER 8, 1987 TO JANUARY 31, 1988 AND TO CONDUCT A PANCAKE BREAKFAST AND TEAM PHOTOS ON SEPTEMBER 19, 1987. Director Kobett stated that this item was before the Commission as it exceeds the 90 -day period that the Department is authorized to process requests and that the request involves the sale of food items and breakfast tickets. He stated that the use presented no Departmental conflict and that it has been conducted in the past in a satisfactory manner. He suggested that if approved it be on the same conditions as last year. Commissioner Burlingame moved that the Commission recommend that City Council approve the request for reserved use of the fields and Snack Bar and also the date for the breakfast and team photos subject to the required Certificate of Insurance and the same conditions as in the past. Commissioner Shaw seconded the motion and it was unanimously carried. 8. COMMUNICATIONS - None. 9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK No one came forward. DIRECTOR'S REPORT Director Kobett mentioned that Quota Club had conducted their Health Fair last weekend in Temple City Park and that it had been very successful. He also mentioned that the Chamber of Commerce was holding their annual Residential Recognition Night May 21 in Temple City Park and that everyone was welcome to attend. 11. MATTERS FROM CITY OFFICIALS. Commissioner Burlingame had nothing to report. Commissioner Shaw informed the Commission that he would be out of town and would not be in attendance at the June meeting. Commissioner Crump noted that there were less violations of alcohol in the Park. 12. ADJOURNMENT There being no further business, it was moved by Commissioner Burlingame and seconded by Commissioner Shaw and unanimously carried that the meeting be adjourned to the meeting scheduled for June 17, 1987 at 7:30 p.m. Acting Chairman Crump adjourned the meeting at 7:55 p.m. Attest: .1 / .44?,_d)4-
