IN THE COUNCIL CHAMBERS OF THE CITY HAL, 11330 BULLIS ROAD, CITY OF LYNWOOD, CALIFORNIA. REGULAR MEETING OF THE COMMUNITY AFFAIRS COMMISSION ' September 18, 1991 The Community Affairs Commission met in a regular session on September 18, 1991 at the City of Lynwood City Council Chambers. (Agenda was duly posted as prescribed by the Brown Act.) Chairperson David Litsinger called the meeting to order at 5:03 • p.m. Commissioners present were: Bette Espeseth, Yolanda Bays, Ann Fields, David Litsinger, Barbara Newton, and Lucille Walker. Commissioners absent: Lorna Hawkins. Staff present were: Deborah Jackson and Pat Alvarez. The minutes of the August 21, 1991 regular meeting were approved as distributed. SCHEDULED MATTERS A. SHERIFF'S AGENDA Sergeant Don Slawson, who took charge of the Crime Prevention Center in July, introduced himself and discussed the following items: - The American Boxing Federation will sponsor a Jr. Golden Gloves event on October 13. I - The Crime Prevention Center offers tutoring on all � subjects to students (first grade up). Tutoring is , offered Monday through Thursday, 3:30-6:30 p.m. They have, I an average of 40 students, average age is 15 years old. There are four tutors; two are college students, the other two are high school students. The Center is having more participation now that there's a year round school system. The city pays these tutors to help local students. Students come either by referral from their schools or by walking-in. - They also offer a Karate Program, a Weight-lifting , Program, and an Aerobics Program. - The "Are you OK?" Program, which is a telephone reassurance system designed to check daily on senior citizens, handicapped or disabled, and the homebound � persons, will be implemented on October lst. The computer I that will be used to operate the program will be installed at the Crime Prevention Center. i - The stolen bicycles that the Center has been recovering will be distributed to students by coordinating a program � with Vista High School. Students who earn good grades will j be awarded with a bicycle. I � � �I I I I t - David L• inger inquired about�he commission's involvement.with the Christmas baskets project. Sgt., Slawson said that the Crime Prevention Center would take' charge of the organization and distribution of the baskets, but if the commission desires to, they can have food/toy drives, fund raisers, or any other events to help with the project. The Crime Prevention Center gets referrals from schools, advising as to who the needy families in the community are. The distribution of the Christmas baskets will be different this year: In order to avoid giving baskets to families that do not qualify as low income, a' screening process will be done prior to distribution, and no baskets will be given out at the counter anymore. B. GOMMUNITY NEEDS ASSESSMENT Commissioners are still reading information on Community Needs Assessment, which was distributed to them at the last meeting. This item will be postponed until the next regular meeting in order to have input from all commissioners. C. CITIZEN OF THE MONTH AWARD PROGRAM David Litsinger attended the City Council Meeting of September 17, 1991, and gave a report of the projects the commission is working on. Council approved the Citizen of the Month Award Project. Instead of doing a monthly ` program, commissioners decided to give a certificate or plaque every quarter to a qualified volunteer, then give out', a special prize sometime at the end of the year (perhaps at the Christmas Commissioners' Dinner) to the "Citizen of the ' Year" , which will be chosen among the persons recognized throughout the year. Mr. Litsinger will draft a letter to be sent to different organizations inviting them to nominate local residents for the "Volunteer of the Quarter" program. PUBLIC.ORALS - Lucille Walker went to reception honoring Kenneth Hahn on September 11; 1991 at St. Francis Medical Center. - Bette Espeseth mentioned that being elected representative to the District Advisory Board Meetings, she - has been attending them; the next meeting is scheduled for September 30, 1991. She also mentioned Job Fair to take, place on October 16 1991 at Bateman Hall. This Job Fair is sponsored by the Employment Development Department Office, along with"the Chamber of Commerce. - David Litsinger announced that he will be in San Francisco next month, and as a result, he will not be present at the October meeting. (The agenda was duly posted as prescribed by - the Brown Act.) , Chairperson Mary Wright called the meeting to order at 5:35 p.m. Members in attendance were Olympia Dudenhoeffer, Bill Cunningham, and Mary Wright. Commissioners excused: Ann Fields. Commissioners absent: Ada McZeal. Staff present were Jim Given, Don Morris, and Silvia Lara. The minutes of August 19, 1991 meeting were approved as distributed. SCHEDULED MATTERS A. TOPICS FOR UPCOMING LYNWOOD SHOWCASES Jim Given announced that the Enshrinement segment of Evelyn Wells and Senator Dills will be presented as a"Special Edition". Don Morris and Lorna Hawkins attended a tour of the Library, and they looked into materials being offered in different languages. Mary Wright suggested to have a segment on adults learning English as a Second Language. ' Recommendations for Showcase #25 - Developer Expo Al1 Star game, through the youth summit - Library Program. - Youth Summit , Recommendations for Showcase #26: - Co-ed All Star Softball game - Pool Party of Sept. 21 - Reception for Supervisor Hahn at St. Francis Hospital Other Suggestions: - LVN Program 1 , i I I I 1 • • - Community Center demolition � - Teen Center Anniversary • - Variety of new classes for seniors - Playground Program - Jr. Golden Glove event by the Sheriff's Athletic League - Pomona Fair Day - Firefighter's Dinner Jim Given introduced Diana Escalante; who is a member of the Recreation and Parks Department. She will be assisting Mr. Given with Community Access Advisory Board's assignments. B. VIEWING OF WATER CONSERVATION VIDEOTAPE A videotape titled "Our water is more precious than gold" „ was viewed by the board members. City Manager Michael T. Aeriot suggested to present this videotape as part of one the showcases in order to make residents aware of water ' conservation issues. The video will be shortened in' order ! to show it as part of the Lynwood Showcase. PUBLIC ORALS ' - Next Lynwood Showcase viewing is scheduled for Wednesday, - September 18, 1991 at 8:15 a.m. There being no further business, the meeting adjourned at 6:30' p.m. . 2
