I � I � � � REGULAR MEETING OF THE COMMUNITY AFFAIRS COMMISSION June 19, 1991 The Community Affairs Commission met in a regular session on June 19, 1991 at the City of Lynwood City Council Chambers. (Agenda was duly posted as prescribed by the Brown Act.) Commissioner Ann Fields called the meeting to order at 5:07 p.m. Commissioner5 present were: Yolanda Bays, Bette Espeseth, Ann Fields, Lorna Hawkins, and Lucille Walker. David Litsinger and Barbara Newton had excused absences. Staff present were: Deborah Jackson and Pat Alvarez. The minutes were approved with one correction: Under the Public Orals section, Lorna Hawkin's self-help show will not be aired on HBO, but it will possibly be aired on 60 minutes on September. SCHEDULED MATTERS A. SAERIFF'S AGENDA Postponed until the next regular meeting. S. CITIZEN OF THE MONTH AWARD PROGRAM Yolanda Bays suggested presenting a monthly certificate of recognition at the City Council Meetings to the persons selected as Citizen of the Month; and also have an annual banquet to honor all Citizen of the Month Award recipients for that year and select a Citizen of the Year. She also suggested displaying their picture at City Hall and putting an inscription explaining why they were selected as Citizen of the Month. Lorna Hawkins suggested giving them a$50 gift certificate. All commissioners agreed that the following criteria must be met in order to be eligible to receive a Citizen of the Month Award: -They have to be Lynwood residents -They must do some kind of volunteer work for the betterment of the community -Nominations, along with a biography of the person they are nominating will be received form the community It was suggested to do publicity for this program through cable, newspaper advertising, schools, churches, etc. Deborah Jackson will draft a form designed to be publicized in the local newspapers, for residents to fill out nominating persons for the Citizen of the Month Award and send back to City xall. 1 � � � , C. PROPOSAL ON WORKSHOPS TO EDUCATE THE COMMUNITY Yolanda Bays informed commissioners that she spoke to Deputy Bustamantes from the Sheriffs' Department and told her that she had tried to implement this program before, and she did not have a good response from the community. Deputy Bustamante did express willingness to help the commission if it wished to , implement it again. Lorna Hawkins distributed a Community Assessment Information sheet that she developed as an idea to mail to residents (this would be a bilingual survey: English-Spanish) in order to receive their input on problems in the community and ask if residents would like to have workshops to discuss and possibly come up with solutions to those problems. Deborah Jackson will look into similar programs that other cities have to get some tips to implement that program in the city of Lynwood. D. QUARTERLY REPORT TO CITY COUNCIL It was suggested to give the City Council a report on the commission's projects and activities possibly in August. Mr. Litsinger was selected to give the next report to the City Council, date to be selected later. PUBLIC ORALS ` - Deborah Jackson distributed copies of a draft letter to be mailed to residents of Waldorf Drive, Virginia Street, California Avenue, and Alma Street inviting them to the next regular meeting . to discuss problems in their neighborhoods. It was suggested to invite residents from one street at a time, as followS: 1. California Avenue 2. Waldorf Drive 3. Virginia Street � 4. Alma Street -Lorna Hawkins commented that a representative from the Sheri:ff's Department should be present at all meetings of the Community Affairs Commission to answer questions, specially when residents from the above streets attend the meetings to discuss the problems in their neighborhoods. - Deborah Jackson commented on the National Civic League ' Conference in San Antonio, Texas. The city of Lynwood gave an excellent presentation, but it did not win the All America City Award. It was a very good learning experience for the seventeen persons who represented the city at this conference. The city is expected to participate aqain next year and hope£ully win the award. She also invited commiss�oners to the All America City Award Appreciation Dinner to be held on Monday, July lst, 6:30 p.m. at Bateman Hall. 2 � � „ � - Bette Espeseth announced that the staff of the Lynwood Unified School District is moving to their new building (across the street) tomorrow. - Yolanda Bays is concerned about the safety at the parks in the city.
