' ' �I ' � � RSGUI,AR MEETING OF TH8 COMMUNITY AFFAIRS COMIiISSION May 15, 1991 The Community Affairs Commission met in a regular session on May 15, 1991 at the City of Lynwood City Council Chambers. (Agenda , was duly posted as prescribed by the Brown Act.) Chairperson David Litsinger called the meeting to order at 5:00 p.m. Commissioners present were: Yolanda Bays, Bette Espeseth, Lorna Hawkins, David Litsinger, Barbara Newton, and Lucille Walker. Ann A. Fields had an excused absence. Staff present were: Roy Bufanda and Pat Alvarez. The minutes were approved as distributed. SCHEDULED MATTERS A. SHERIFF'S AGENDA Deputy Frederick Shaw, from the Sheriff's Deparment spoke reqarding the upcoming National Civic League Conference in San Antonio, Texas. He will be representing the Lynwood Sheriff's Youth Athletic League at the conference, and will speak regarding their different programs. B. CITIZEN OF THE MONTH AWARD PROGRAM Commissioners gave the following suggestions for this project: - Have an annual picnic or banquet to honor all Citizen of the Month recipients for that year. - Present a plaque from City Council - Give them a give them a gift certificate (about $50) - It was suggested to include residents who do volunteer work only. Commissioners were asked to bring more suggestions to establish the following: -Criteria for selection -Type of award -Program for presentation -Budget C. VETERANS MEMORIAL DAY SERVICE David Litsinger attended South Gate's Memorial Service and suggested doing something similar in the city of Lynwood. It was I mentioned that Lynwood High School has an annual Memorial Day ' 1 i i ' � �' Ceremony. They also mentioned that it would help if word got aroud to the community in general, not just to the students, so that the whole city could participate. It was suggested to work together with the School District in the future to organize this annual event. D. UPDATE ON ALL AMERICA CITY AWARD PROGRAM Staff is working on putting a script together for the presentation at the National Civic League Conference in San Antonio, Texas. Each of the thirty finalist cities will have 10 minutes to give a presentation, which will be the basis for the final judgement where 10 cities will be selected to receive the All America City Award. Three cities from the state of California were selected as finalists: Duarte, Lynwood and Modesto. E. REPORT ON WE TIP CONFERENCE Yolanda Bays and Lorna Hawkins attended the We Tip Conference on Saturday, May 26 at the Queen Mary in Long Beach. They both enjoyed very informative workshops which included the following topics among others: abuse against children and women, crack babies, and crime in general. Yolanda Bays introduced the idea of hosting workshops on topics of interest to the community. She suggested to have the Community Affairs Commission work together with the Sheriff�s Department to possibly get free speakers so that the community can attend the workshops free of charge. David Litsinger asked Yolanda and Lorna to bring a proposal on how to start this program by the next regular meeting sa that it can be presented to City Council. PUBLIC ORALS - Lorna Hawkins suggested giving City Council members a report of commission's activites every three months. One of the commissioners will be chosen at the next regular meeting to give a report in July. - Lorna Hawkins is hosting a Self-Help show on May 23 at 5 p.m. This show will be aired on HBO and "60 Minutes" in September. - Bette Espeseth attended the Atlantic Street Scene, the Pancake Breakfast and the Girl's Basketball Banquet. - David Litsinger announced the Special Commissioner's Meeting, which will take place today, May 15 at Council Chambers at 6:00 p.m. There being no further business, the meeting adjourned at 6:00 p.m. The next meeting is scheduled for Wednesday, June 19, 1991. 2 � F �/1. �� ��-,_ � � � � - � Q�,� � COUNTY OFLOS ANGIIFS SI�ERIFF'S DEPARTMENT DA1B: Ji7NE 3, 1991 INTER-0FFTCE CORRESPONDEN(� FII.E NO FRO ERT J. T5' Since January 1991, there h:.s beu� a high level of en€orcement activity in the vicinity of Califomia Avenue and Seechwood Avenue. NaTcoar.s Rurrau has conducted eight sepazate "buy bust" operations resuldng in. ten atrests. They have also served two narcotic rclated search waaants during. the same period in the area At least thirty five reports have been prepared by patrol personnel and resources were committed to the foliow-up of those reports. Several "spe�ial patrol requests" have been provided to the patrol in the form of briefing memorandums and have resuited in an increased patrol presence and a. heightened awareness of the criminal activity in the azea. HII2IOT, CTI'Y MANAGER OOD STAT'fON CiTY OF LYNWOOD SUBJECT: TEAM POLICING There has been recent interest in the "team policing" concept to the delivery of law enforcement service and its applicability to the City of Lynwood. "Team policing" for the Los Angeles County SherifFs Department has its origins at several of the larger stations with multiple contract cities, such as Lakewood Station and Norwalk Station. The concept dedicates individual deputies to a specific geographic area for a specified period in an attempt to develop a stronger bond between that individual deputy or group of deputies and the community they work in, rather than assign a different deputy each day. Lynwood Station has only four cars assigned per shift that do not work directly for the City of Lynwood (East Rancho Dominguez and Willowbrook). These cars transit the City going [o and from their patrol areas and often provide police service when they observe criminal activity or when called into the City for assistance. The remainder of the patrol force is dedicated to [he service of the City's needs and comprise the "team" providing service to the City. In an effort to provide closer bonds wi[h the community, individual field officers are assigned to attend block watch meetings and presentations at the Crime Information and Prevention Center. Recurrent in-service training frequently targets Department - City relations and solutions to mumal problems. In a further effort to provide a more personal association with the community, we have recently embarked on a program to realign [he individual patrol car geographic areas and will increase the emphasis to assign calls to the "beat" car whenever possible. We believe this will enable the individual deputies to become more aware of [he citizens' priorities and the crime problems in their area. We are always looking for new or innovative ways to promote a harmonious reponse to the community's needs.
