HomeMy Public PortalAbout20010521REGULAR COUNCIL MEETING MAY 21, 2001 1 CALL TO ORDER The Regular Council Meeting of May 21, 2001, was convened at 6:00 P.M. by President Pro Tempore Charles Jackson in the absence of Mayor Tom Rackers. Prayer was offered by Councilman Steve Nelson, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Angle, Jackson, Landwehr, Nelson, Olsen, Viessman, Vincent, Vogel, and Weber Absent: Blaney A quorum was declared present. PUBLIC HEARINGS Rezoning 2313 Beasley Court from RS -2 (Single Family Residential) to PUD (Planned Unit Development)— Charles Lansford, Interim Director of Planning & Code Enforcement, made a presentation outlining the background of the requested rezoning. Following Mr. Lansford's presentation, no one present requested to speak in favor of, or opposition to, the proposed rezoning. President Pro Tempore Charles Jackson declared the public hearing concluded. PRESENTATIONS FROM THE GALLERY Mr. Gerrit Denhartog, 2911 Sue Drive, made a presentation regarding "substance abuse and quality of life in Jefferson City." Following Mr. Denhartog's presentation, he answered questions from Council members. CONSENT AGENDA The following items were presented to the Council for their approval by consent: a. Councilman John Landwehr stated that the property owner is considering changing his rezoning request to Planned Unit Development (PUD) instead of RA -2. A lengthy discussion was held regarding whether local preference should be addressed in this ordinance or not. City Counselor Allen Garner stated that this bill could be amended to reflect the Council's wishes concerning that issue instead of creating a separate bill for it. Councilman Charles Jackson requested that Bill 2001 -16 be placed on the Informal Calendar in order to allow staff to make the necessary amendments based on Council's requests concerning the local preference issue. Bill 2001 -17, sponsored by Councilman Jackson, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 29 OF THE CODE OF THE CITY OF JEFFERSON PERTAINING TO SEWERS AND SEWAGE DISPOSAL. President Pro Tempore Charles Jackson announced that since the sponsor of the bill, Councilman Carol Blaney, was not present that Bill 2001 -6 will remain on the Informal Calendar. RESOLUTIONS RS2001 -8 Authorizing Assignment of Control of Cable Television Franchise from AT &T Broadband to Mediacom (Vincent) A motion was made by Councilman Larry Vincent for adoption of RS2001 -8, seconded by Councilman Steve Nelson and approved unanimously. RS2001 -9 Authorizing Implementation of Purchasing Committee Recommendation (Vincent, Jackson, & Olsen) A motion was made by Councilman Larry Vincent to table RS2001 -9 until the June 4 Council meeting, motion was seconded by Councilman Cliff Olsen and approved unanimously. RS2001 -10 Acknowledging and reaffirming Article III - -The Council, Section 3.5., Prohibitions (c) of the City Charter (Vincent, Blaney, and Nelson) A motion was made by Councilman Larry Vincent for adoption of RS2001 -10, seconded by Councilman Steve Nelson and after a lengthy discussion, was defeated by the following roll -call vote: Aye: Nelson, Vincent, Vogel, and Weber Nay: Angle, Jackson, Landwehr, Olsen, and Viessman RS2001 -11 Authorizing Lewis and Clark Task Force of the Parks and Recreation REGULAR COUNCIL MEETING MAY 21, 2001 8 Commission to seek grant funding. (Blaney, Olsen, and Vincent) A motion was made by Councilman Cliff Olsen for adoption of RS2001 -11, seconded by Councilman Roy Viessman and approved unanimously. NEW BUSINESS Councilman Roy Viessman commended Councilman Steve Nelson for his contribution to the arts culture in Jefferson City by actively participating in The Little Theater. Councilman Larry Vincent asked Charles Lansford, Interim Director of Planning & Code Enforcement to make a brief oral report concerning the City's recycling program. Mr. Lansford reported that recently some citizens have been using the recycling bins for items that are now allowed in the recycling program, such as styrofoam packing materials and volumes of books. He stated that if this continues that the City will be forced to close down the collection centers. Councilman Steve Nelson made comments regarding an upcoming meeting of the Lower Jefferson City Conservation District, and invited anyone interested to attend. Councilman Cliff Olsen made comments regarding diagonal parking in the downtown area and provided some information on handouts concerning the use of diagonal parking by Kalamazoo, MI. Councilman Cliff Olsen made comments regarding the draft of the zoning code as rewritten by the Zoning Ordinance committee. He suggested that citizens read it carefully and attend upcoming meetings to ask questions and discuss items proposed in it. Upcoming meetings which will allow public input will be held May 31 and June 12 at 6:30 PM in the upper level conference room of City Hall. COUNCIL LIAISON REPORTS Councilman Charles Jackson announced a Public Works and Planning Committee meeting for Thursday, May 24. APPROVAL OF CLOSED SESSION MINUTES Minutes of the May 7, 2001, Closed Session — A motion was made by Councilman Cliff Olsen for approval, seconded by Councilman Steve Nelson and approved unanimously.
