RESOLUTION REGARDING AN ORDER FOR THE UV2.LEDIENTATION
OF A DISTRICT -WIDE REVALUATION PROGRAM FOR ALL REAL
PROPERTY LOCATED WITHIN THE BOROUGH OF CARTERET
AND AUTHORIZING A REQUEST FOR QUALIFICATIONS BE
ISSUED TO PERFORM.SAID REVALUATION SERVICES
WHEREAS, it has been brought to the attention of the Borough Council of the Borough
of Carteret that a problem currently exists, with potential far reaching impact in the
immediate future, upon the orderly and proper administration of the real property tax
administration system for all of the real property located within Carteret Borough; and
WHEREAS, it has been determined that the Year 2011 average ratio for all real property
located within Carteret is 37.18% and the general coefficient of deviation is 19.38 with
the anticipation of a rise in the near future; and
WHEREAS, the Middlesex County Board of Taxation has mandated that the average
ratio to true value for all real property located within the County should be 100 %; and
NYtMREAS; it is anticipated that the average ratio shall continue to fall in the future and
the coefficient of deviation shall continue to rise resulting in a continued increase in tax
appeals being filed by the Borough's large commercial and industrial property owners;
and
WHERESAS, the guidelines promulgated by the Division of Taxation located within the
New Jersey Department of Treasury recommends that a municipal district -wide
revaluation program should be instituted where the average ratio has fallen below 85%
and the general coefficient of deviation is in excess of 15 %; and
WHEREAS, the Municipal Council of the Borough of Carteret has concluded, after due
and protracted discussion among its members and with the consultation and advice of the
Borough's professionals, that a municipal -wide revaluation is essential and indispensable
to ensure a fair and equitable distribution of the local tax burden among all property
owners with the Borough.

NOW, THEREFORE, BE IT RESOLVED BY THE BOROUGH COUNCIL OF
THE BOROUGH OF CARTERET AS FOLOWS:
1. That the Carteret Borough Council, upon the consultation and advice of the
Borough's professionals, hereby petitions the Middlesex County Board of
Taxation to enter an Order directing the immediate institution and implementation
of a District -wide revaluation program of all real property located within the
boundaries of the Borough in accordance to the provisions contained in Title 54
of the Laws of the State of New Jersey.
2. That, in accordance with the above, the Borough's Law Director and the
appropriate Borough officials are hereby authorized and directed to prepare and
issue a Request for Proposals for the performance of the required professional
revaluation services.
