HomeMy Public PortalAbout20010604REGULAR COUNCIL MEETING JUNE 4, 2001 1 CALL TO ORDER The Regular Council Meeting of June 4, 2001, was convened at 6:00 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Cliff Olsen, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Angle, Blaney, Landwehr, Nelson, Olsen, Viessman, and Vincent Absent: Jackson, Vogel, and Weber A quorum was declared present. PRESENTATIONS FROM THE GALLERY The following persons made presentations in favor of the proposed sidewalk improvement project in the downtown business district: Wallace McMullan, 2805 Mohawk Drive Ron Dawson, 2001 Wayne Ave. Dean Martin, 1060 Roseridge Circle Sam Bushman, 339 Redwing Drive Dottie Dallmeyer, 200 Chestnut PRESENTATIONS FROM STAFF, CONSULTANTS AND INVITED GUESTS Mr. Dale Siebeneck from Evers and Company presented his company's audit of the City of Jefferson to the Council. He gave a brief overview of the complete audit, including recommendations. CONSENT AGENDA The following items were presented to the Council for their approval by consent: a. Council Meeting Minutes May 21, 2001 REGULAR COUNCIL MEETING JUNE 4, 2001 2 Council Meeting Minutes May 23, 2001 c. Authorizing Renewal of Contract with Cole County Special Services d. Sole Source Procurement, Signal Controllers — Public Works Dept. A motion was made by Councilman Carol Blaney for approval of the Consent Agenda, motion was seconded by Councilman Larry Vincent, and approved unanimously. BIDS OVER $25,000 The following bids over $25,000 were presented to the Council for their consideration: a. Bid 1883 (RENEWAL), Concrete and Concrete Products, Public Works, Parks & Recreation Bid 1951 - Digital Logging Recorder, Police Dept. c. Bid 1952 - Communication Console Furniture, Police Dept. Councilman Cliff Olsen made a motion to approve item (a), seconded by Councilman Steve Nelson and approved unanimously. A motion was made by Councilman Larry Vincent to approve item (b), seconded by Councilman Roy Viessman and approved unanimously. Finance Director Steve Schlueter requested that the Council withdraw item (c) from consideration since a letter of protest had been received regarding this item, and staff needed more time to review this particular bid. No actions were taken by Council on item (c) at this time. REGULAR COUNCIL MEETING JUNE 4, 2001 8 Bill 2001 -11, sponsored by Councilman Landwehr, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING 1102 AND 1104 WEST MAIN STREET FROM RS -2, SINGLE FAMILY RESIDENTIAL TO RA -2, MULTIPLE FAMILY RESIDENTIAL. Councilman John Landwehr requested that Bill 2001 -11 remain on the Informal Calendar at this time. Bill 2001 -16, sponsored by Councilmen Weber and Vincent, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING SECTION 2 -379 (PURCHASING LIMITS) PARAGRAPH C AND SECTION 2 -396 (BIDDING PROCEDURES FOR CONSTRUCTION PROJECTS) OF THE CODE OF THE CITY OF JEFFERSON PERTAINING TO PURCHASING. Councilman Larry Vincent requested that Bill 2001 -16 be removed from the Informal Calendar and placed on final passage. Councilman Larry Vincent made a motion to accept the Substitute Bill 2001 -16 which was distributed to the Council in their June 1 packets, motion was seconded by Councilman John Landwehr and approved unanimously. Substitute Bill 2001 -16 was then passed as Ord. 13209 by the following roll -call vote: Aye: Angle, Blaney, Landwehr, Nelson, Olsen, Viessman, and Vincent Nay: None RESOLUTIONS RS2001 -9 Authorizing Implementation of Purchasing Committee Recommendation (Vincent, Jackson, & Olsen), which was laid on the Table at the May 21, 2001, Council Meeting. Councilman Vincent and Olsen requested that Resolution RS2001 -9 remain on the Table until the June 18 meeting. NEW BUSINESS Councilman Steve Nelson recognized members of the gallery present from Ward Two which had recently made application for a Lower Jefferson City Conservation District. Councilman Clyde Angle announced that Council for Drug Free Youth is holding a youth summit for underage drinking on July 18 and 19. REGULAR COUNCIL MEETING JUNE 4, 2001 9 COUNCIL LIAISON REPORTS Councilman Cliff Olsen announced that a Stormwater Committee meeting will be held June 5 at 5:30 P.M. at City Hall. Councilman John Landwehr announced that the next public hearing to allow citizen input in the proposed zoning ordinance rewrite will be June 12 at 6:30 PM, and that the entire proposed zoning code is on the City Clerk's web site at www.jeffcity.net/cityclerk for citizens who wish to view it and then use the form there to make comments. Councilman Carol Blaney announced a meeting of the bicycle and pedestrian group will be held June 6 at 7:00 P.M. at City Hall. Councilman Larry Vincent asked Parks and Recreation Department Director Bill Lockwood to announce the upcoming Kids' Fishing tournament sponsored by Parks and Recreation and the local Bassmasters organization. Mr. Lockwood announced that it will be held Saturday, June 9, and is open to children 16 and under. ADJOURN MENT There being no further business to come before the Council at this time, a motion was made by Councilman Larry Vincent for adjournment, seconded by Councilman Carol Blaney, and approved unanimously at 7:10 P.M.
