HomeMy Public PortalAbout071-2015 - Appropriation - Sanitary - Solid WasteCOMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA ORDINANCE NO.71-2015 AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO THE RICHMOND SANITARY DISTRICT'S 601 SOLID WASTE ACCOUNT WHEREAS, The Board of Sanitary Commissioners (hereinafter "Board") for the Richmond Sanitary District (hereinafter "RSD") is assigned, and charged with, and is responsible for the annual collection of leaves for the City of Richmond, Indiana (hereinafter "City") and WHEREAS, The Street Department of City (hereinafter "Street Department"), and not the RSD, has, for many years, used its employees and equipment to annually clear Richmond's streets and sewers of leaves, thereby dramatically reducing the cost RSD would have incurred were it to do the leaf collection with its own employees and equipment; and WHEREAS, Employees of the City, including employees of the Richmond Sanitary District and the Street Department, have gone without any pay raises for at least seven (7) years and over that same period of time have only been granted two (2) stipends of Five Hundred Dollars ($500.00) each in 2013 and in 2014; and WHEREAS, Common Council (hereinafter "Council") believes that the City does not currently have, nor does it anticipate having, an operating cash surplus in its 2015 budget in which to grant City employees any stipends for 2015; and WHEREAS, Council believes it is in the best interests of the Board of RSD and Council for the RSD to pay the Street Department for the Street Department's work for its leaf collection work on behalf of RSD, with said payment to be made to the Street Department's Motor Vehicle Highway fund (hereinafter "MVH); and WHEREAS, There are not sufficient funds at the present time in RSD's 2015 budget in its 601 Solid Waste fund to make a payment to the City's Street MVH account for stipends for City employees for 2015; and WHEREAS, Council believes that there are sufficient cash assets available in its 601 Solid Waste account that could help assist and augment the Street Department's MVH account for the purpose of granting all City employees stipends for the year 2015, all of which would not impair RSD's ability to operate its Solid Waste program or to meets its obligations thereto; and WHEREAS, The Board of RSD has recommended that its payment to the Street Department's MVH fund be in the amount of $248,000, which amount is the estimated cost of the equipment used, miscellaneous expenses and the payment for the wages of Street Department employees to do the City's annual leaf collection; and WHEREAS, Council is willing to make an additional appropriation of $248,000 to the 2015 budget of RSD's 601 Solid Waste account, with said additional appropriation of $248,000 being the amount that RSD will pay from its 601 Solid Waste account to the Street Department's Motor Vehicle Highway account. WHEREAS, Common Council of the City of Richmond, Indiana passed an annual budget for calendar year 2015 on October 21 st, 2014 (Ordinance No. 42-2014); and WHEREAS, It has been determined it is now necessary to appropriate additional sums of money to certain funds. NOW THEREFORE, BE IT ORDAINED by the Common Council of the City of Richmond, Indiana, which said Council, having reviewed and discussed the recitals set forth above, now adopts the findings of fact set forth above and hereby incorporates the recitals set forth above into this ordinance and said findings of fact. NOW, THEREFORE, BE IT FURTHER ORDAINED by the Common Council of the City of Richmond, Indiana, that the following additional sums of money are hereby appropriated to the following fund: 1. Richmond Sanitary District 601 Solid Waste Account $ 248,000.00 Passed and adopted this Z(, day of by the Common Council of the City of Richmond, Indiana.
