ORDINANCE NO. 72-2015
AN AMENDED APPROPRIATION ORDINANCE ALLOWING STIPENDS IN
LIEU OF PERMANENT SALARY AND WAGE INCREASES
TO BE PAID TO EMPLOYEES OF THE CITY OF RICHMOND
WHEREAS, Indiana Code 36-4-7-3 requires the Mayor to fix the compensation of each
appointive officer, deputy and other employee of the City of Richmond
departments, except police officers and firefighters, prior to November 1 st for the
enduing budget year subject to the approval of Common Council; and
WHEREAS, Said statute also allows the City Clerk to fix the compensation of the deputies and
employees of the Clerk's officer prior to November 1 st for the ensuing budget
year subject to the approval of Common Council; and
WHEREAS, Indiana Code 36-8-3-3(d) requires Common Council as the legislative body of the
City of Richmond, Indiana, to fix the annual compensation of all police officers
and all firefighters by ordinance; and
WHEREAS, The base salaries of City employees have not increased in several years due to
funding shortages; and
WHEREAS, The City administration is requesting that an amount of up to One Thousand
Dollars and Zero Cents ($1,000.00) as a stipend in lieu of permanent salary and
wage increases be approved for all full-time active employees of the City who are
actively employed as of and on October 30, 2015; and
WHEREAS, The City administration is requesting that permanent part-time active employees
who are actively employed by the City as of and on October 30, 2015, also
receive a stipend in lieu of permanent salary and wage increases, with individuals
who have worked an average of twenty (20) or more hours per week in 2015 to
receive one-half (1/2) of the stipend amount approved for full-time employees;
and
WHEREAS, The City administration is requesting that permanent part-time active employees
who are actively employed by the City as of and on October 30, 2015, also
receive a stipend in lieu of permanent salary and wage increases, with individuals
who have worked an average of ten (10) to nineteen (19) hours per week in 2015
to receive one-fourth (1/4) of the stipend amount approved for full-time
employees; and

WHEREAS, The administration is requesting that individuals hired after October 30, 2015, and
permanent part-time active employees who have worked an average of less than
ten (10) hours per week in 2015 shall be excluded from receiving a stipend and
that individuals who are merely listed or retained for purposes of the City's
payroll but who are not actively working for the City shall also be excluded from
receiving a stipend; and
WHEREAS, Such stipends payable as set forth above shall be paid to said full-time employees
and to said permanent part-time active employees on a separate check on or
before December 31, 2015, if administratively possible.
NOW, THEREFORE, be it ordained by Common Council of the City of Richmond,
Indiana that a stipend in lieu of a permanent salary and wage increase is approved as described in
the above -stated recitals and shall paid as follows on or before December 31, 2015, if
administratively possible:
1. The amount of up to One Thousand Dollars and Zero Cents
($1,000.00) for all full-time active employees of the City who are actively
employed by the City as of and on October 30, 2015;
2. For all permanent part-time active employees who are actively
employed by the City as of and on October 30, 2015, and who have worked an
average of twenty (20) or more hours per week in 2015, said employees shall
receive one-half (1/2) of the stipend amount approved for full-time employees;
and
3. For all permanent part-time active employees who are actively
employed by the City as of and on October 30, 2015, and who have worked an
average of no less than ten (10) and up to nineteen (19) hours per week in 2015,
said employees shall receive one-fourth (1/4) of the stipend amount approved for
full-time employees. )
