HomeMy Public PortalAbout20010618REGULAR COUNCIL MEETING JUNE 18, 2001 1 CALL TO ORDER The Regular Council Meeting of June 18, 2001, was convened at 6:00 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Charles Jackson, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Viessman, Vogel, Vincent, and Weber Absent: None A quorum was declared present. PRESENTATIONS FROM THE GALLERY Mr. Jesse Hathcock, 608 Castle Drive, from the Jefferson City Evening Lions Club, presented an executed contract between the Lions and the City for donated bus shelters. Mayor Tom Rackers thanked Mr. Hathcock and his fellow Lions Club members for this important donation to the citizens of Jefferson City The following persons made presentations in favor of the proposed sidewalk improvement project in the downtown business district: Ron Agee, 5501 Fox Brier Lane, proprietor of Madison's Cafe in downtown Jefferson City. Mark Allen, 3235 S. Ten Mile Drive, spoke on behalf of the State of Missouri and state employees Edward Legge, 1309 Heritage Hill, a state employee who is also visually disabled, spoke on behalf of other disabled citizens of the city Jeanne Legge, 1309 Heritage Hill, a state employee located in the 200 block of High Street. PRESENTATIONS FROM STAFF, CONSULTANTS AND INVITED GUESTS Mr. Jim Crabtree, 1309 Roseview, representing the Environmental Quality Commission, made a presentation regarding the beautification plan for the downtown area. REGULAR COUNCIL MEETING JUNE 18, 2001 2 CONSENT AGENDA The following items were presented to the Council for their approval by consent: a. Council Meeting Minutes June 4, 2001 b. Bid 1828 - (Renewal - Year 3) Influent / Effluent and Sludge Cake Sample Testing, Water Pollution Control Plant A motion was made by Councilman Charles Jackson for approval of the Consent Agenda, motion was seconded by Councilman Steve Nelson, and approved unanimously. BIDS OVER $25,000 The following bids over $25,000 were presented to the Council for their consideration: a. Bid 1946 - SRW Van w/Multiconductor TV Inspection Equipment, Wastewater Div. A motion was made by Councilman Larry Vincent for approval, seconded by Councilman Carol Blaney, and approved unanimously. b. Bid 1947 - Truck Mounted High Pressure Pipe Cleaner, Wastewater Div. A motion was made by Councilman Larry Vincent to approve, seconded by Councilman Charles Jackson, and approved unanimously. BILLS INTRODUCED Bill 2001 -38, sponsored by Councilman Blaney, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH THE MISSOURI DEPARTMENT OF TRANSPORTATION FORA 5309 CAPITAL ASSISTANCE GRANT TO FUND THE PURCHASE OF BUSES AND EQUIPMENT. Bill 2001 -39, sponsored by Councilman Landwehr, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH SHAFER, KLINE & WARREN, INC. FOR UPDATE OF THE ANNEXATION PLAN Councilman Cliff Olsen requested that language be added stating that this phase of the project is limited for six months, and the rest of the project open -ended until October 2002. Councilman Cliff Olsen made a motion to suspend the rules on Bill 2001 -43 since the Council will probably not meet on July 2, motion was seconded by Councilman Larry Vincent, and approved unanimously. There were no objections to taking up that item out of order. Councilman Carol Blaney requested that Bill 2001 -6 remain on the Informal Calendar, where it dies at this time. Councilman John Landwehr requested that Bill 2001 -11 remain on the Informal Calendar at this time. RESOLUTIONS RS2001 -9 Authorizing Implementation of Purchasing Committee Recommendation (Vincent, Jackson, & Olsen), which was laid on the Table at the May 21, 2001, Council Meeting. A motion was made by Councilman Larry Vincent for adoption of RS2001 -9, seconded by Councilman Bob Weber and approved unanimously. NEW BUSINESS Status of July 2, 2001, Council Meeting — Councilman Larry Vincent moved that the July 2 Council Meeting be canceled due to the proximity to the Fourth of July holiday, motion was seconded by Councilman Cliff Olsen and approved unanimously. The next Council Meeting will be July 16, 2001 Councilman Steve Nelson commended the Street Division on the excellent job they are doing on this year's milling and overlay project on W. High and W. Main Streets. REGULAR COUNCIL MEETING JUNE 18, 2001 9 Councilman Cliff Olsen announced that a Ward Three meeting will be held on Thursday, June 28 from 6:30 to 8:30 P.M. at City Hall in an "Open House" format so citizens can come and go at their convenience to discuss stormwater issues. Public Works Director Marty Brose announced that identical Ward Meetings will be held for the other wards as follows: Wards One and Five — Thursday, July 26, 6:30 to 8:30 P.M. Wards Two and Four — Thursday, September 27, 6:30 to 8:30 P.M. Councilman Cliff Olsen announced that a questionnaire will be going out to citizens about stormwater issues and they were encouraged to fill those out and return them to help the city address that issue. UNFINISHED BUSINESS Councilman Clyde Angle made comments regarding Convention and Visitors Bureau issues and stated he felt several questions needed to be answered and asked that the issue be placed on the July 16 Council Agenda. Councilman Clyde Angle stated he had received a call regarding the problem with geese at the Sunset Lake area. City Administrator Rich Mays stated he had received a call from the same citizen and that he had asked Parks and Recreation Department Director Bill Lockwood to contact the citizen regarding the issue. COUNCIL LIAISON REPORTS Councilman Larry Vincent requested that Charles Lansford, Interim Director of Planning & Code Enforcement make an announcement concerning the Environmental Services Committee. Mr. Lansford stated that at this year's citywide annual trash pickup, the number of large appliances picked up increased three to four times over the number normally picked up. As a result, appliances will no longer be included as items that can be left for the annual citywide pickup, and the city will advertise that fact next year in connection with the pickup. Councilman Carol Blaney announced a meeting of the Bicycle and Pedestrian committee for Wednesday, June 20 at 7:00 P.M. at City Hall. Councilman Charles Jackson announced a Public Works & Planning Committee meeting for Thursday, June 21 at 6:30 P.M. at City Hall. GO INTO CLOSED SESSION REGULAR COUNCIL MEETING JUNE 18, 2001 10 Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, Mayor Tom Rackers called for a motion to go into Closed Session to discuss the following: a. Real Estate [Sec. 610.021.(2)] b. Personnel [Sec. 610.021(3)] A motion was made by Councilman Charles Jackson to go into Closed Session, seconded by Councilman Larry Vincent, and approved unanimously by the following roll -call vote at 7:45 P.M. Aye: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Viessman, Vincent, Vogel and Weber Nay: None The Council moved to the upper -level Conference Room for the closed session.
