Mayor Vandernail called the meeting to order at 6:00 p.m.
1. Rollcall: Mayor Philip Vandernail; Mayor Pro-Tern Eileen Waldow; Trustees; Andy
Miller, Herb Meyring, Katie Soles, Parnell Quinn and Ryan Barwick
2. Executive Session:
For a conference with the Town Attorney for the purpose of receiving legal advice on
specific legal questions under C.R.S. Section 24-6-402(4)(b) and For the purpose of
determining positions relative to matters that may be subject to negotiations, developing
strategy for negotiations, and/or instructing negotiators, under C.R.S. Section 24-6-
402(4)(e). Regarding litigation to include TM Durbin and TA McGowan
Trustee Soles moved, and Trustee Miller seconded the motion to enter the Executive
Session at 6:02 pm. Motion carried: 7-0.
Trustee Soles moved, and Trustee Miller seconded the motion to exit the Executive
Session at 6:30 pm. Motion carried: 7-0.
Town Attorney McGowan was excused after the Executive Session.
Attorney's Opinion Required by C.R.S. 24-6-402(2)(d.5)(II)(B). As the attorney
representing th- To •• of Fraser, I am of the opinion that the entire executive session,
which was no ' ,a-de., constituted a privileged attorney-client communication.

Trustee Soles moved, and Trustee Waldow seconded the motion to approve the
agenda moving items 5(g) Resolution 2019-12-14 Headwaters Trail Alliance
Memorandum of Understanding and 5 (h) Resolution 2019-12-15 Crosswalk Lighting
Purchase before the Public Hearing. Motion carried: 7-0.
4. Consent Agenda:
a) Resolution 2019-12-01 GIS
b) Resolution 2019-12-02 105 Norgren Lease Agreement
c) Resolution 2019-12-03 200 Eisenhower Lease Agreement
d) Resolution 2019-12-04 Fraser Valley Metropolitan Recreation District Lease

f) Resolution 2019-12-06 Rendezvous License Agreement
Trustee Miller moved, and Trustee Quinn seconded the motion to approve the consent
agenda. Motion carried: 7-0.
5. Updates:
Soles- Bury power lines, look at potential flooding
Durbin- Grand Places
Barwick- Deed Program, cross walk lighting
Mayor- Flashing open signs on businesses
Miller- Mill Levy
6. Discussion and Possible Action Regarding:
a) Resolution 2019-12-15 Crosswalk Lighting Purchase
Trustee Soles moved, and Trustee Miller seconded the motion to approve Resolution
2019-12-15 Crosswalk Lighting Purchase. Motion carried: 7-0.
b) Resolution 2019-12-14 Headwaters Trail Alliance Memorandum of
Understanding
Maire Sullivan from Headwaters Trail Alliance presented and answered questions.
Trustee Miller moved, and Trustee Barwick seconded the motion to approve Resolution
2019-12-14 Headwaters Trail Alliance Memorandum of Understanding. Motion carried:
7-0.
7. Public Hearing And Possible Action:
a) 2020 Budget
Proof of publication was provided in the packet. No public comment was taken.
Trustee Soles moved and Trustee Quinn motion to close the Public Hearing. Motion
carries 7-0.
8. Discussion and Possible Action Regarding:
a) Resolution 2019-12-08 Summarizing Revenues and Expenditures for Each Fund
b) Resolution 2019-12-09 Levying Property Taxes

c) Resolution 2019-12-10 Appropriating Sums of Money to Various Funds and
Agencies
d) Resolution 2019-12-11 Law Enforcement Budget
e) Resolution 2019-12-12 Building Department Budget
Trustee Soles motioned and Trustee Miller seconded the motion to approve
Resolution 2019-12-08 Summarizing Revenues and Expenditures for Each Fund,
Resolution 2019-12-09 Levying Property Taxes, Resolution 2019-12-10 Appropriating
Sums of Money to Various Funds and Agencies, Resolution 2019-12-11 Law
Enforcement Budget Resolution 2019-12-12 Building Department Budget. Motion
carried: 5-2, Nay Quinn and Barwick
f) Resolution 2019-12-13 Adopting Financial Policies
Trustee Soles moved, and Trustee Miller seconded the motion to approve Resolution
2019-12-13 Adopting Financial Policies. Motion carried: 7-0.
9. Open Forum:
Mayor Vandernail Thanked Rytis Raila for working with the Town and best of luck in his
future position.
10. Adjourn:
Trustee Quinn moved, and Trustee Waldow seconded the motion to adjourn. Motion
carried: 7-0. Meeting adjourned at 7:25 p.m.
