COUNCIL MINUTES
SPECIAL MEETING - FEBRUARY 24, 1994
The special meeting of the Bal Harbour Village Council was
held on Thursday, February 24, 1994, in the Conference Room at Bal
Harbour Village Hall. The meeting was called to order at 11:45
a.m. by Mayor Spiegel. The roll was called and those present were:

Carole Sherouse Morris, Village Manager
Jeanette Horton, Village Clerk
Gilberto Pastoriza, Deputy Village Attorney
John Hamilton, Attorney with Wicker,Smith
Tutan, O'Hare, McCoy, Graham & Lane
Absent: Assistant Mayor Blank
Councilman Taplin
As a quorum was determined to be present, the meeting
commenced.
2. Executive Session:
The purpose of this session is to discuss the litigation of Case
#93-1192-CIV-ATKINS Robinson V. Village of Bal Harbour. At this
time the Executive Session was convened and the Village Clerk left
the meeting.
At the end of the executive session Mayor Spiegel reconvened the
special meeting of the Bal Harbour Village Council.
3. Other Business:
Mrs. Morris stated she needs the Council's direction as to holding
an executive session at 3:00 p.m., March 2nd before the Joint
meeting with the City of North Miami. Councilman Hirsch' suggested
the public be allowed to speak prior to the executive session. It
was the consensus of the Council to hold a special meeting, at 2:30
p.m. for public discussion and the executive session at 3:00 p.m.
After much discussion the Council directed Mrs. Morris to contact
Reeder Glass of Holland & Knight and advise him the Council wants
a strong litigator or they would seek a Co -Council.
4. Adjourn:
There being no further business to come before the Council, a

motion was offered by Councilman Boggess and seconded by Councilman
Hirschl to adjourn. The motion carried unanimously (3-0), with
Assistant Mayor Blank and Councilman Taplin absent, and the meeting
adjourned at 1:10 p.m.
