CALL TO ORDER
The Regular Council Meeting of September 17, 2001, was convened at 6:00 P.M. by
President Pro Tempore Charles Jackson in the absence of Mayor Tom Rackers.
Prayer was offered by Councilman Charles Jackson, followed by the Pledge of Allegiance.
ROLL CAL
The following Council Members were present for the roll call:
Present: Angle, Blaney, Jackson, Landwehr, Nelson Olsen, Viessman, Vogel,
and Vincent
Absent: Weber
A quorum was declared present.
ITEMS TAKEN UP OUT OF ORDER
President Pro Tempore Charles Jackson requested that Appointments by the Mayor be
taken up out of order at this time because the appointees were present at the meeting.
There were no objections to the Mayor's request to move these two items forward.
APPOINTMENTS BY THE MAYOR
President Pro Tempore Charles Jackson stated that Mayor Tom Rackers has submitted the
following recommended appointments to the Council for their consideration:
Christina Ortmeyer and Anna Luellen — Telecommunications Operators
A motion was made by Councilman Larry Vincent for approval, seconded by Councilman
Carol Blaney and approved unanimously. Ms. Ortmeyer and Ms. Luellen stood to be
recognized by the Council.
PUBLIC HEARINGS
Leslie Boulevard Appeal Hearing (Continuation) — Interim Planning & Code Enforcement
Director Charles Lansford made a presentation regarding the background of this issue. At the
conclusion of Mr. Lansford's presentation, the following citizens made presentations regarding
the issue:

Following the citizen presentations, there was a question and answer period by members
of the Council. At the end of the questions and answers, as well as statements by the
Council Members, Councilman John Landwehr moved to accept the recommendation of the
Planning and Zoning Commission and approve the application. President Pro Tempore
Charles Jackson suggested that since this application concerned citizens in Ward Five, that
one of the two Council Members from that ward might like to make the motion. Councilman
withdrew his motion.
Councilman Larry Vincent stated that he would make the motion although he was not in
favor of approving the application. Councilman Vincent moved to accept the
recommendation of the Planning & Zoning to approve the application, seconded by
Councilman Cliff Olsen. The motion was then approved by the following roll -call vote:

Rezoning of the 100 block of Kingsbury Court, 3234 North Ten Mile Drive and 3238
North Ten Mile — (Lots 35 -47 Forest Gate Subdivision) from RA -1, Multiple Family
Residential to RS -2, Single Family Residential. Interim Planning & Code Enforcement
Director Charles Lansford made a presentation giving the background of the proposed
rezoning. No one present requested to speak in favor of, or opposition to, the proposed
rezoning. President Pro Tempore Charles Jackson declared the public hearing concluded.
Rezoning of Part of 2106 Jefferson Street, Part of 2113 Red Oak Drive and 2126
Jefferson Street from RS -2, Single Family Residential to C -4, Planned Commercial
Development. Interim Planning & Code Enforcement Director Charles Lansford made a
presentation giving the background of the proposed rezoning. No one present requested
to speak in favor of, or opposition to, the proposed rezoning. President Pro Tempore
Charles Jackson declared the public hearing concluded.

PRESENTATIONS FROM THE GALLERY
Mr. Dick Groner, 1301 E. High Street, made a presentation regarding a Request For
Proposal (RFP) to sell property located at 302 E. High Street. Mr. Groner stated that after
reviewing the material provided to him by city staff regarding this issue, he still believes the
process for opening RFP's and negotiation with proposers should be changed.
CONSENT AGENDA
The following items were presented to the Council for their approval by consent:
a. Council Meeting Minutes September 4, 2001
b. Approving Easement for Exchange National Bank
Councilman Clyde Angle requested that item (a) be withdrawn and tabled so that additions
could be made regarding discussions which occurred at the September 4 meeting.
Item (b): A motion was made by Councilman Larry Vincent for approval of item (b) as
presented, seconded by Councilman Carol Blaney and approved unanimously.
BIDS OVER $25,000
a. Bid 1831 (Renewal 3rd Year) — Clothing and Operational Supplies, Police Dept.
b. Bid 1971 — Sodium Chloride, Public Works Dept.
A motion was made by Councilman Cliff Olsen for approval, motion was seconded by
Councilman Larry Vincent, and approved unanimously.

Councilman John Landwehr suggested that questions asked by Council Members regarding
bill 2001 -95 might be good to discuss at a mini work session. Councilman Larry Vincent
suggested that if a vehicle "booting" policy is used that it be done in a consistent manner.

Councilman Carol Blaney moved for adoption, seconded by Councilman Larry Vincent, and

NEW BUSINESS
Schedule Council Work Session to discuss following:
a. Convention Center (Councilman Angle)
b. City Priorities (Councilman Angle)
c. Five -Year Capital Improvement Plan (Councilman Angle)
d. School AREA Studies - JBM Consulting Engineers (Councilman
Angle)

e. Police Department Policy - Underage Drinking (Councilman Angle)

City Administrator Rich Mays asked Council Members to submit to his secretary three or four
"off Council" Monday evening dates that would be open for them to schedule work session(s)
to discuss the above, as well as some other items which Council requested for discussion.
Based on those dates, they will be contacted within the next few days to schedule work
sessions.
Councilman Roy Viessman asked questions about city personnel who may be called into active
duty as a result of the September 11 terrorist attacks in New York and Washington. Human
Resources Director Gail Strope stated that the city's personnel policy manual does have
provision to pay city personnel called into active duty the difference between their military pay
and their city salary for a period of six months.
Councilman Edith Vogel made comments regarding the display of the U.S. flag in the central
business district. She stated that no city ordinance prohibits flags on flagpoles in that district, and

that although there may not be flags on flagpoles in that district, most of the shops in the area
do have flags on display in their business windows.
Councilman Carol Blaney congratulated fellow Council Member Bob Weber on his upcoming
September 28 marriage.

COUNCIL LIAISON REPORTS
Councilman Charles Jackson announced that the September Public Works and Planning
Committee meeting has been canceled.
Councilman Cliff Olsen announced the Stormwater Open House Meeting will be held for
Wards Two and Four on Thursday, September 27, from 6:30 to 8:00 PM in the City Council
Chambers.
GO INTO CLOSED SESSION
President Pro Tempore Charles Jackson announced that pursuant to Sec. 610.021 of the
Revised Statutes of Missouri, the Chair would entertain a motion for the Council to go into
Closed Session to discuss one the following:
a. Personnel [Sec. 610.021(3)]
A motion was made by Councilman Cliff Olsen to go into Closed Session, seconded by
Councilman John Landwehr, and approved by the following roll -call vote at 9:30 P.M. •
