NARRATIVE: • l. Assessment of the relationship of the use of Community Development Block Grant {CDBG1 funds to locall� ` identified Community Development Obiectives. Community Development Objectives described in the 1990- 91 Final statement of Objectives include the following: Community Conservation: Enable citizens to live in a safe, decent and sanitary environment through continuation of various housing and property improvements and Code Enforcement programs. Housing Rehabilitation and Improvements: As part of its effort to preserve and upgrade its housing stock, the City continued its Deferred Payment Loan (DPL) Program Rental Rehabilitation and Bond Programs. The City also made grants for home' ^ improvement. Code Enforcement: During the year the City continued and expanded its Code Enforcement programs to help eliminate and prevent blighted condition. Violators were cited for Code Violations and infractions. Public Services: The City objective in public services was to improve public services and facilities. The City contracted , with the following sub-recipients: Project Impact, Fair Housing Foundation. The City funded several in-house and City public service programs. Through these=. programs over 500 low and moderate income persons received needed public services. 2. An assessment of the relationship of the use of Communitv Development Block Grant (CDBG1 £unds to the National Obiectives , Each of the activities listed above directly supports one or more of the National Objectives.
