Presentation by Prasine f�lartinez Code Enforcement Officer t . j h1s. I•iartinez distributed reports coveriny June, July and Auyust � activities within the Code Enforcement Division. She discussed the ; many duties of her Division, such as enforcement of the Lynwood Code S and the Municipal Code, maintenance of standards of liviny and �� protec,Cion of the health and general welfare of Lynwood residents. ? � She a}so discussed the route taken by her Division to enforce City i standards, which can terminate in the issuance of citations or in filing in court. They havc to be mindful of inany leyal technicalities which inay cunclude in the City being sued. She discussed illeyal aniinals (which are considered exotic and end'anyered), such as the boa constrictor which was yrandfathered in, as well as ten inice to feed said snake, and a horse stabled in a yaraye. She discussed efforts to eliminate display of yoods on the sidewalk in front of businesses. At this time, there are five people workiny for the Code Enforcement Division. Chairperson Araujo remeinbered lobbyiny the City Council Co yet more Code Enforcement personnel when they had only two officers, including Ms. Martinez. She thanked Ms. Martinez for her excellent display anu reports. Commissioner Wibecan thanked her for cvming and said he appreciated her knowledye of her job. Pis. Martinez distributed business cards. In answer to a yuestion, she said they cannot distribute food taken I from illeyal vendors. If anyone should becoine ill, Che City could Ue sued. ' � Cornmissioner Carr expressed her approval of the Code Enfiorcernent Division and her foridness for Ms. Martinez in particular, who has ` taken the time to acyuaint Commissioner Carr with the variety of her duties. • I. Both pYoperty.hearings were heard and appr.ovcd by Council on Se'p�tember 17�,� 1991. SPECIAL INSPECTIONS Emergency assistance was requested by t:he Fire Department at two sites, one of which involved fo�ir d5.f:f.e�-e:nt: 1ots. At both sites, Fire Department personnel were in the process o1' extinguishing fires which were.caused by code viola�tions in ehe rear of the propert,y.� Inspections weYe conducted and violati.oiis are in tlie proeess of, being' abated. New Business I Presentation by Jim Givens - Parks and Rec;reation Department Mr. Givens discussed the inany diversc ac�.�iv�iCies offere� to the public by the Parks and Recreation DeparCmenC, noC just those funded by the Community Development 61ock Grand 1ldvisory Isoar�d-Conunission. Mr. 6ivens began his presentation by disCribuCiny two flyers about the fall schedule of the Lynwoocl NataCuriuui, un� in Spanish and one in English. Both flyers were nir_ely illustrated and the information was presented in an easy-to-follow for�in. II�c IdaCatorium is open every day, excepting November through January, wlien it is closed for maintenance. He praised Jim, their new full-time maintenanr.e man, who keeps the water sparkliny clean. Commissioner Law commended h1r. Commissioner Ventura joined the other Commissiuners. Mr. Givens discussed murals, now in the ��lanniny stage, that will decorate the interior walls. Commissioners Carr, Law and Wibecan asked questions, answered in detail by Mr. Givens, concerning the number of parCicipants in various classes, the schedules of classes, how inforinaCion concerning schedules and activities is distributed to the public, as well as Che yreat variety of activities available (such as different clubs, baskeCball, volleyball, etc.) duriny the after-school proyrams offered at various sites. Chairperson Araujo expressed her approval of the Spanish and English flyers, as wel:l as the ayuaCic aerobir_s class she participated in. Sfie ' suggested the aquatic aerobics class inight be coordinated with the aerobics class offered by the Lynwood Sheriff's Department. f4r. Givens said another trip to Tijuana �,vill probably be offered in November. At this time (6:50 p.m.), Commission��r L,n� �is4;ed to be excused to attend another meeting scheduled to sL<irC suun. Chairperson Araujo assured him the CUBA meetiny would adjourn shorCly, since she planned to attend Che othen meeting, too. I. Staff Orals Ms. Porter said the loan applicaCion iniur�uaCion attached to the agenda packaye will be presented to Che Commissioners at their next meeting, since it was inadvertently omitted from �iie ayenda for this meetiny. Those Commissioners present indicated they were definiCely inCeresCed in such a trip. Commissioner Wibecan asked, in view of the sparse ayenda, why two meetings a month are required. Both Chairperson llraujo and Conunissioner Carr said the number of ineetings is regulated by Lyri�aood City Council. it was agreed that work has slowed since Coinmissioner Wibecan's appointment, but the other Commissioners and Ms. Porter assur��l him that his worklbad wi1L positively increase.
