I F � � i � � • � � MINUTES OF A REGULAR MEETING COMMUNITY DEVELOPMENT BLOCK GRANT ADVISORY BOARD COMMISSION CITY Of LYNWOOD, CALIFORNIA ' WEDNESDAY, AU6UST 7; 1991 OPENING CEREMONIES • A. Cal1 to Order The regular meeting of the Community Developmeht Block Grant Advisory Board Commission was called to order by Chairperson Araujo on the above captioned date at 6:20 p.m., in the Council Chambers of Lynwood City Hall, 11330 Bullis Road, Lynwood, California 90262. - B. Flay Salute The flag salute was led by Coinmissioner Patricia Carr, all present . participated. " C. Roll Call Chairperson Araujo requested the roll call, and Ms. Annette Portef complied. ' Present: Commissioner Margaret Araujo � Commissioner Patricia Carr Commissioner Ken Wibecan Also Annette Porter, Rehabilitation Manager Joy Valentine, Minutes Clerk Ms. Porter stated that Corranissioners Edner, Franklin and Ventura contacted staff, so all three will be granted and excused absence. Commissioner Law hadn't contacted staff, to anyone's knowledge. D. Certification of Agenda'Posting by City Clerk hls_ Porter stated that the agenda was posted per the Brown Act. . E. Approval of Minutes Chairperson Araujo stated that approval of the minutes of July 3, 1991; would have to wait until a quorum is present. F. Public Orals , None G. New Business 1. Update on Township Meeting The next Toamship Meeting has been set for August 21, 1991, at 6:00 . p.m. It is hoped that an election of officers will be held and goals and objectives will be agreed upon by the members. Only Commissioner Ana Uentura has been appointed by the Corrmunity Development Block Grant Advisory Board-Commission. There are two problems: Township Meetings are scheduled for the exact date and time as the HCDA Meetings and members are not paid for their attendance. Chairperson Araujo said she intends to be a member of the Special Committee since she was the force behind the creation of it. She didn't know who would be in charge if both the Chairperson and Vice- Chairperson (Ventura) are not in attendance at the August 21, 1991, ' HCDA Meeting. Developing Lynwood "Exploriny the Options" Planning Conference Mr. Kenrick Karefa-Johnson, Comnunity Development Director, discussed the Planning Conference and Home Improvement Expo (Don't Move, Let's Improve) to be held on August 10, 1991, in Bateman Hall. The duai' purposes of this Expo are to attract new developers into the City and to encourage homeowners within the City to remodel and improve their homes. Mr. Karefa-Johnson said during an economic depression it is important • to be ready to take advantage of any and all new opportunities. The economy is definitely expected to improve. The I-105 Freeway will be finished in 1993, resulting in greater accessibility to downtown Los Anyeles and LAX. This is expected to bring new business into the _ City. Commissioner Elizabeth Dixon has been the yuiding fo�ce behind the. , Planning Conference to be held on Sat�rday, Mr, Karefa-Johnson said. Commissioner Dixon is in charge of the panel of" presenters, and she will also make a presentation. Corrmissioner Ventura will make a presentation, as will Rehab Specialist Cynthia Green-Geter. In addition to two panels of presenters (one concerning Planning an�} one focused on Home Improvements), which will run consecutively, botlS a continental breakfast and lunch will be provided. Almost all of the 31 booths are already rented. Absolutely no taxpayers' money is involved. Entertainment will be provided by three music g�oups � playiny throughout the Expo. Mr. Karefa-Johnson stated he expects it will be a festive affair. Chairperson Araujo asked if the HCDA Commission will be acknowledged and why they weren't asked to make a presentation. Mr. Karefa-Johnson replied that the Expo was the idea of Commissioner Dixon, who is a member of the Planning Comnission. The NCDA Commission and the Planning Commission�are independent of each other. He didn't know how speaking presentations were assigned. - Chairperson Araujo stated that the flyers announcing the Planning Expo were printed in both English and Spanish. She asked if any of , the presentations wi71 be in Spanish, and if interpreters wi]1 be present. ' Nlr. Karefa-Johnson replied that, to his knowledge, the presentations I will be made in.English and no Spanish translators have been hired, , due to financial constraints. He expressed his hopes that some people who are bilingual will attend and offer their services. I Chairperson Araujo said she planned to attend, but she would be unable to act as ir�terpreter because she wanted to attend all the presentations as a member of the audience. She stated that Mri Karefa-Johnson should not have permitted,the flyers to go out in Spanish unless he knew that an interpreter would be present., S�,e �. discussed the innumerable problems presented to people who only spgak , Spanish when they find themselves in an all-English situation. j'':.g �. Comnissioner Wibecan agreed with Commissioner Araujo and told Mr. � Karefa-Johnson that Spanish-speaking presenters should be provided if Spanish language flyers were distributed. Chairperson Araujo stated she attended a conference at the Southwest College. Spanish-speaking people were invited and only one workshop was presented in Spanish. Those people who only spoke Spanish had already paid. The welcoming corrmittee had Spanish-speaking people, but that, and the one workshop was it. Mr. Karefa-Johnson said all people who attend will be made comfortable. Staff and volunteers will do the best they can to see that a good time will be had by all participants. He said the discussion was "right on target." He was absolutely positive that Mr. Karefa-Johnson had done nothing purposely to offend anyone. The City of Lynwood has done, and will continue to do, the the best that can be done. He thanked all those present for the hard work they have put in. He stated that staff has to stay out of the political area. Staff inembers work for the City Council and do whatever the City Council tells them to do. Commissioner Wibecan discussed multiculturalism and said it is very important to learn and try to move to smooth cultural differences. . City Manager Heriot discussed the Committee on Community Relations and various training session. Chairperson Araujo said that,� although bilingual problems are not being handled properly, still, Mr. Karefa-Johnson and Ms. Porter have been a great improvement over the staff inembers previously assigned to this Commission. � City Manager Heriot said there are now 78 different ethnic groups represented within the City, and probably twenty languages. Englis� � is still the primary language. The discussion having concluded, h� left the meeting. , 3. Discussion: Public Service Projects Ms. Porter discussed the new public service projects and said a new calendar will be distributed soon. I. STAFF ORALS None - J. BOARD ORALS A Park and� Recreation bus trip to Tijuana scheduled for Saturday was discussed. It was agreed that this bus trip would probably keep quite a few people from the Expo and efforts should be made to postpone the bus trip. K.
