CALL TO ORDER The special committee meeting was called to order by Ms. Cynthia Green- Geter on the above captioned date at 6:10 p.m., in the Council Chambers of Lynwood City Hall, 11330 Bullis Road, Lynwood, California 90262. B. FLAG SALUTE The flag salute was led by Commissioner Bette Espeseth, all present participated. C. ROLL CALL Ms. Green-Geter requested the roll call, and Ms. Valentine complied. Present: Commissioner Margaret Araujo Commissioner Helen Mendoza Co�r�nissioner Juanita (Jenny) Ramos Commissioner Elizabeth Dixon Commissioner Ann Field Commissioner Bette Espeseth Commissioner Ken Wibecan Cominissioner Claude Law Commissioner Ana Ventura i Deputy Ernie Ortega Mr. Bernie Lake, Chamber of Commerce Director I Also: Cynthia Green-Geter, Rehabilitation Specialist I Joy Ualentine, Minutes Clerk Comrnissioner Pat Carr joined the group a few minutes later. D. CERTIFICATION OF AGENDA POSTIN6 BY CITY CLERK Ms. Green-Geter stated that the agenda was posted per the Brown Act. E. APPROVAL OF MINUTES - MAY 15, 1991 j Ms..Green-Geter asked for corrections or comments on the minutes. There � were none. I MOTION by Commissioner Dixon, SECONDED by Commissioner Field, to approve I the May 15, 1991, minutes. MOTUON passed unanimously by voice vote. F. PUBLIC ORALS: (ITEMS ON AGENDA ONLY) � None I I G. NEW BUSINESS + 1. DISCUSSION OF TOWNSHIP MEETING I A. GOALS AND ODJECTIVES i Commissioner Law said that the first goal is to develop community I pride by involving residents, both new and established, in yarious activities. The second yoal is to introduce new residents to the � variety of activies and proyrams available in Lynwood, plus the � Chamber of Commerce, those local businesses who want to increase � the number of their local customers, and the numerous services � offered (also regulations required) by City Hall. In connection I with his job with the County, he has found that young people need guidance in developiny their leadership qualities and pride in I their community. Also, senior citizens need encouragement to ' . become involved, or may have special needs that could be � alleviated by the services available within the City. i 1 O � � � � I 1 f � . . • � � ;• Commissioner Araujo said she wants to bring back the welcoming committee. She would like to receive input for all factions of - the community and have them represented. She encouraged the , assistance of the Coordinating Council. She would like to see the committee members consider assembling a packet of helpful information for new Lynwood residents. She wants new and established residents to become more aware of the various local businesses and services available at City Hall. She would like to see coinmunity probleins addressed. Mr. Lake discussed the last meeting held by the Chamber of Commerce on a Saturday morning to welcome new residents. Although it was well publicized, only eight people attended. Commissioner Fields said that was the problem that would have to be solved, how to motivate people to attend these meetings. Commissioner Araujo said that many things are going on, but the City is divided into many factions, her hope is that this - committee will unify all these diverse groups into one, including Block Watch Clubs. Si�e also suggested that since the new community center will incorporate the old red car station as an historical museum, perhaps upcoming events could be displayed there on a bulletin board. All information should be bilingual, and, if possible, perhaps also in Samoan, since some new residents speak only the Sarnoan languaye. Commissioner Dixon suggested that the town hall meeting should be � held twice a year. I Commissioner Araujo suggested that incentive gifts should be " I provided through corporate sponsorship. Commissioner Law volunteered to ask the City Manager for help. i Mr. Lake said the Chamber of Commerce would definitely help. � Commissioner Field suggested that Block Watch Clubs should be I strengthened. ; I Ms. Green-Geter restated all goals, and said those involved should ; be objective and decide if these aims are realistic. Obtaining j these yoals will require a concerted effort by all people � presently involved and the future involvement of many more. � 2. DISCUSSION OF PARTICIPATION IN THE ROSE PARADE I j i Commissioner Law said participation in the Rose Parade will foster � pride within the community. Still, it will require hard work� and many � fund raisers. He has talked with some businesses within the community, notably Jorgenson Steel, and he thinks this yoal can be realized as long as people are willing to make a commitment and sacrifice. I i Commissioner Dixon said that fund raising requires lots of work, and ! she would prefer to see that money stay in Lynwood. The yearly I Christmas Parade could be enhanced by uniforms for the band members, maybe a few floats. That money could be put to good use to benefit I the homeless. She doesn't approve of working that hard to raise money in Lynwood to see it spent�outside Lynwood. There are too many things wrony in Lynwood that could be corrected if we just had enough money to correct them. ��r. Lake said Lynwood had a float in the Rose Parade froin 1936 to � World War II, then we entered in 1946 and dropped out in 1947. fie talked �aith Steve Miller in Pasadena, who sent the literature now circulating throughout the room. There is a long waiting list, I perhaps five to ten years, a$600 entry fee, and the float is estimated to cost anywhere from $75,000 to $150,000. � i I i � �1 � . , t � , "� • - � ° � � � °. Commissioner Araujo agreed that was a lot to spend, perhaps Lynwood could have its own mini-rose She agreed that it is always very hard to yet people to commit. She sugyested that money should be spent to improve Lynwood first, but still, she would like to see Lynwood Rose Parade participation kept as a lony-term goal. Commissioner Carr agreed, first get all the diverse groups in Lynwood working together, then work towards Rose Parade participation. Right now, we should all concentrate on getting the total comnunity involved. It was agreed that a representative from the Parks and Recreation Oepartment should be invited to the next meeting. Commissioner Law noted that perhaps the meeting time frame should be checked. The faces at this second meeting are not the same ones he saw at the first meeting. • Commissioner Dixon suygested that those present elect Commissioner Law as a telephone committee of one. Commissioner Ventura reminded those present that the date of this meeting had been agreed upon by those present at the first meetiny. Ms. Green-Geter said the agenda at the third meeting would include these items: Formation of the Permanent Committee, Participation in the Christmas Parade, and Election of Officers (chairman, vice- chairman and recording secretary). She promised to invite a I representative froin the Parks and Recreation Department. J.
