Staff Orals Ms. Porter requested the Commissioners' opinions regarding a time a}lowance before cancelliny ineeting, also tardy allowance. She asked if all Commissioners had received copies of Robert's Rules and they all = ayreed they had. Commissioner Law commented that Robert's Rules doesn't say anything one way or another. . Commissioner Carr said shc had always scen the fifteen ininutes delay of the meetiny as a courtesy to staff and Comnissioners, particularly Commissioner Law, who works until six sometimes, and Cornmissioners Ventura and Araujo, who sometimes have other meetinys, or problems with children that must be solved inunediately, as does she. Commissioner Wibecan said that since the meeting doesn''t start until 6:15 p.m., why not just schedule the beginning of the meeting for that time? Chairperson Araujo said staff requested Chat the meeting start at six and she would prefer to keep the arranyement as it is, since it has worked well. MOTION by Commissioner Franklin, SECONDED by Commissioner Ventura to ' continue to schedule the meetiny at 6:00 p.m., with a grace period of ° fifteen minutes. Public Orals Several representatives of commissions, plus the councilpeople, thanked . � the CDEGA Commission for inviting them. G. New Business 1. Formation of Special Committee --• Chairperson Araujo stated the aim of this special meeting, which was to form a special comnittee that would be �esponsible for informing new residents of available governmental services, through a township- type meeting. After this procedure has been established, a secondary goal is to reastablish interest within the City to have another float in the Pasadena Rose Parade. She also stated that two representatives from each commission would be preferable. Mrs. Pacheco commented that block watch captains are supposed to inform new residents within their designated area of community services. Councilwoman Wells asked if Chamber of Commerce representatives had ' been invited. She said the Chamber had a township meeting two years ago and citizen participation was slight. Councilman Heine agreed, adding that finances also had a part in the demise of the township meeting. '• � � • Chairperson Araujo asked for volunteers and had immediate response -' from both councilmembers; Mrs. Evens (representing Parks and Recreation), Ethel and Ed Pacheco, 14rs. Mendoza (representiny the business coirmunity), plus several others in the audience. _, Com�nunity Development Director Kenrick Karefa-Johnson said that Bernie Lake, manager of the Chamber of Commerce, would surely want to be a member. Councilman Heine said that it takes a. year and a.half to have an _ appTication processed for Rose Parade participation. Commissioner Wibecan wanted to know if the benefits of having a float in the Rose Parade was worth the considerable expense and efforts. It was agreed that the pride residents would experience is worthwhile. After a short discussion, MOTION by Commission Claude Law, SECONDED by Commissioner Ventura, to hold the first meeting of the special committee on the third Wednesday of the month, June 19, at 6:00 p.m, MOTION carried unanimously. H. Staff Orals � Director Karefa-Johnson discussed a letter sent to the comnissioners, explaining the disbursement of extra monies located by Ms. Porter. The commissioners welcomed.this news. J. Board Orals Chairperson Araujo and Cormnissioner Law discussed the allocation of funds witfi Director Ka�efa-Johnson. At this time, Eric Van Lee, former Chairman of the Youth Commission, volunteered to serve on the special comnittee and was readily accepted. Chairperson Araujo and Commissioner Law discussed the proposed orientation meeting for the new comnissioners. _ Councilman Heine discussed the proposed ne�+ community center, which will include an RTD bus station, senior citizens' facilities, all recreational facilities, an earthquake control center, plus the old red car station will be converted to an historical museum. Director Karefa-Johnson will request that a staff person deliver a ' presentat4on to the co�nission on the proposed new corrtnunity center. . The rehabilitation and preservation of residential facilities is � i one of the eligible activities permitted and encouraged by the CDBG Program. ' DESCRIPTZON OF ASSISTANCE - � The Program offers qualifying homeowners the technical and � financial assistance described below: � i 1. Technical assistance. LOAN AMOUNT: Amount will not exceed 520,000 for general rehabilitation and 530,000 i£ room additions or expansions are needed to relieve overcrowding. INTEREST RATE= Three percent (30) simple interest. TERM: Repayment of loan has a maximum tenn of ten (10) years. There are no payments durina the term of the loan; however, the total principal and interest is due and payable zt the end of Lhe term_ If the aroperty is solc or transfers title during the tern of the loan, the total principal anc interesc becomes due ar.c oa�� able . Prot>ertv owners 62 years oi aae or older at the time o� aoplication or at loan maturity will be rewired to repay the lozn upon sale or transier of property title. Ten year term does not a��lv. COLLATERAL: Loans must be <_ecured by z Deefl of lrust. RESTRICTIONS: 2`here are to be no unpaid judgements or liens on the property for which the loan is being souaht. EMERGENCY GRANT ASSISTANCE PROGRAM (EGAP) This Program provides a Grant of up to 53,500 to property owners , in need of emergency housina repairs that ttareaten the health, safety, and welfare of the occupants. It is also available to i citizens who have been cited by the City's Code Enforceinent' _ Division, and have no other method of financing needed , carrections _ This program is designed to assist with emergencies only. Upon � meeting income reauirements, a property inspection will be performed to determine EGAP assistance. If the F�ergency Grant aione is not sufficient to address all ! existing code violations znd/or emergency i.mproveJnents, zne j applicant will be referree to the Deferred Payment Loan Program � for additional assistance. i � � • , ' � � PROCESSING Oc REQUESTS FOR kSSISTF�C� Any homeowner in the City of Lynwood may be considered for Proaram Assistance_ However, those homeowners uno are e�nployees or officers (elected or appointed) of the City of Lynwood who exercise any functions or responsibilities in connection with the administration of the Property Rehabilitation Prooram shall not be eligible for assistance under the Program. 1. ELIGIBILITY If the homeowner is determinea Lo be elibibie for consideration, the application will be accepted. Zncome and mortgage will be subject to verification, and a review will be made of past attention to credit obligations_ While some types of lozns reauire small or no monthiy payments, tne nomeowner's ability to repay will be reviewed as part of the approval orocess in al_ cases. 2. ?ROPERTY ZhSPECTION: Once the above matters are resolved, � Rehabilitation Speci�list will be assigned to work with eacn homeowner to determine the scope of the proposed improveJnent work. The Rehabilitation Soecialist will oerform a property _nspection in order to determine compliance W1LR appiic�ie City Codes and Ordinances_ Homeowners shail provide consent �or said inspection. The findings of the property inspection cai11 be recorded in an Znspection Report_ 3_ WORR WRITE-UP AND COST ESTIMATE: gased on the Inspection Report, the Rehabilitation Specialist will prepare a Work write-Up and a Cost Estimat� �efore contractors are asked to bid on the job. The work Write-Up will include correction of all code violations* and may include other general property improvements as per homeowners' reauest. Ali improvements must conform to the City's Property Rehabilitation Standards (pRS). Some of the eligible I improvements are: � New roofing or repair Colorcoating/restucco I Electrical installation or repair Pest extermination Plumbing installation or repair Desnolition Carpet installation and repair ' �nterior and exterior painting � P.emodeling Kitchen, including bulit-in ao�lia�ces � t:ew doors, windows and screens i Concrete work, including driveways , Bedroom and bathroom additions, if overcrowaina exists ' t�ew fencing or fencing reoairs wrought iron screen doors Improvements to facilitate the handica � pped ' � j � � � • ; � . BID AND CONTRACTpR SELECTION- Upon approval by the Convnittee, staff will.assist the homeowner in obtaininc at least three (3) bids from licensed contractc=s. The Prograza can provide a list of licen�ed contractors �o homeowner at nis/her reauest. ?`nis list is only for tne purpose o= assisting the horaeowner and not fo- �ne purpose o_ recommending any contractor_ Homeowner may =,ave any licensee contractor bid on his/her job whether saio contractor is on I the list or not. Homeowner may select the iowest reasonable ' bid_ i 7. CONSTRUCTION CONTRACTS: Staff will prepare the construction I contract doc�ents. The contracts aze between homeowners and contractors and will be executed at a pre-construction ; conference_ The scooe o£ the constructior work and pavment � schedules are specif_ed in the contracts. *:o changes in the � contract will be allo::ed without Program _=�e'='s approv�l. LOAN DOCUN,ENTS AND PARTICIPATION AGREEMENTS: Within 30 days of notification of loan aoproval, homeowner will execute the pertinent loan documents and/or Participation Agreement_ Failure to do so will be.interpreted that the applicant is no longer interested in continuing in the program, and che anlicant's file will be ciosed_ °_ CONTRACTOR PAYt�'NTS 3etore payments are made to concractor, the Rehabilitation Specialist will review the work to assure that it meets the Program's quality standards and complies with the terms of the construction contract. Payments are made after each phase o` the job is completec. All p�yments will be issued bv the Citv to the Contractor in the form of a check, which reauires authorization by the nomeowner. Tne homeowner must also reciew all work and certi`v that i� neets his/her approval. :he :�omeowner and contrac�or musL siari a con�letion certi£icate when .all work i=_ satisf�ctor�_1:' comoleted and the co-��-accor receives the �inal paymen�.
