- MINUTES OF A REGULAR MEETING
" COMMUNITY DEVELOPMENT BLOCK GRANT ADVISORY BOARD COMMISSION

WEDNESDAY, MAY 15, 1991
OPENING CEREMONIES
A. Call to Order
The special meeting of the Community Development Block 6rant Advisory
Board Comnission was called to order by Chairperson Araujo on the above
captibned date at 6:17 p.m., in the Council Chambers of Lynwood City Hall,
11330 Bullis Road, Lynwood, California 90262.
B. Flag Salute
The flag salute was led by Mrs. Pacheco, all present participated.
C. Roll Call
Chairperson Araujo requested the roil call, and Ms. Annette Porter
complied.

There were eleven people in the audience, including Councilwoman Wells and
Councilman Hei�e.
D. Certification of Agenda Posting by City Clerk
Ms. Porter stated that the agenda was posted per the Brown Act.
E. Public Orals
Several representatives of commissions, plus the councilpeople, thanked
the CDEGA Commission for inviting them.
G. New Business
1. Formation of Special Cortonittee
Chairperson Araujo stated the aim of this special meeting, which was
to form a special comnittee that would be responsible for informing
new residents of available governmental services, through a township-
type meeting. After this procedure has been established, a secondary
goal is to reastablish interest within the City to have another float
in the Pasadena Rose Parade. She also stated that two representatives
from each commission would be preferable.
Mrs. Pacheco commented that block watch captains are supposed to
inform new residents within their designated area of community
services.
Councilwoman Wells asked if Chamber of Commerce representatives had
been invited. She said the Chamber had a township meeting two years
ago and citizen participation was slight. Councilman Heine agreed,
adding that finances also had a part in the demise of the township
meeting.
Chairperson Araujo agreed that block watch captains and the Chamber of
Commerce, plus others, have been involved, but our aim is to organize
, all groups into one comnittee with access to many residents throughout
the City, plus business people.

�� � Chairperson Araujo asked for volunteers and had imnediate response
, �° fran both councilmembers; Mrs. Evens (representing Parks and
• ' Recreation), Ethel and Ed Pacheco, Mrs. Mendoza (representing the
business comnunity), plus several others in the audience.
Community Development Director Kenrick Karefa-Johnson said that Bernie
Lake, manager of the Chamber of Comnerce, would surely want to be a
member.
Councilman Heine said that it takes a year and a half to have an
application processed for Rose Parade participation.
Comnissioner Wibecan wanted to know if the benefits of having a float
in the Rose Parade was worth the considerable expense and efforts. It
was agreed that the pride residents would experience is worthwhile.
After a short discussion, MOTION by Comnission Claude Law, SECONDED by
Commissioner Ventura, to hold the first meeting of the special
' committee on the third Wednesday of the month, June 19, at 6:00 p.m.
MOTION carried unanimously.
H. Staff Orals
Director Karefa-Johnson discussed a letter sent to the commissioners,
explaining the disbursement of extra monies located by Ms. Porter. The
commissioners welcomed this news.
J. Board Orals
Chairperson Araujo and Cormiissioner Law discussed the allocation of funds
with Director Karefa-Johnson. �
At this time, Eric Van Lee, former Chairman of the Youth Commission,
volunteered to serve on the special comnittee and was readily accepted.
Chairperson Araujo and Commissioner Law discussed the proposed orientation
meeting for the new cortmissioners.
Councilman Heine discussed the proposed ne�i community center, which will
include an RTD bus station, seni.or citizens' facilities, all recreational
facilities, an earthquake control center, plus the old red car station
will be converted to an historical museum.
Director Karefa-Jvhnson will request that a staff person deliver a I
presentation to the commission on the proposed new comnunity center.
MOTION to adjourn to the regular meeting on June 5, 1991, at 6:00 p.m., in
the City Hall Council Chambers, 11330 Bullis Road, Lynwood, by I
Commissioner Wibecan, SECONDED by Commissioner Carr. Meeting adjourned at
7:15 p.m.
