Pursuant to Agenda posted on April 15, 1988, the regular meeting of the Parks and Recreation Commission was called to order by Vice Chairman Shaw at 7:30 p.m. on Wednesday, April 20, 1988 in the Council Chamber of the Civic Center, 5938 North Kauffman Avenue, Temple City. 2. PLEDGE OF ALLEGIANCE Vice Chairman Shaw led the Pledge of Allegiance to the Flag. 3. ROLL CALL PRESENT: Commissioners Adams, Crump, and Shaw ABSENT: Commissioners Caswell and Burlingame. Also present was Recreation Director Kobett. Commissioner Crump moved that Commissioners Caswell and Burlingame be excused for just cause. Commissioner Adams seconded the motion and it was unanimously approved. 4. APPROVAL OF MINUTES Commissioner Adams moved to approve the minutes of the Regu- lar Meeting of March 16, 1988. The motion was seconded by Commissioner Crump and was unanimously carried. OLD BUSINESS None. NEW BUSINESS 5. REQUEST FROM QUOTA CLUB TO CONDUCT A HEALTH & SAFETY FAIR IN TEMPLE CITY PARK ON MAY 21, 1988 FROM 10:00 A.M. TO 4:00 P.M. Barbara Walker, President of Quota Club, had stated in a letter to the Commission that the request was similar to that of previous years. She further identified that participants will include many Service Clubs and other Helth & Safety organizations who will provide various health screening information and literature free to the public. Commissioner Adams moved to recommend to City Council the request received from the Quota Club of Temple City to conduct a Health & Safety Fair at Temple City Park, subject to the required Certificate of Insurance. Commissioner Crump seconded the motion and it was unanimously approved. 6. REQUEST RECEIVED FROM TEMPLE CITY AYSO FOR RESERVED USE OF CERTAIN AREAS AND FACILITIES AT LIVE OAK PARK FROM JUNE 4, 1988 THROUGH JANUARY 31, 1989 TO CONDUCT THE 1988 SOCCER SEASON. Commissioner Crump asked if the use requests were similar to past requests and Director Kobett informed the Commission that they were. Director Kobett further pointed out that a letter had been sent to AYSO in response to the requests outlining what rooms would be available, and that some rooms would be unavailable due to construction scheduled to begin May 2 and ongoing to August 29. Gary Hart, 5025 Ryland Avenue, Temple City, took the podium on behalf of the Temple City AYSO. He asked whether another room might be made available to the group on the dates the Multi- Purpose Room was unavailable, and Director Kobett " " Parks and Recreation Commission Meeting of April 20, 1988 Page 2 stated that arrangements would have to be made through the Recreation Department, but that all efforts would be made to accommodate the requests. Director Kobett also informed Mr. Hart and the Commission that the Department does not supply cones or tables and chairs for outdoor use, as was requested. Commissioner Crump moved that the Commission recommend to the City Council approval of the requests by Temple City AYSO for reserved use of Live Oak Park subject to the required Certificate of Insurance and subject to room availability as outlined in Director Kobett's letter of April 5, 1988. Commissioner Adams seconded the motion and it was unanimously approved. 7. REQUEST RECEIVED FROM TEMPLE CITY SISTER CITY FOR RESERVED USE OF A PORTION OF TEMPLE CITY PARK DURING JULY AND AUGUST, 1988 TO CONDUCT A COMMUNITY QUILTING BEE. Commissioner Adams asked if this was something new, and Director Kobett explained that the group wanted to put together a quilt to present to our Sister City of Hawkesbury Shire, and that they would like to give the whole community the opportunity to become involved in the project. No fees would be charged; however, a tin for donations would be provided to help defray the cost of the quilt. Commissioner Adams moved that the Commission recommend approval of the request of Temple City Sister City to City Council subject to a valid Certificate of Insurance. Com- missioner Crump seconded the motion and it was unanimously approved. 8. COMMUNICATIONS - None. 9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one came forward. 10. DIRECTOR'S REPORT Director Kobett said a copy of the report was in the Commis- sioners' packets, and added that the City Council had ap- proved the low bid .for the construction of Live Oak Park at their meeting of April 19 and that construction was sched- uled to begin May 2 and should be completed on or before August 29. He added that the Department had been working hard on completing plans for the Summer Recreation Program. 11. MATTERS FROM CITY OFFICIALS Commissioner Adams - nothing. Commissioner Crump - nothing. Commissioner Shaw - nothing. 12. ADJOURNMENT There being no further business, it was moved by Commis- sioner Adams and seconded by Commissioner Crump and unani- mously carried that the meeting be adjourned to the meeting scheduled for May 18. Vice Chairman Shaw adjourned the meeting at 7:45 p.m. Attest:
