CALL TO ORDER
The Regular Council Meeting of October 1, 2001, was convened at 6:00 P.M. by Mayor
Tom Rackers.
Prayer was offered by Councilman Edith Vogel, followed by the Pledge of Allegiance.
ROLL CALL
The following Council Members were present for the roll call:
Present: Angle, Blaney, Jackson, Landwehr, Nelson Olsen, Viessman, Vogel,
and Vincent
Absent: Weber
A quorum was declared present.
PRESENTATIONS FROM THE GALLERY
Boy Scout Troop 104 to Missouri Task Force 1 — Councilman Cliff Olsen, the troop's
leader, introduced the Boy Scout Troop , and stated that the boys had recently had fund -
raises to help Missouri Task Force 1 in their efforts in the rescue and cleanup of the World
Trade Center terrorist attack in New York City. Some members of the Task Force were also
present, and accepted a check for $500 from the troop. The Task Force members and
Councilman Cliff Olsen thanked the employees stepped in to fill in for the Task Force
members while they were in New York.
Mr. Don R. ( "Dick ") Preston, 816 S. Summit Drive, Holts Summit. Mr. Preston, a retired
city employee, expressed his concerns with information he had recently received regarding
a group of retirees who will be paying increased rates for health benefits. Mr. Preston asked
the Council to rectify the situation that he felt it was inequitable whereby the city negotiated
lower rates for one group of beneficiaries by increasing the rates of another group.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Half Cent Sales Tax Power Point Presentation — Duane Schreimann & Phil Freeman made
a presentation and showed several overhead pictures of past projects achieved by the half cent

sales tax funding, and projects that need to be addressed in the future. They stated that without
the tax that many projects in Jefferson City could not be accomplished, and encouraged citizens
to go to the polls on November 6 and cast their ballot in favor of the tax. They stated that since
this will be the only issue on the ballot, voter participation will be more important than ever.
Messrs. Schreimann and Freeman stated that they will be available to make this same
presentation to civic organizations, and to arrange such presentation, they can call Mr.
Schreimann at 636 -8135, or call the City Clerk's office at 634 -6311 who can then relay the
information to Mr. Schreimann.
CONSENT AGENDA

Annual Meeting
Councilman Cliff Olsen stated that a typographical error on page ten of the September 4
Council Meeting Minutes (as revised) should be corrected to change the date of the
referenced meeting from "August 16" to "August 20," and made a motion to approve the
consent agenda as amended with that correction. Motion was seconded by Councilman Roy
Viessman, and approved with Councilman Carol Blaney voting "Nay."

Wastewater Utilities Division
A motion was made by Councilman Charles Jackson for approval, motion was seconded
by Councilman Larry Vincent, and approved unanimously.

Councilman Charles Jackson suggested that the City revisit this ordinance because it will
negatively affect the barber shop / beauty shop and the adult daycare center located in the
proposed "no parking" zones. Public Works Director Marty Brose stated that he would
check into the possibility of moving the prohibited zone to make sure these businesses
have plenty of parking left.

Councilman Steve Nelson asked if the Council would consider suspending the rules on both
bills 2001 -104 and 2001 -107 so that these two businesses can get started earlier to help
the airport. Other Council members agreed that this would be a good idea. Councilman
Carol Blaney requested suspension of the rules on Bill 2001 -104, and there were no
objections by any Council Members. Bill 2001 -104 was then read second and third times
by title, placed on final passage, and passed by the following roll -call vote as Ordinance

Councilman Carol Blaney asked City Administrator Rich Mays to see if there is something
that can be done to address the situation which was discussed by Mr. Preston earlier in the
meeting pertaining to retirees' health benefit costs.

NEW BUSINESS
Schedule Council Work Session to discuss following:
a. Kathy Lou Toler vs. Jefferson City Convention & Visitors Bureau, Inc. (Councilman
Clyde Angle)
Councilman Clyde Angle read the points contained in his court filing to intervene on behalf of
the City in this case. Following Mr. Angle's comments, Councilman Steve Nelson requested
permission from the Chair to make comments on this matter from the podium. Mayor Tom
Rackers granted Councilman Nelson permission to do so. Councilman Nelson read a prepared
statement on this matter which stated his concern with citizens' right to privacy.
b. City Administrator Rich Mays stated that after a poll of the Council had been conducted,
the date which most Council Members chose to schedule a work session was 5:30 PM
on Monday, October 29. The meeting will be held at that time, but several other Council
Members suggested that more than one session would need to be held in order to
address all the topics on the agenda, so other dates should also be explored in addition
to the October 29 meeting. Councilman Jackson will be coordinating these work
sessions, and he said he would work with the Council to find the best dates for the
meetings.

ED BUSINESS
Councilman Clyde Angle asked if the Bassman house which the City owned had been sold
yet. Assistant to the City Administrator Melva Fast stated that the agreement with the
Housing Authority was that the purchase of the property would become effective November
1, and any demolition applications would become effective after that date. Councilman
Angle stated that he has an idea for building the City a convention center, and that he
would make an announcement in the near future about his ideas, and asked that it be
placed on the October 29 work session agenda.
Councilman Steve Nelson thanked the staff and Councilman Cliff Olsen for the successful
stormwater meetings which just concluded. Councilman Olsen stated that a lot of good input
had been received and now the city and the consultants will be using that information to
move forward in addressing the problems the city has with stormwater issues.

COUNCIL LIAISON REPORTS
Councilman Charles Jackson announced that the October Public Works and Planning
Committee meeting has been scheduled for October 25, which is a slight change in the
normal scheduling of monthly meetings.
