A. Call to Order
The special meeting of the Coumwnity Development Block Grant Advisory
Qoard Commission was called to order by Chairperson Araujo on the above
captioned date at 6:17 p.m., in the Council Chambers of Lynwood City Hall,
11330 Dullis Road, Lynwood, California 902G2.

Chairperson Araujo aske�l for voluntecrs and had inrucdiaCe response
from both councilmembers; Mrs. Evens (representiny Parks and
Recreation), Ethel and [d f'acheco, Mrs. Mendoza (representiny the
business conmunity), plus several others in the audience.
Community Development Director Kenrick Karefa-Johnson said that Dernie
Lake, manager of the Chamber of Commerce, would surely want to be a
meinber.
Councilman Heine said that it takes a year and a half to have an
application processed for Rose Parade participation.
. Commissioner Wibecan wanted to know if the benefits of haviny a float
in the Rose Parade was worCh the considerable expense and efforts. It
was agreed that the pridc residents would experience is worChwhile.
After a short discussion, h1pT10N by Commission Claude Law, SECONDED by
Commissioner Ventura, Co hold the first meeting of the special
committee on the third Wednesday of the month, June 19, at G:00 p.m.
MUTION carried unanimously.
H. Staff Orals
Director Karefa-Johnson.. discussed a letter sent to the conunissioners,
explaining the disbursement of extra monies located by Ms. Porter. The
cominissioners welcomed this news.
J. 13oard Orals •
Chairperson Araujo and Cornmissioner Law discussed the allocaCion of funds
with Director Karefa-Johnson.
At this time, Eric Van Lec, fornier Chairuian of Che Youth Cununission,
volunteered to serve on the special conunittee and was readily accepted.
Chairperson Araujo and Conunissioner Law discussed the proposed orientation
meetiny for the new conunissioners.
Councilman Heine discussed Che proposed ne�� community center, which will
include an RTD bus station, senior citizens' facilities, all recreational
facilities, an earthquake control center, plus the old red car station
will be converted Co an hisCoricai museuni.
Director Karefa-Johnson will request that a staff person deliver a
presentation to the conunission on the proposed new comnunity cenCer.

OF THE DEFERRED PAYMEN`i' LOAN AMOUNT
COMMENTS:
Staff requests that the Loan Review Committee consider approval
of an increasa in the amount of the approved Deferred Payment
Loan Prom $30,000 to $32,000, for Timothy and Sharon Wilson.
FACT:
1. On March 15, 1990, the L,oan Review Committee approved a loan
in the amount of $30,000, for the above referenced project.
2. Due to the lapse of time between loan approval and project
commencement, cost have increased.
3. The project has gone out to bid and the homeowner wishes to
contract with the lowest bidder.
4. The lowest bidding Contractor's cost, with approved Addendum
is hiqher than the approv,:il loan amount.
5. The homeownor is not aule to cover thc additional
cost of the rehabilitation project.
RECOMMENDATION:
1. Staff respectfully requests that the Loan Review Committee
approve an increase of $z,000 to the loan amount; and
z. Requests approval of a Waiver of the maximum loan amount; and
3. Requests that the Loan Review Committee recommend approval of
ql and #2 above, to the Community Development Director.

VI. FINISHES

and new wood. Paint all exterior trim
with Dunn Edwards or equal enamel. Caulk
all voids and qaps. $

Prime all new wood. Paint entire interior
with one or more coats of Dunn Edwards or
equal materials to achieve full coverage.

1. Install 1/2'� gypsum board on walls and

and sanded and ready to paint. Green-
