CALL TO ORDER
The Regular Council Meeting of October 15, 2001, was convened at 6:00 P.M. by Mayor
Tom Rackers.
Prayer was offered by Councilman Steve Nelson, followed by the Pledge of Allegiance.
ROLL CALL
The following Council Members were present for the roll call:
Present: Angle, Blaney, Landwehr, Nelson Olsen, Vogel, Vincent, and Weber
Absent: Jackson and Viessman
A quorum was declared present.
PRESENTATIONS FROM THE GALLERY
Ms. Kas Mahfood — owner of property located at 308, 310, and 312 W. Dunklin, made
a presentation regarding the status of properties located at 307, 311, and 315 W. McCarty
Street. Ms. Mahfood stated that she would like to see these properties refurbished for their
historical value because of their proximity to the downtown area, rather than demolished
as she believes is intended. She stated that if the Housing Authority had discussed the
disposition of these properties in closed session recently, that they may have violated the
Sunshine Law. Councilman Clyde Angle asked Ms. Mahfood several questions regarding
these properties and Ms. Mahfood's knowledge of Housing Authority meetings.
Ms. Carrie Tergin Carroll — owners of property at 201 W. McCarty, reminded the Council
that part of the block where the properties Ms. Mahfood had just spoken about was actually
privately owned property, and, therefore, not subject to any disposition by the Housing
Authority or other government entities. She stated that the property she owned had recently
been placed on the National Historic Register, and asked the Council to consider the
question: "What is best for Jefferson City ?" when making decisions.
Mr. Hans Overton — 422 Union Street, made a presentation on behalf of Quinn Chapel,
regarding proposed parking ordinances affecting the church's area, and the issue of the
removal of trees that the church has used for outdoor activities. Mr. Overton requested that
in the future, when the City planned to do anything that would "disfigure the neighborhood"

that the community be given prior notice. Councilman Carol Blaney advised Mr. Overton
that the parking ordinance to which he referred would be placed on the Informal Calendar
later in the meeting to allow more time to address the parking issues. City Administrator
Rich Mays stated that he understood the trees had been removed as a joint effort between
the Police Department and Lincoln University due to drug trafficking in the area because
the trees were being used to hide drugs in. Councilman Clyde Angle asked if Council could
receive information about the criminal activity in this area.
CONSENT AGENDA
The following items were brought before the Council for their consideration:

A motion was made by Councilman Larry Vincent that item (b) include all outstanding tax
bills issued against this property so that Habitat for Humanity would not have to come back
later to ask for abatement of bills that were not included in the County's Tax Sale yet.
Motion was seconded by Councilman Cliff Olsen and approved unanimously. Councilman
Carol Blaney moved that the Consent Agenda be approved as amended, seconded by
Councilman Edith Vogel, and approved unanimously.
BIDS OVER $25,000
The following bids over $25,000 were presented to the Council for approval:
a. Property and Liability Insurance
b. Bid 1977 - Parking Meter Mechanisms, Public Works, Parking Division
Councilman Cliff Olsen asked several questions of Mr. Lance Carlson, representative of A.
J. Gallagher & Company, regarding the differences between Zurich and St. Paul. Mr.

Carlson stated his reasons for recommending St. Paul over Zurich. Following a lengthy
discussion, Councilman Cliff Olsen made a motion that the City go with Zurich rather than
St. Paul, motion was seconded by Councilman Clyde Angle, and the motion was defeated.
Item (a): A motion was made by Councilman Larry Vincent for approval as presented
by staff , motion was seconded by Councilman Steve Nelson, and approved
unanimously.
Item (b): A motion was made by Councilman Carol Blaney for approval, seconded by
Councilman John Landwehr, and approved unanimously.
MINUTES AND REPORTS RECEIVED AND FILED
Mayor Tom Rackers announced that the following minutes and reports have been received
and are on file in the City Clerk's Office for public inspection:

A motion was made by Councilman Larry Vincent for approval of the appointments as
recommended, seconded by Councilman Bob Weber, and approved unanimously.

BILLS INTRODUCED
Bill 2001 -116, sponsored by Councilman Olsen, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE CODE OF
THE CITY OF JEFFERSON, MISSOURI, BY REPEALING CHAPTER 12, ELECTIONS,
SECTION 36, WARDS, AND ENACTING A NEW SECTION 36 IN LIEU THEREOF.
A lengthy discussion was held regarding whether or not the Jefferson City Correctional
Center population should be taken into consideration in redistricting. City Counselor Allen
Garner announced that a public display of proposed boundary changes will be held at City
Hall in the upper level conference room on Thursday, October 18, 2001, from 4:30 to 6:30
P.M. He stated that if the Council decides to enact a redistricting ordinance before the filing
period begins for City election, it will need to be done by October 22 since filing begins on
October 23.

INFORMAL CALENDAR

NEW BUSINESS
REGULAR COUNCIL MEETING OCTOBER 15, 2001 10
The Council scheduled the following Special Council meeting dates:
October 22, 2001, 5:30 P.M. — Vote on Bill 2001 -116 (redistricting)
October 31, 2001, 12:00 noon — Vote on Bill 2001 -125 (sewer revenue bonds)
City Administrator Rich Mays reminded Council of the work session which has previously
been scheduled for October 29 to discuss various topics.
Councilman Bob Weber stated that he had asked staff to draft an ordinance which would
regulate solicitation in the wake of last week's issue of a group from Dallas, Texas, who had
been soliciting at numerous city locations by wading into traffic to approach motorists.
Councilman Weber asked the Council Members to look at the proposed ordinance and let
him or staff know of any input they may have before it is introduced at a future meeting.
Councilman Carol Blaney mentioned the area on East McCarty Street, heading east,
between the two bluffs immediately before the Eastland intersection. She stated she has
received numerous calls regarding whether the city plans to do anything in that area to help
bicyclists and pedestrians get through that area safely. Public Works Director Marty Brose
stated that sidewalks in that area is one of the proposed half -cent sales tax improvements,
and that it may be next year before the city can get to it.
Councilman Carol Blaney asked if City staff was aware of any past agreements concerning
the usage of Richardson Auditorium at Lincoln University by the Community Concert Series
and The Little Theater. City Administrator Rich Mays and City Counselor Allen Garner
stated they were not aware of any such agreement, and that the usage of the auditorium
falls under the jurisdiction of Lincoln University.
Councilman Carol Blaney reminded the public the filing for City Elections begins Tuesday,
October 23.
Councilman Clyde Angle stated he had been contacted by a citizen who had concerns
about persons appearing on the list of 92 sex offenders who have been released, seven or
eight of whom now live near child care facilities. He said he will be investigating the issue
to see who monitors this list.
UNFINISHED BUSINESS
Councilman Clyde Angle announced that he will not be presenting the information regarding
a convention center at the upcoming Work Session.
COUNCIL LIAISON REPORTS
Councilman Carol Blaney announced a Pedestrian and Bicycle Facility meeting for
Wednesday, October 17, 2001, at 7:00 PM at City Hall.

APPROVAL OF CLOSED SESSION MINUTES
Closed Session Minutes, September 17, 2001 —A motion was made by Councilman Carol
Blaney for approval, seconded by Councilman Larry Vincent and approved unanimously.
GO INTO CLOSED SESSION
Mayor Tom Rackers announced that pursuant to Sec. 610.021 of the Revised Statutes of
Missouri, the Chair would entertain a motion for the Council to go into Closed Session to
discuss one the following:
a. Personnel [Sec. 610.021(3)]
A motion was made by Councilman Carol Blaney to go into Closed Session, seconded by
Councilman Larry Vincent, and approved by the following roll -call vote at 8:15 P.M. :
