MINUTES OF A REGULAR MEETING
COMMUNITY DEVELOPMENT BLOCK GRANT ADVISORY BOARD COMMISSION
CITY OF LYNWOOD, CALIFORNIA
WEDNESDAY, MARCH 18, 1992
OPENING CEREMONZEB:
A. Call to Order
The regular meeting of the Community Development Block Grant
Advisory Board Commission was called to order by Commissioner
Araujo, due to the absence of Chairperson Ventura, on the
above captioned date at 6:13 p.m., in the Council Chambers of
Lynwood City Hall, 11330 Bullis Road.
B. Flaa Salute
The flag salute was led by Commissioner Law, all those
present participated.
C. Roll Call
Commissioner Araujo requested the roll call, and Ms. Porter
complied.

Ms. Porter stated that the aqenda was posted per the Brown
Act.
E• APOroval Of Minutes ,
MOTION by Commissioner Law, SECONDED by Commissioner I'ranklin
to approve the minutes of March 18, 1992. MOTION carried I
unanimously. �

1• Presentation (FAIR HOUSING FOUNDATION);
� Barbara Mowery, Acting Executive Director, represented
the foundation. Ms. Mowery opened by inviting the
Commission to a Open House that will be given on April
24, 1992, Ms. Mowery stated that the Fair Housing Board
of Directors is at a minimum, therefore if any
commissioners are 1l1teT'ested in becominq Board Members
for the Fair Housing Foundation to please contact her.
Ms. Mowery stated that the Foundation has counseled 117 I
residents of the City of Lynwood, regarding landlord �
tenant issues and 6 discrimination cases.
Commissioner Carr asked, if the tenants that filed
complaints, were satisfied with the outcome7

Ms. Mowery replied that the Foundation had not received
any complaints from the residents of Lynwood in regards
to resolving the cases, but when dealing with
Landlord/Tenant situations the foundation has two ways of
handlinq these cases (1) to refer them to the appropriate
agency, whether it be the Health Department, Legal Aide
etc. (2) The Foundation serves as a mediator, and counsel
the Landlord/Tenant on the current laws.
Ms. Mowery stated that most of the clients are serviced
over the phone, due to the location of Fair Housing.
Commissioner Carr asked if the residents were satisfied
with the phone consultations. Ms. Mowery said yes.
Ms. Mowery extended an invitation to the Commission to
attend a week3y workshop on Wednesdays at 2:00. She
explained that the workshop consists of a 15 minute video
and afterwards a question and answer period.
Commissioner Carr asked if the workshops were for Tenants
and Landlords.
Ms. Mowery stated that the workshops are for general
information, and mediation for the Tenants and Landlords
would not be held at that time.
Commissioner Wibecan discussed the Proposed Work Plan for
the upcoming year. He asked Ms, Mowery to discuss the
plan to implement the Fair Housing Counseling Program and
the services to be provided.
' Ms. Mowery stated that Fair Housing distributed 575
pieces of literature throughout the Lynwood area,
publicized three press releases and one paid
advertisement in the Press Telegram.
Commissioner Wibecan stated that the advertisements
should be in the media serving the Lynwood area.
. Ms. Mowery stated that so far this year there has oply
, been one paid advertisement, but she will check to see
how many more are scheduled.
Commissioner Law stated that part of the Commissions� �
concerns are whether or not the information of the Fair �
Housing Foundation is reaching the citizens of the
community. �
Ms. Mowery stated that the Foundation has a outreach �
coordinator, who delivers information to apartment
complexes, not only to the landlords but to the tenants �
also.
Commissioner Law asked how often does this process take I
place. Ms. Mowery said, the foundation tries to do this �
once every quarter. i
Commissioner Ventura stated that the Foundation should '
consider delivering information more frequently. '

Ms. Mowery stated that she would check into that process. �

Commissioner Wibecan asked why the Foundation distributes
only 575.pieces of literature? ,

Ms. Mowery stated that 575 pieces of literature was not a �
small amount. �

Commissioner Ventura asked how does the Foundation derive
at a figure of 575, is it according to how many apartment
complexes are in the City or is it given to everyone in
the community.
Ms. Mowery stated that the Foundation tries to reach as
many people as they can with the literature, however the
foundation will consider increasing the amount. Ms.
Mowery asked the Commission for their opinion on how many
pieces of literature should be distributed throughout the
Lynwood area.
Commissioner Law stated that the population of Lynwood
consist of 60,000 people and that has to be considered.
Ms. Mowery stated that she would speak with the Outreach
program about the distribution of literature.
Commissioner Wibecan asked Ms. Mowery if the Foundation
had conducted any public education presentations on Fair
Housing.
Ms. Mowery said yes, they have gone to four speaking
engagements so far this year and all of those have been
at the elementary schools at the Parent Teacher meeting.
Commissioner Law expressed his concerns about the
information reaching the citizens. He stated that he
would like to see more information distributed, and asked
at which schools were the speaking engagements held.
Ms. Mowery stated that she would submit this information
to the Commission, in writing, by Monday, March 23, 1992,
Commissioner Wibecan asked if any workshops had been
held?

Ms. Mowery stated that workshops have been held and �
residents of the City have attended. She stated that she
would also include the dates of the workshops and how �
many people from the City of Lynwood attended. �
Commissioner Wibecan asked if the poster contest had been I
held this year and if there was a contest last year. ;
Ms. Mowery stated that the poster contest is in process.
Ms. Mowery also stated that last year the Foundation
submitted applications to the Superintendent of Schools, ;
and it was declined, but the applications were accepted
this year for participation in the �
poster contest.
Commissioner Wibecan asked if the poster contest was just '
for the Lynwood area. '

Ms. Mowery stated that the contest is for all of the
cities that the Foundation service.
Commissioner Ventura asked Ms. Mowery if the information 1
received from the Board be taken under consideration and �
the proposal be revised. '
Ms. Mowery stated that yes their considerations would be '
added to a revised proposal with a more specific outreach
program that would distribute more literature to the �
citizens of Lynwood.

� Commissioner Ventura also stated that public education
speaking should be targeted towards all the schools,
including the High School, continuation school,
elementary schools,etc.
Commissioner Wibecan also suggested that there should be
workshops done in Spanish, for the Spanish speaking
citizens.
Ms. Mowery stated that she would take all concerns under
considerations, and ended the presentation.
2. Loan Review Committee (Closed Session):
The Commission'adjourned to closed session to review one
case. (1) Ms. Frances Brownlee for consideration of a.
Deferred Payment Loan.

Commissioner Wibecan expressed his concerns regarding the
Fair Housing Foundation's lack of board members and questions
if the organization is a viable organization. He also stated
that he felt that the report was completely inadequate and ��
feels that the City should be more cautions when awarding the �
monies to this organizations.
Ms. Porter stated that she would check into the validity of '
the organization. ;
Commissioner Ventura asked if staff could submit the revised r
proposal to the commission before the next meeting.
Commissioner Law requested that Code Enforcement make a �
presentation regarding the new codes and changes that would �
affect the citizens for the new fiscal year. '
Commissioner Ventura asked Ms Porter if this is possible.
Ms. Porter replied yes. �

MOTZON by Commissioner Carr to adjourn to the next regularly �
scheduled meetinq of April 1, 1992, SECONDED by Commissioner
Franklin. MOTION carried unanimously, Meeting adjourned at
6:50 p,m.
