COMMUNITY DEVELOPMENT BLOCK GRANT ADVISORY BOARD COMMISSION
CITY OF LYNWOOD, CALIFORNIA
WEDNESDAY, FEBRUARY 5, 1992

A. Call to Order
The regular meeting of the Community Development Block Grant
Advisory Board Commission was called to order by Chairperson
Araujo on the above captioned date at 6:10 p.m., in the
Council Chambers of Lynwood City Hall, 11330 Bullis Road.
B. Flau Salute �
The flag salute was led by Commissioner Wibecan, all those
present participated.
C. Roll Call
Chairperson Araujo requested the roll call, and Ms. Porter I
complied. ' �

E. Aaproval of Minutes
MOTION by Commissioner Law, SECONDED by Commissioner Carr to
approve the minutes of January 22, 1992. MOTION carried ;
unanimously.

G. New Business ;
1. Reorganization of CDBGAB Commission:
Commissioner Law was nominated for Chairperson by
Commissioner Carr and received three votes from
Commissioners Wibecan, Carr and himself. Commissioner '
Ventura was nominated for Chairperson by Commissioner �
Franklin and received four votes from Commissioners
Araujo, Franklin, Alford and herself. i
The newly elected Chairperson is Commissioner Ventura.

Commissioner Wibecan was nominated for Vice Chairperson
by Commissioner Law and received four votes from
Commissioners Carr, Araujo, Law and himself.
Commissioner Alford was nominated by Commissioner
Franklin and received three votes from Commissioners
Franklin, Ventura and himself.
The newly elected Vice Chairperson is Commissioner
Wibecan.
2. Loan Review Committee (closed session):
The commission adjourned to close session to review two
cases. (1) Eugene & Ana Emery for consideration of a
Deferred Payment Loan. (2) Elcie & Albertha Bouls for
consideration of an Emergency Grant.
The Loan Review Committee adjourned and the CDBGAB
Commission meeting was reconvened.
3. Mandatory English/Spanish Publications: �
MOTION by Commissioner Carr,to approve letter to take to i
City Council regarding English/ Spanish Publications,
SECONDED by Commissioner Law. MOTION carried
unanimously. ' '

I. Board Orals I
Commissioner Law opened by expressing his concern regarding i
the CHAS report. He stated that he was not satisfied with I
the Public Hearing and the contents of the reports. �
Commissioner Law stated that no corrections were made in the �
revised CHAS and the CDBGAB Commission had recommendations ,
that were not addressed. Commissioner Law stated that I
Council was not aware of the recommendations and concerns of
the Advisory Board.
Commissioner Wibecan asked Commissioner Law for an example of l i
an unaddressed issue. ;
Commissioner Law said in reply that the CHAS report did not
reflect on the needs in the community such as day care which �
he felt was a vital issue since the community has many single
working parents in need of day care. �
Commissioner Carr stated that she was not satisfied with the I
way the homeless situation was address in the report. She ;
stated that the present programs deal with Compton and
Lynwood combined. She also stated that she was under the
impression that staff would have the Commission discuss with �
Council to give input on the CHAS report, however Council !
approved the CHAS without adequate information. !
Commissioner Araujo state3 that she too was disappointed that
council approved the CHAS report without adequate input. She
stated that she had various concerns regarding the report. �
(1) The Commission requested that a meeting be held before !
the Council meeting. (2) The report was not publicized ;
adequately. (3) Recommendations were not included in the '
revised CHAS such as: Section 8 voucher system, and
assistance for the homeless. She felt that the Commission
was cheated of the opportunity to provide recommendations of �
the needs of the community.

" � Ms. Porter reminded the commission that a Public Hearing was.
held before City Council to obtain comment, which was an
opportunity for the commission to express their concerns..
However, no one came forward, and no objections were made
, prior to approval.

MOTION by Commissioner Araujo to adjourn to the next
regularly scheduled meeting of February 19, 1992, SECONDED by
Commissioner Franklin. MOTZON carried unanimously. Meeting
adjourned at 7:45 p.m.

SUBJECT: CDBG FUNDING AVAILABILITY FOR PARTICZPATION
IN THE HOME INVESTMENT PARTNERSHIP ACT PROGRAM (HOME)
PURP08E:
To obtain Federal and State dollars provided through the Home
Investment Partnership Act Program (HOME).
FACTBs
1. The Home Investmant Partnership Act (Y.�ME) was enacted as
Title II of the Cranston-Gonzales National Affordable Housing
Act. The purposes of HOME are to:
- Expand tha supply oP decent, afPordable housing Por low
and very low income families with emphasis on rental
housing;
- Build State and local capacity to carry out affordable
housing program;
• -,Provide for coordinated assistance to participants in the
development of affordable low-income housing.
Eligible activities under HOME will be:
: - Rehabilitation
- substantial Rehabilitation
,; - New Construction (15 percent oP HOME funds, distributed
to at least 30 percent of Pormula grantees designated by
HUD, may be used for this activity).
- Tenant based rental asaistance
- Assistance to Firat Time Home Buyera and existing
homeowners.
- Site improvements
- Neighborhood Revitalization
. - Demolition
- .. - Acquisition
" - Relocation aesistance
Home funds may not be used for certain activities includinq
administrative coats, tenant-based assistance in conjunction
with other programs, Annual Contributions Contracts and
others. (non-Federal ahare may be used for administrative
costs up to 7 percent oP Federal ahare).
2. HUD recently informed•the City of Lynwood about the State�s
plan, for providing supplementary allocations to those
HOME entitlement juriedictions whose allocation from the
Department oP Housing and Urban Development (HUD) was below
, 5750,000. In that letter HUD stated the Department would'
provide, Prom State's HOME allocation, the amount necessary
to bring those entitlement jurisdictions up to the $750.000
`� threahold amount provided the jurisdiction had a houeinq
` element in compliance with State Law.

I 3. On January 24, 1992, HUD sent the City oP Lynwood a letter
requesting that the City provide HUD with a Letter of Intent
no later than Wednesday, February 12, 1992, as to whether
the City will participate in the HOME program for fiscal year
1992. This deadline is not waivable.
HUD requests that the City submit �ne or more oP the
followinq items, as appropriata, as evidence that the minimum
, threshold allocation requirement of $750,000 has been met;
a. Authorization from the State to transfer a portion oP
its allocation to the unit of general local governmant.
b. A letter Prom the governor or designee indicating that
the required Punds have been approved and budgeted Por
the unit of general government;
c. A letter from the chief executive officer of the unit oP
general local government indicating that the required
funds have been approved and budgeted.
4. The Notice oP Fund Availability (NOFA) Por the Home,.
Investment Partnerahip Act Proqram (IiOME) Por I'iscal Year
1992 was publiahed in the Federal Register on Monday, January
13, 1992, The Notica eatablishes the Pormula amount set
aside for each community. The formula allocation for Lynwood
is $569,000.
5• Funda will be distributed on a formula basis with
approximately 60 percent to cities and counties and 40
percent to States. Participanta will need to receive at
least $750,000 to be aligible Por a formula grant. Citiea
such as Lynwood, who are entitled to at least $500,000 may
still qualify if they provide the difference below $750,000,
from local Punds; iE the State aqrees to provide a HOME grant
for the diPference, or iP they are able to form a qualiPyinq
consortia.
6. On January 29, 1992, stafP contacted the State Departmant oP
HUD and spoke with Ann Vargas of the Deputy Director oP
Housing Policy Development OfPice, in an ePfort to discuss
the State�s supplementing the City�s HoME entitlement. We
establishad eligibility and the States intention to provide
the City with a$181,000 supplementary allocation to
participate in the HOME program, which will alleviata the
burden Erom the City�s General fund.
ANALYSIS AND CONCLUBIONi
Utilizing t�oME funds will aubatantially aid the city in it�s
efforts to devalop new aPfordable housing.
If the city oP Lynwood participates in the HoME Program, HOME
will allocate $569,000, and the State will contribute $181,000
for a total oP $750,000 to implement the proqram.
: The City must submit a Letter oP Intent to HUD avidenoinq
interest in the HOME Proqram (including evidence oP the ste�te�s
supplement allocation) by February 12, 1992, in order to
participate in the HOME Program.
RECOMI�fENDATION t
Staff reapectPully requeste Council to approve tlie City or
Lynwood's participation in the HOME Program and authorize the
City Manager or hia deaignee to submit the requirad Letter of
Intent to the Housinq and Urban Development Department.
