ADJOURNMENT TO OCTOBER 28, 1992 REGULAR MEETING � I � � I , I I . , � � � MINUTES I of the LAW ENFORCEMENT REVIEW BOARD Meeting of August 11, 1992 The first regular meeting of the Law Enforcement Review Board was held on August 11, 1992, at 6:00 p.m. at the City Hall Council Chambers. (The Agenda was duly posted as prescribed by the Brown ACt.) Meeting was called to order at 6:10 p.m, by City Clerk Andrea Hooper. New board members in attendance were: Don Brantley, Elizabeth Dixon, Robert Downs, Hilario Esparza, and David Willis. Councilmembers present: Mayor Louis Heine, Mayor Pro Tem Paul ° Richards, Councilwoman Eveiyn We�ls, and-Councilman Armando Rea. ^-- Staff present: Lynwood Sheriff's Captain Carole Freeman, Deborah Jackson and Pat Alvarez. The pledge of allegiance was conducted by Mr. Robert Downs. I SWEARING IN CEREMONY j I At this time City Clerk A. Hooper conducted the swearing in � ceremony and formally introduced the new board members: Elizabeth Dixon, who was nominated by Councilman Byrd, ' David Willis, who was nominated by Mayor Heine, ' Don Brantley, who was nominated by Councilwoman Wells, � Hilario Esparza, who was nominated by Councilman Rea, and j Robert Downs, who was nominated by Mayor Pro Tem Richards. � It was stressed that even though the new board members were nominated by different Councilmembers, they were all appointed by the City Council. � A. Hooper welcomed all board members and informed them that they � were to report to the City Council. i INTRODUCTIONS � City Clerk A. Hooper introduced Mayor Heine, Mayor Pro Tem � Richards, Councilwoman Wells, and Lynwood Sheriff's Station Captain i Carole Freeman; and they each addressed the new board members: i � I � � Law Enforcement Review Board Minutes of August 11, 1992 Meeting Page 2 Mayor Pro Tem Richards congratulated the board members and briefly described how Lynwood substituted its Police Department with a contract with the Los Angeles County for Law Enforcement Services. He also stated that the Law Enforcement Review Board was created as a result of community concern on communication between the residents and the Sheriff's Department regarding complaints and/or commendations. Mr. Richards explained that the Law Enforcement Review Board will be responsible for receiving comments (good and bad) from the residents and relaying that information to the City Council members. There will possibly be joint sessions/workshops between the Law Enforcement Review Board and the City Council to share information and discuss current issues. Captain Carole Freeman, who oversees both the Lynwood and Firestone Sheriff statibn�; also welcomed them and said sne looke� fcirward �o a working relationship with each one of them. She believes the community should be able to have an open dialogue with the Sheriff's Department, and assured them that she will always be available to discuss any concerns with them. Councilwoman Wells congratulated board members and commended them for taking on the tremendous task of being Council's eyes and ears as it relates to resident's complaints and/or commendations I regarding the Sheriff's Department. I Mayor Heine welcomed board members and commended Captain Freeman on I her positive and professional attitude towards her position. Mayor i Heine stated that he looks forward to working with the board � members and trusts that they will dedicate their time and talent'to our community. He also said that (the creation of the Law Enforcement Review Board) was a move upwards. At this time Councilmaa Rea joined the meeting and expressed that I on behalf of the City Council he welcomed them and wished them � success and best wishes in their endeavors as board members. He , also commented that our community has its ups and downs, but we have to tackle them and take an open look into the reality of our � community and their needs and hopes they make fair and impartial determinations (as it relates to complaints received). ' SELECTION OF TERMS OF OFFICE ' Board members drew from a sealed envelope in order to determine the j length of their terms in office (per Ordinance No. 1378, Section ; 4) I I I I . . � � Law Enforcement Review Board Minutes of August 11, 1992 Meeting Page 3 Robert Downs shall serve for 2 years, Hilario Esparza shall serve for 4 years, Don Brantley shall serve for 4 years, David Willis shall serve for 2 years, and Elizabeth Dixon shall serve for 4 years. Mayor Pro Tem Richards stated that he would like to have the appointments/terms of office ratified at the next Council Meeting of August 18, 1992. NOMINATIONS FOR CHAIRPERSON Nominations for Chairperson were conducted as follows: , ' Robert Downs was nominated by Elizabeth Dixon, seconded by David -�- Willis; it was carried to elect Mr. Robert Downs to the office of Chairperson. , NOMINATIONS FOR VICE CHAIRPERSON I i Nominations for Vice Chairperson were conducted as follows: i Elizabeth Dixon was nominated by Robert Downs, seconded by Hilario Esparza; it was carried to elect Ms. Elizabeth Dixon to the office , of Vice Chairperson. I MEETING SCHEDULE � Deborah Jackson mentioned that the present meeting schedule was not � convenient due to a date conflict with another commission meeting. I She suggested to change the meeting day to the fourth Wednesday of the month (6:00 p.m., in the Council Chambers). It was approved by ; board members to change the meeting schedule as described above. j COMMISSIONERS/PUBLIC ORAI,S , Chairperson Robert Downs express his gratitude to the board members ; for selecting him as chairperson, said he was pleased with his appointment and looked forward to work towards a positive input in ' the community. � I Vice Chairperson Elizabeth Dixon said she appreciated Councilman � Byrd for nominating her into the Board, and mentioned that by serving the community she hopes to make it more enjoyable to live ' in Lynwood. � i � .,., � , Law Enforcement Review Board Minutes of August 11, 1992 Meeting Page 4 Mayor Pro Tem Richards advised that the Board should come up with a new form to document commendations and/or positive comments received from residents regarding Law Enforcement services. PHOTO SESSION A group pictures was taken at this time of the new Board Members, Councilmembers, Captain Freeman, and Deborah Jackson. ADJOURNMENT There being no business, upon motion duly made, seconded and cairied, the meeting adjourned at 6:45 Y.n. to the regular meeting of September 23, 1992. I I
