Pursuant to Agenda posted on October 14, 1988, the regular meeting of the Parks and Recreation Commission was called to order by Chairman Shaw at 7:30 p.m. in the Council Chamber of the Civic Center, 5938 N. Kauffman Avenue, Temple City. 2. PLEDGE OF ALLEGIANCE Chairman Shaw led the Pledge of Allegiance to the Flag. 3. ROLL CALL: PRESENT: Commissioner Adams, Burlingame, Caswell, Crump and Shaw Also present was Parks and Recreation Director Kobett. • 4. APPROVAL OF MINUTES Commissioner Caswell moved that the minutes of the regular meeting of September 21, 1988 be approved as written. Com- missioner Crump seconded the motion and it was unanimously approved. • 5. UNFINISHED BUSINESS A. REQUEST RECEIVED FROM TEMPLE CITY UNIFIED SCHOOL DIS- TRICT REGARDING SUMMER USE OF SWIMMING POOL. Due to the fact that the Commission had received commu- nication from the school district saying they would continue to keep the pool open through Labor Day, the matter was removed from the Agenda. 6. NEW BUSINESS A. CALIFORNIA WILDLIFE COASTAL AND PARK LAND CONSERVATION BOND ACT OF 1988. Director Kobett informed the Commissioners that there was a memo outlining the Bond Act in their packets. Also included was a list of suggested items from staff for park improvements for the Commission's information, but by no means was the list inclusive. Director Kobett encouraged the Commission to consider any addi- tional item(s) they felt important. " " Parks and Recreation Commission Minutes Regular Meeting of October 19, 1988 Page 2 Commissioner Adams asked about the proposed removal and redesign of the basketball /volleyball courts; i.e., whether there was currently one or two courts. He added that he thought there was a need for more courts because the ones presently there are always in use. Commissioner Crump agreed. Commissioner Burlingame asked if there was enough room for the expansion and it was determined by the Commission that, yes, the park could accommodate the extra courts; however, both Commissioners Adams and Shaw said the retention of the handball courts would be an important factor. The Commission then discussed the installation of a sand volleyball court. This type of facility appeals to teens and should attract them to the park. The subject of safety was discussed and it was felt that a sand court was as safe or safer than concrete or as- phalt. It was noted that volleyball is very popular with young adults at the beach. Commissioner Crump inquired about the rehabilitation of the irrigation system and Director Kobett said that the current system was installed in 1957 and has been extended since that time, but needs work. Chairman Shaw suggested that the Commission add to the list.iterns they wanted considered and then the Commis- sion could prioritize the list. The Commission needs to move swiftly on this matter, he noted, in order to get their recommendation to the City Council for their meeting of November 15. Commissioner Adams agreed and suggested that the Com- mission get the list more clarified so that decisions could be made. He then asked more about the irrigation system; i.e., where it is not satisfactory now. Direc- tor Kobett said some of the heads, the controllers and galvenized pipes needed work and /or replacement. The system is functioning adequately at the present time, however. Commissioner Adams then asked about the removal of the existing asphalt pathways in the play apparatus area and replacing it with concrete. He has noticed that there are potentially dangerous spots where the asphalt is cracked. Director Kobett informed Commissioner Adams that the asphalt is in safe condition, but it could be upgraded with concrete. The asphalt has been in since 1957 and has been repaired but not replaced. Parks and Recreation Commission Minutes Regular Meeting of October 19, 1988 Page 3 There was some brief discussion on the advantages of replacing the existing bleachers with aluminum bleach- ers. The bleachers had been repaired and painted not too long ago, but they could be replaced with aluminum which stands up to wear and tear much better and re- quires less maintenance. Commissioner Burlingame stated that she would like to have lighting for the four unlit tennis courts added to the list. Upon further discussion, it was determined by the Commissioners that, since there were no cost estimates on the projects and because the majority of the Commis- sioners wanted to go to Live Oak Park to more fully look over what needed to be done, an adjourned meeting should be called prior to the City Council meeting of November 15. Upon motion by Commissioner Burlingame, seconded by Commissioner Adams, it was unanimously approved that the Commission hold an adjourned meeting on the 2nd of November at 7:30 p.m. in the Staff Lounge of the Civic Center; that every member of the Commission go to the park before then to look over what needs to be done; and that the Director get some estimated costs on the suggested improvements. B. REQUEST RECEIVED FROM THE COUNTY OF LOS ANGELES DEPART- MENT OF HEALTH SERVICES TO CONDUCT A FLU CLINIC AT LIVE OAK PARK NOVEMBER 10, 1988. Commissioner Burlingame moved that the Commission allow the Los Angeles County Department of Health Services to conduct their Flu Clinic at Live Oak Park on the re- quested date subject to the required Certificate of Insurance. Commissioner Caswell seconded the motion. Commissioner Crump asked if this was the same request as in the past, and Director Kobett said yes, it was a yearly request. The vote was called and the motion was unanimously approved. C. REQUEST RECEIVED FROM TEMPLE CITY CUB SCOUT PACK 156 FOR RESERVED USE OF THE CRAFT ROOM AT LIVE OAK PARK ON THURSDAYS FROM 4:15 TO 5:15 P.M. BEGINNING OCTOBER 20, 1988 THROUGH JUNE 15, 1989. Commissioner Crump asked if the request conflicted with any Departmental activities, and Director Kobett said no. Commissioner Crump then moved that the Commission Parks and Recreation Commission Minutes Regular Meeting of October 19, 1988 Page 4 recommend to City Council approval of the request by Temple City Cub Scout Pack 156 for reserved use of the Craft Room at Live Oak Park on the requested days subject to a valid Certificate of Insurance. Commis- sioner Burlingame seconded the motion and it was unani- mously approved. 7. COMMUNICATIONS - None. 8. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK Ron Song, 9023 E. Youngdale, San Gabriel, carne to the podium to comment on the Park Land Bond Funds item on the Agenda. He wanted to let the Commission know that, as a student at Temple City High School, he felt that sand volleyball courts at the park would be very popular. Similar courts in other cities are always in use and he said he was sure they would draw young adults and students to the park. He also said it would be nice to have all the tennis courts lit because he goes to the park to play tennis often and has to wait 35 -40 minutes for a lighted court. 9. DIRECTOR'S REPORT: Director Kobett informed the Commission that a copy of the Director's Report was in their notebooks. He added that at the City Council meeting of October 18 the final payment for the Live Oak Park Project was delayed because the work is not finished. The City Attorney is working out details with the contractor so that the Department can go ahead and use the facilities. A date of October 25, 1988 has been set for an Open House and Ribbon Cutting Ceremonies. Commissioner Shaw asked if there was going to be a Halloween Carnival this year and Director Kobett informed the Commis- sion that, yes, staff had planned the Carnival for Monday, October 31 from 7:00 -8:45 p.m. He invited the Commissioners to attend and further encouraged them to help out by selling donuts and coffee at the event. Director Kobett also added that the Department is hosting the CPRS District 13 luncheon on November 16 at Live Oak Park and extended an invitation to all the Commissioner's to attend. 10. MATTERS FROM CITY OFFICIALS Commissioner Adams - nothing. Commissioner Burlingame - nothing. ADJOURNMENT - said he will be in Colorado for the next regular meeting for his daughter's wedding and will be unable to attend. - said that he and Commissioners Caswell, Shaw, Adams and Director Kobett were able to make the Con- ference in San Diego the past few days and it was very interesting. - nothing. There being no further business before the Commission, on motion made by Commissioner Burlingame and seconded by Com- missioner Caswell, the meeting was adjourned at 8 :25 p.m. to the adjourned meeting of November 2, 1988 in the Staff Lounge.
