HomeMy Public PortalAbout20011105REGULAR COUNCIL MEETING NOVEMBER 5, 2001 1 CALL TO ORDER The Regular Council Meeting of November 5, 2001, was convened at 6:00 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Roy Viessman, followed by the Pledge of Allegiance. ROLL CALL The following Council Members were present for the roll call: Present: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Viessman, Vincent, Vogel, and Weber Absent: None A quorum was declared present. PRESENTATIONS FROM THE GALLERY Ms. Beth Carmichael — Director of the Jefferson City Convention and Visitors' Bureau, made a report of the past week's Cross Country Track Meet which was held in Jefferson City for the 26th consecutive year. Ms. Carmichael thanked the 175 volunteers who worked at the event, the Athletic Events Committee, Jefferson City High School, Helias High School, Lincoln University, medical staff of Capital Region Medical Center, Nursing staff of Lincoln University, Parks & Recreation Director Bill Lockwood, the Parks and Recreation Commission, and the City Council Members for their support of this event. Mr. Hans Overton — 422 Union Street, made a presentation regarding proposed parking ordinances affecting the Quinn Chapel AME congregation and the neighboring community. He thanked the Council for hearing the community's input on this issue and for addressing their concerns. He encouraged the City to take whatever steps are necessary to curb any criminal activity in this area. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Phil Freeman and Duane Schreimann made a presentation regarding the November 6 election in which citizens of Jefferson City will be asked to vote on the issue of extending the city's half -cent sales tax for another five years. They encouraged citizens to vote on this REGULAR COUNCIL MEETING NOVEMBER 5, 2001 2 important issue to help the City continue to improve the city with this revenue source. Ms. Susan Green, Coordinator of the City / County Emergency Task Force, made a presentation regarding the recent steps taken to address issues such as anthrax calls. She thanked the City Council for their support of their efforts during this difficult time in the aftermath of the September 11, 2001, terrorist attacks and the ensuing anthrax contaminations. (RENEWAL) — Contract with Centech for HVAC Services, All City A motion was made by Councilman Larry Vincent for approval of the Consent Agenda as presented, seconded by Councilman Carol Blaney and approved unanimously. Housing Authority Board of Commissioners, August 28, 2001 BILLS INTRODUCED REGULAR COUNCIL MEETING NOVEMBER 5, 2001 3 Bill 2001 -126, sponsored by Councilman Blaney, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AMENDMENT NO. 3 TO THE CAPITAL ASSISTANCE GRANT AGREEMENT WITH THE MISSOURI DEPARTMENT OF TRANSPORTATION. A lengthy discussion was held regarding this bill. Councilman Cliff Olsen stated he had problems with the requirement that any fundraising activity must be one coordinated on a statewide level. Councilman Charles Jackson made a motion to amend Bill 2001 -123 by changing the effective date of the ordinance to December 17, 2001. Motion to amend was seconded by Councilman Larry Vincent and approved unanimously. A motion was made by Councilman John Landwehr to accept the substitute to Bill 2001 -95 which was distributed to the Council, motion was seconded by Councilman Carol Blaney, and approved unanimously. Councilman Carol Blaney requested that Bill 2001 -102 remain on the Informal Calendar at this time. FOR INTER -CITY BUT ROUTE AND LEASE OF BUS TERMINAL FACILITY. Councilman Carol Blaney requested that Bill 2001 -108 remain on the Informal Calendar at this time. NEW BUSINESS Councilman Bob Weber stated that a draft ordinances regarding sidewalk vendors has been sent to the Council for their input, and that it will also be sent to local business owners who might be affected by it. He asked Council to contact staff if they have any comments about the ordinance. UNFINISH REGULAR COUNCIL MEETING NOVEMBER 5, 2001 7 ED BUSINESS The Council scheduled a Special Council Workshop meeting for 5:30 PM, Tuesday, November 20, to discuss the following topics: a. Underage Drinking b. Liability Issues c. Council Procedures d. Racial Profiling Councilman Clyde Angle requested that redistricting also be discussed at an upcoming meeting. Councilman Charles Jackson suggested that the topic be added to the agenda for the November 29 Public Works & Planning Committee meeting. COUNCIL LIAISON REPORTS There were no Council Liaison reports given at this time. APPROVAL OF CLOSED SESSION MINUTES Closed Session Minutes, October 15, 2001 — A motion was made by Councilman Larry Vincent for approval as presented, seconded by Councilman Carol Blaney, and approved unanimously. GO INTO CLOSED SESSION Mayor Tom Rackers announced that pursuant to Sec. 610.021 of the Revised Statutes of Missouri, the Chair would entertain a motion for the Council to go into Closed Session to discuss one the following: a. Personnel [Sec. 610.021(3)] b.
