CALL TO ORDER
The Council Workshop Meeting of November 20, 2001, was convened at 5:30 P.M. by
President Pro Tempore Charles Jackson.
ROLL CAL
The following Council Members were present for the workshop:
Present: Angle, Blaney, Jackson, Landwehr, Olsen, and Vogel,
Absent: Nelson, Viessman, Vincent, and Weber
TOPICS OF DISCUSSION
The first topic of discussion was liability issues. At the initiation of Councilman Angle, a
lengthy discussion took place regarding the City's legal obligation regarding City sidewalks.
The staff addressed many of the questions and concerns. No further vote or action was
taken at this time.
The second order of business was underage drinking. Councilman Angle asked the City
Council to address some of the concerns and recommendations that were made in the
"Reducing Underage Drinking in Jefferson City through Policy Change." Councilman Angle
also questioned the consistency in police procedures for handling drinking arrests.
Councilman Landwehr recommended the Mayor appoint a blue ribbon committee to
increase public awareness and make some recommendations to reduce the teenage
drinking problem.
The third order of business was council procedures. Councilman Angle expressed his
concern about the method and consistency by which bills were introduced based on a
comment Councilman Vogel had made on the radio. Councilman Vogel explained her
comments and Councilman Angle was satisfied with that. Councilman Jackson
recommended that all City Council members review the Council Rules of Procedure and
Order.
The fourth item of business was racial profiling. Councilman Angle expressed concern
about the level and quality of police officer training regarding racial profiling. Captain
Bledsoe reviewed the training that new police officers, veteran police officers and
supervisors have received and are receiving regarding racial profiling.

Councilman Jackson thanked the staff for their work and indicated he thought that the last
two workshops were beneficial for those who attended. The meeting adjourned at
approximately 6:40 p.m.
