TYBEE ISLAND MAIN STREET BOARD OF DIRECTORS
Meeting Minutes: July 17, 2013
Vision: To improve the quality of life for those that live, work and visit Tybee Island through a healthy business corridor
and enhance the cultural experience while preserving the community's barrier island heritage.
DIRECTORS PRESENT: Katie Addis, Bill Garbett,Jim Glass, Vicki Hammons, Monty Parks
DIRECTORS ABSENT: Ted Lynch, Kelly Partridge, Peggy Stone,John Yarbrough
CALL TO ORDER
Monty called the meeting to order at 6:06pm.
TYBEE ISLAND MAIN STREET NAME TRANSITION
Chantel reported that since the program has transitioned from Better Hometown to Main Street a
press release with a quote from Mayor Buelterman was recently sent to the media and posted on the
website. Directors confirmed they received the release. Chantel included the name change
information in the Main Street article for the August issue of Tybee Breeze. She is also in the process of
updating the website and social media sites.
BETTER HOMETOWN BOARD OF DIRECTORS MINUTES: JUNE 19, 2013
Jim made a motion to approve the June 19, 2013 Better Hometown Board of Directors minutes. Katie
seconded the motion. Chantel confirmed that Ted emailed his approval. The motion passed
unanimously.
DOWNTOWN DEVELOPMENT AUTHORITY(DDA) DISCUSSION
Directors discussed the information Chantel prepared and sent regarding Downtown Development
Authorities. Bill highlighted a few items for discussion.
Bill suggested listing which cities have DDAs in Georgia and to tailor the information more towards
Tybee. Monty and Bill suggested that the Carbo House and the Tybee Post Theater be listed as
potential projects which would benefit from having the DDA activated. Bill explained that there needs
to be reasons for activating the DDA.
Jim explained what he learned during this month's Main Street Webinar about Downtown
Development Revolving Loan Funds (DDRLF) and how having a DDA can be an advantage. A DDA acts
as a private authority and allows for low interest loans to be administered to property owners/
businesses with ease.
A DDA can, but does not have to, buy and/or lease buildings.
Directors emphasized that with a DDA,the city is under no obligation when it comes to being the
authority that serves as the pass through for DDRLFs. They requested the information that Chantel
sends to City Council for their July 29 workshop highlight the distinctions and benefits on one page if
possible.
Jim reviewed his idea for restroom improvements at Tybee Oaks. He has talked with Mayor Pro Tern
Doyle about improvements for the restrooms at Huc-a-Poos.
Monty expressed that changes, such as beginning a DDA, can be fragile and items such as where
monies will come from and benefits need to be addressed. Bill suggested that examples of how other
cities have succeeded with their DDA(i.e. government grants) be listed.
Directors inquired about having the DDA boundaries be island wide. Chantel will discuss the possibility
with DCA. Vicki commented that activating the DDA could be the "carrot" everyone discussed during
the Annual Board Workshop in April.

VICE-CHAIR POSITION
Chantel reported that the Vice-chair position does need to be appointed. This will be an agenda item
at the next board meeting.
BOARD OF DIRECTORS OPEN SEATS
Chantel reported that the two advertised seats for the MS Board of Directors are still open. She will
follow up with the Tybee Island Tourism Council regarding the ex-officio position.
FY2014 PROGRAM BUDGET UPDATE
Chantel reviewed the 2014 MS Program budget. The City Manager had her take$1,077 out of the
budget in order to cover a merit raise. Chantel offered to cover the reduced budget items as needed
and as possible. She will provide an update at next month's Board of Directors meeting.
2013 GEORGIA DOWNTOWN CONFERENCE
Directors discussed the Georgia Downtown Conference. Chantel reminded Directors to let her know if
they wish to attend so that she can register them.The Tybee Mobile Workshop will take place
Wednesday, August 16. The shuttles will leave the Andaz in Savannah at 2pm. Jim has graciously
offered to be on one shuttle while Chantel is on the other. They will provide information about
improvements that have taken place in the Main Corridor and how the program operates within the
Main Street structure. Karen at the Beachview Bed and Breakfast is looking forward to sharing her
story of the restoration project with attendees. Bob Ciucivech will be there to discuss tax credits and
Cullen Chambers will be on hand to discuss preservation on Tybee. Mayor Buelterman will arrive after
his school day to greet attendees.
She thanked Katie for bringing items to include in the welcome bags and requested assistance from
Directors in obtaining other items for the welcome bags. Vicki confirmed she will provide items as
well.
COMMUNITY DAY:SUNDAY,SEPTEMBER 29(1PM—5PM)
Directors reviewed the progress with Community Day. Vicki presented the flyer she designed for this
year's event. Chantel will post it on the Tybee Community Day facebook page. Vicki will contact the
Coast Guard for their participation. Monty will talk with Eric at Huc-a-Poos regarding the Tug-of-War
competition. Chantel will ask the Police Department and the Fire Department to participate as well.
NEWS FROM DIRECTORS
Jim shared that AJ's is renting kayaks and that the multiple bands, such as The Trainwrecks, are
performing at the Roundhouse in Savannah.
