November 19, 1992
The regular meeting of the Personnel Board of the City of Lynwood, California was
held on Thursday, November 19, 1992, at 5:00 p.m. in the Council Chambers of the
Lynwood City Hail, 11330 Butiis Road, Lynwood, California. The agenda was duly
• posted as prescribed by the Brown Act.
CALL TO ORDER
, Chairperson Gilpen called the meeting to order at 5:07 p.m. Roll call was taken by
Gail Black, Director of Human Resources. Commissioners Gilpen, Bell, Litke, and
Swift were present. Commissioner Lewis was absent (unexcusedl.
PLEDGE OF ALLEGIANCE
Led by Commissioner Bell
APPROVAL OF MINUTES
The motion was made by Commissioner Litke and seconded by Commissioner Swift �
to approve the minutes of the regular October 15; 1992 meeting.
STUDIES & REPORTS
, The motion was made by Commissioner Swift and seconded by Commissioner Bell to
approve the certification of the Water Meter Reader/Installer eligibility list. All in �
favor. Motion carried.
ORAL COMMUNICATIONS
Ms. Black distributed invitation to the Commissioners' Dinner to be held on
December 10, 1992
ADJOURNMENT
Commissioner Swift made the motion and Commissioner Bell seconded to adjourn to
the next regularly scheduled meeting, December 17, 1992 at 5 p.m. All in favor.

SUBJECT: REVIEW OF CLASSIFICIATION STATEMENTS:
_ 1) Community Development Specialist
2) Cable Television Specialist
PURPOSE
�
To review a proposed classification statement for the position of
Community Development Specialist and Cab1e Television Specialist.
BACKGROUND
* The City has identified a need for the inclusion of the position
statements as listed above.
* The duties of the City's current Aousing Rehabilitation
Specialist have changed substantially to warrant a retitling of
the position to: Community Development Specialist.
* At the October 20, 1992 Council meeting, a conceptual approval
of an operational plan for a Proposed Lynwood Cable Televison
Production Services was received. As part of that plan a job
. analysis was to be conducted to establish a fulltime
classification statement for the position of Cable Television
Specialist.
* A job analysis was conducted and reviewed by responsible
division managers for each position statement.
RECOMMENDATION
Review and recommend that the City Council adopt the classification
statement for the position of Community Development Specialist and
Cable Television Specialist respectively.

' COMMUNITY DEVELOPMENT SPECIALIST
DEFINSTION
Under the general supervision of a Department Supervisor or
Manager, to perform professional level work in the development,
implementation and administration of community and economic
development programs; and to do related work as required.
EXAMPLES OF DUTIES
Maintains personal contact with community groups and
organizations to promote citizen participation in community
development and economic development programs; records and
� maintains an active file on public input; conducts community needs
assessments and conducts research studies designed to determine
viable community economic and development programs; assists in'
providing.referrals on personal, social and economic problems to
, community agencies for specialized assistance; assists in public
information and public relation activities; provides technical and
organi2ational support to Block Clubs, Boards, Committees and other
" community organizations; serves as community development and
economic development information officer; conducts research and
studies as assigned by City administrative officials.
SPECIAL REQUIREMENT
Possession of an appropriate California driver's license
issued by the State Department of Motor Vehicles.
DESIRABLE QUALIFICATIONS

Basic policies, procedures and goals of the City of ,

Modern methods and techniques for planning, organizing

experience which would provide the required knowledges
and abilities is qualifying. A typical way to obtain

° Three years of increasingly responsible work experience
as a staff inember of a public agency engaged in communi�
development projects (Possession of a Master's Degree ,a
Public or Business Administration, Industrial Relations
or a closely related field may be substituted for one
year of experience).
° Education: Graduation from an accredited four year college or
university with major work in public or business
administration is desirable.

CABLE TELEVISION SPECIALIST
.DEFINITION
Under qeneral supervision, coordinates cable television'
programming including the schedulinq of program production,
maintenance of calendar of programs, assistinq in the development
of new programs, and functioninq as primary program producer for
cable seginents and other audio and video production assignments;
and to perform other job related work as required.
EXAMPLES OF DUTIE3
Performs a wide variety of technical staff duties involving
cable talevision proqram planninq, scheduling and production;
coordinates cable proqramming production efforts to ensure timely
showing of proqrams on public access channel; supervises and
participates in the schedulinq of seqment and program production;
maintains calendar of proqram and seqment production; assists in
the development and production of new cable programminq includinq.
proqram research, scripting, directinq, voice-over, on-camera
reportinq, camera operation, liqhtinq, audio, editing, and logqing
footage; operates and maintains a variety of audio and visual
equipment utilized in the preparation of cable television programs;
prepares and inputs information to maintain and update schedule of
programs and activities; serves as technical specialist in the
selection, use.and maintenance,of cable equipment and production �
facilities; oversees and assists in the construction and design of I
studio set and control room; establishes and maintains videotape �
library; serves as lisison with the City's cable operator for the
use of vendor studio and equipment; assists in the development of
revenue qenerating products; conducts training workshops for i
volunteers including City residents, cable hosts and studio
interns; meets with potential clients to promote use of City cable j
services; confers with supervisor reqardinq overall department !
cable television activitites proqrams; maintains required records
and prepares reports; and may photoqraph and chronicle special �
events held in the City. !
