REGULAR MEETING OF THE PERSONNEL BOARD .
CITY OF LYNWOOD
JANUARY 16, 1992
The regular meeting of the Personnel Board of the City of Lynwood,
California was held on Thursday, January 16, 1992, at 5:00 p.m. in
the Council Chambers of the Lynwood City Hall, 11330 Bullis Road,
Lynwood, California. The agenda was duly posted as prescribed by
the Brown Act.
CALL TO ORDER
Chairman Lewis called the meeting to order at 5:07 p.m.. Roll
call was taken by Gail L. Black, Director of Auman Resources.
' Commissioners' Gilpen and Litke were present. Commissioner Swift
arrived at 5:18 p.m.. Commissioner Bell was absent.
PLEDG� OF ALLEGIANCE
Led by Commissioner Gilpen
APPROVAL OF MINUTES
The motiori was made by Commissioner Gilpen and seconded by
Commissioner Litke to approve the minutes of the December 19, 1991
meetinq as presented. All in favor. Motion carried.
Chairman Lewis called for a recess in the meeting at 5:10 p.m.
The meeting resumed at 5:17 p.m..
STUDIES & REPORTS
The motion was made by Commissioner Litke and seconded _by
Commissioner Gilpen to approve certification of the Administrative
Assistant to the City Manager eligibility list. All in favor.
Motion carried.
The motion was made by Commissioner Litke and seconded by
Commissioner Gilpen to approve certification of the Administrative
Analyst III eligibility list. All in favor. Motion carried.
The motion was made by Commissioner Swift and seconded by
Commissioner Gilpen to approve certification of the Housing
Rehabilitation Assistant eligibility list. All in favor. Motion
carried.

The motion was made by Commissioner Gilpen and seconded by
Commissioner Litke to approve certification of the Electrical
Maintenance Worker eligibility list. All in favor. Motion
carried.
ORAL COMMUNICATIONS
Chairman Lewis stated that the City�s Parks & Recreation Department
may receive a grant for 1 million dollars to add a gymnasium if
voters approve such at the next election. He invited all present
to attend the Parks and Recreation Department's Valentine's
Basketball competition. His team of young ladies will be defeating
a team of young men at this event.'
Gail Black, Director of Human Resources, stated Commissioner
Litke�s term would expire in May of 1992. She encouraged Mr. Litke
to submit a letter for reappointment to the City Council.
ADJOURNMENT
There being no further business to conduct, the meeting was
adjouYned at 5:30 p.m..'
The next regularly scheduled meeting is Thursday, February 20,
1992, at 5:00 p.m..

SUBJECT: FIRE PREVENTION SPECIALIST CLASSIFICATION
OBJECTIVE .
To tiave the Personnel Board review the revision of the
classification statement for the position of Fire Prevention
Specialist and recommend the City Council's approval of same.
FACTS
1) The classification statement for Fire Prevention Specialist
needs revision to reflect the current duties and
responsibilities of the position.
2) The required job analysis has been completed and the classifi-
cation statement has been prepared on that basis.
3) Those areas of revision have been noted for your review on the
attached classification statement. �
4) A salary survey was conducted and a recommendation will be made
to the City Council based on the revised classification state-
' ment. "
RECOMMENDATION
That the Personnel Board review the revised classification
statement and recommend the City's Council approval.

FIRE PREVENTION SPECIALIST -
DEFINITION
Under the supervision of the Assistant Chief, to inspect for
Eire and life hazards; to enforce all appllcable codes,
regulations and ordinances for the prevention of fire and for the
protection of life and property against fire and panic; to
participate in the review of plans of new or remodeled structures
for compliance with fire safety requirements; to enforce a
variety of codes, laws and abatement procedures; and to do
related worl: as required.
E�AMPLES OF DUTIES , .
Assumes responsibility for a wide variety of fire prevention
activities of the department; inspects commercial and industrial
buildings, schools and related structures and facilities;
participates in the review of building plans for conformance with
s #ire protection laws and regulations and possible fire
hazards; investigates complaints from private citizens and other
City departments relating to fire and safety hazards; provides
technical advice regarding the installation and maintenance of
fire prevention,equipment; speaks before school groups and other
organizations on fire prevention matters; confers with superv3sor
regarding overall departmental fire prevention and Snspection �,
programs; maintains required.records and prepares reports; issues
correction notices and citations; prepares publicity on Pire
safety; may assist in determining the cause and origin of fires
and prepares reports of same; mzy_interview fire witnesses and
victims; collects and preserves evidence; estimates fire losses;
assists in.preparing criminal fire cases; processes State Fire
Marshal and Department of Soeial Services fire elearance
requesis; processes business license applScat�ons for fire
elearances.
SPECIAL REQUIREMENTS
Possession oP appropriate Fire Pr.evention certificates.
Possession of aa appropriate California driver's license issued
by the State Department of Motor Vehicles.
DESIRABLE QUALIFICATIONS
Knowledge of:
Principles, practices and procedures of modern fire
- prevention and inspection techniques;
Rules and regulations of the Fire Department;
Operation and capabilities of types of Fire Department
